Councillor Timpson declared a possible Conflict of Interest in the Committee
of Adjustment application A-28-91/D13-28-91 (DeFrancesco) and in the
correspondence received from Mr. Klaus Wehrenberg regarding the
pedestrian/bicycle underpass, reconstruction of Wellington Street West, due
to his residency in the vicinity of these matters, and did not take part in
or vote on any questions on such matters, or attempt in any way to influence
the voting on such questions.
Councillor Pedersen declared a possible Conflict of Interest in report
PW91-108-356, Award of Contract for Snow Plowing of Parking Lots, due to the
fact that the recommended Tender recipient was the employer of her son, and
did not take part in or vote on any questions in this regard, or attempt in
any way to influence the voting on such questions.

THAT the content of the Agenda be approved as outlined herein, with
the addition of Reports Nos. PL91-112-361, PL91-111-360 and

Mr. Gary Templeton, Templeton-Lepek Limited re: OPA and
Zoning By-law Amendment, Part of Lot 16, Concession 3,
E.Y.S.
Mr. Templeton appeared as a Planning Consultant on behalf of 790216 Ontario
Incorporated, which has applied for an Official Plan Amendment and Rezoning
application to develop a ten lot estate residential subdivision on
approximately 22.5 acres of land on the north side of Vandorf Sideroad east
of Leslie Street. Mr. Templeton indicated that Council had formerly passed
a Planning Advisory Committee recommendation, dated March 18, 1991, that the-
application be deferred until the Provincial Study on the Oak Ridges Moraine
had been completed and a Provincial policy adopted.

Mr. Templeton indicated that the applicant has expended considerable effort
to prepare the support studies needed for the development. On behalf of the
applicant, he requested circulation of the application to the appropriate
bodies, in order to enable the applicant to respond to the issues raised by
such bodies prior to completion of the Provincial Study and policy on the
Oak Ridges Moraine.

Environment Committee Minutes Report No. 6

THAT Council be advised of the Environment Committee's support of
the Ministry of Natural Resources' verbal position regarding the
Cortellucci property and the Official Plan policy regarding
development in the Oak Ridges Moraine, and of the Committee's
request to be kept informed of further decisions regarding any
development on the site; and
THAT Council reconstitute the Environment Committee soon after the
elections; and
THAT Council express its support for the Tree By-law by requesting
that the York Regional Council proceed without delay to adopt the
By-1 aw and a 11 ow those muni ci pa 1 iti es which expressed wi 11 i ngness
to take responsibility for enforcing the By-law, to do so; and
THAT Council receive the remainder of the minutes of the

THAT the Town endorse the establishment of a Project Steering
Committee comprised of the Acting Commissioner of Engineering for
York Region, the Director of Public Works for Aurora and the Town
Engineer for Newmarket to direct a study for the Provincial
Transfer of Highway 11 from the south limit of the Town of Aurora
to the area of its intersection with Green Lane.

THAT Council authorize the Mayor and Clerk to sign the attached
form of Site Plan Agreement between the Town of Aurora and
Beavertop Investments Ltd. subject to the following conditions:
i) Payment of all financial securities and applicable fees;
ii) That all conditions as required by the Public Works Department
as attached to the report be fulfilled to the satisfaction of
that department.
