DECLARATION OF CONFLICT OF INTEREST
Councillor McKenzie declared a possible Conflict of Interest in Accounts
paid to Herb McKenzie Auto Parts, due to monetary interest in same, and did
not take part in or vote on any questions in this regard, or attempt in any
way to influence the voting on such questions.
Councillor Timpson declared a possible Conflict of Interest in the
correspondence received from the Regional Municipality of York regarding
road widening and reconstruction of Wellington Street West, due to ownership
of property within the vicinity, and did not take part in or vote on any
questions in this regard, or attempt in any way to influence the voting on
such questions.

Mayor West introduced Mr. David Merkur and Mr. Lloyd Cherniak, representing
Mr. Joe Lebovic, noting that Mr. David Merkur had been involved in
initiating an eighteen year tradition of grants to the Arts and Culture
Fund. Mayor West expressed the Town's appreciation to Mr. Merkur and
Mr. Cherniak and invited them to make presentations to representatives of
each of the following organizations as indicated below:

THAT Council endorse application to the Ministry of Tourism and
Recreation, Recreation Capita 1 Project Grant for the Hall and River
Linked Open Space Trail System.
m) LS91-061-331 -Aurora Town Hall -Janitorial Maintenance
Contract -Tender No. LS-1991-19
THAT Tender LS-1991-19, Janitorial Maintenance Contract for the
Aurora Town Hall be awarded to Magic Maintenance Inc. at its bid
price of $4,500 per month covering a one year period, commencing
October 7, 1991.
n) PL91-107-333 -Amendment to Site Plan Agreement,
Beavertop Investments Limited, Part of Lot 84,

THAT Council authorize a modification to the approved Site Plan
with Beavertop Investments Ltd. in order to allow a reconfiguration
of the existing parking arrangement subject to the modified
agreement being registered on title with the applicant paying the
applicable site plan registration fee.

Subdivision

THAT Council assume the services within the subject development as
contained within the registered plan 65M-2748; and
THAT the Town retain financial securities in the amount of
$50,000.00, pending the satisfactory performance of all paved
driveways in the subdivision and a road repair on Corner Ridge
Road, to be reviewed by the Town for acceptability prior to
June 15, 1992.

Foam-Swabbing of Watermains
THAT Tender No. P.W.-1991-24, Swabbing of Watermains within the
Northeast and Northwest Quadrant of the Town, be awarded to the low
bidder Canadian Pipeline Cleaning, Division of David Hart
Industries Inc., at its bid price of $21,283.10; and
THAT service costs be debited to Account No. 460-312.
q) TR91-022-338 -Cancellation of 1990/91 Taxes Under
Section 496 of the Municipal Act
THAT Council approve the write-off of 1990/91 taxes in the amount
of $27,874.27, under Section 496 of the Municipal Act.

(LSRCA) and the TSH Preliminary Engineering Study prepared for
LSRCA;
THAT funds up to $12,000.00 be provided for the design and
specifications to be recovered from the Iona Corporation securities
held for Phase II of the Tamarac Subdivision; and

THAT any "no parking" restrictions on Yonge Street, (between Maple

church-related activities between the hours of 6:30 p.m. and 9:30
p.m. on October 2nd and on October 8th, 1991.

Whereas the Council of the Town of Aurora has undertaken studies
which support in principle the construction of a regional shopping
facility in the Town of Aurora; and
Whereas Council has in the new Official Plan authorized that a
Secondary Plan Study addressing this matter be undertaken; and

Whereas the approva 1 of a faci 1 i ty of this nature in the Town of
Richmond Hill may affect the viability of a Regional mall within
the Town of Aurora;
Therefore be it resolved that the Council of the Town of Aurora
advise the Council of the Town of Richmond Hill that it is, at this
time, in opposition to the approval of an Official Plan Amendment
which will allow the construction of a regional mall on the lands
