STAFF MEMBERS IN ATTENDANCE DECLARATION OF CONFLICT OF INTEREST Chief Administrative Officer, Municipal Clerk, Deputy Clerk, Director of Leisure Services, Director of Personnel, Senior Planner -Plans Administration, Director of Building Administration, Director of Public Works, Fire Chief, Treasurer. The Director of Planning was absent on vacation. There were no disclosures of interest under the Municipal Conflict of Interest Act, 1983. APPROVAL OF AGENDA #216. Moved by Councillor Weller Seconded by Councillor Mcintyre THAT the content of the Agenda be approved as outlined herein, with the addition of correspondence from Monreith Developments Inc. for consideration a 1 ong with Report PL91-053-150, and the memorandum from the Director of Lei sure Services regarding the Draft Tree Preservation By-law to the New Business section of the Agenda. CARRIED PRESENTATION S.T.O.R.M. Coalition re: Presentation of Cheque for Tree Planting Ms. Gloria Reszler appeared on behalf of S.T.O.R.M. Coalition Inc. to present Council with a grant of $3,000.00 from Global Releaf, which is a program of Friends of the Earth. Ms. Reszler took the opportunity to thank the Staff of the Leisure Services Department for their work in organizing the Arbour Week activities and indicated that the grant wi 11 be used to purchase 1 arge ca 1 i per trees for the Town. On behalf of Council and the Town, Mayor West expressed his appreciation for the donation. DELEGATIONS Ms. R. Frisk re: Painting of House Numbers on Curbs Ms. Roberta Frisk, a business student of Centennial College in Scarborough, asked Council's permission to paint street addresses on the curbs in the Town. Ms. Frisk wishes to set up a sma 11 business venture to pro vi de employment for students. She characterized uniformly located curbside addresses in reflective paint as both a solution to the inconvenience persons may experience in locating a poorly placed address and as a potentia 1 safety feature for those 1 ooki ng for an address in an emergency situation. Aurora Council Minutes No. 21-91 Wednesday, April 24, 1991 - 2 - Ms. Frisk addressed questions that might arise in connection with snow removal, roll top curbs and cars parked so as to obscure the curbside addresses. She cone 1 uded by noting that this was an inexpensive service that would benefit Town residents. #217. CARRIED , Landford Meadows Ltd. re: Block 5, 65M-2802, Rezonin Mr. Terry Kelly appeared on behalf of Landford Meadows Ltd. to speak to two issues arising in connection with rezoning application D14-07-91. The first issue is unit size. Mr. KellY noted that the proposed units have been increased in size from a range of 950 -1,050 square feet to 1,150 - 1,400 square feet as the lot sizes were increased to facilitate provision of services. This has resulted in lot coverage, including the areas of exterior structures, of approximately 38%, which is within the maximums permitted by the Town in other areas. The second issue i nvo 1 ves the deve 1 oper' s commitment to re-size the 1 ots, while protecting the interests of those who had entered agreements to purchase from the developer. Mr. Kelly's comments were supplemented by those of Mr. Glen Christoff, a principal of the developer. They indicated that 11 prospective purchasers remain of the original 20. These persons will be given an opportunity to purchase units in the proposed development. The original purchase price will not be raised, even though the units available at that price will likely be at least 1,150 square feet, as opposed to the original size. However, details, such as location and interior finish materials, will remain a matter of negotiation between the developer and the prospective purchasers. Mr. Kelly indicated that the developer requires the Town's commitment to the latest proposal before it can deal with the purchasers. He noted that Staff have no further concerns with the application and concluded by asking that the implementing by-law and site plan agreement be given three readings at the next Council meeting. #218. Moved by Councillor Ochalski Seconded by Councillor Pedersen THAT the Town recycling program be expanded to include apartment and multi-unit residential facilities and school facilities as detailed in Schedule "A" appended to this report; and THAT the expanded recycling program commence operations effective May 21st, 1991 and run on a trial basis to December 31st, 1991; and THAT a further report on the effectiveness of this program be submitted to Council prior to December 31st, 1991; and THAT blue boxes and 95 gallon containers, as required, will be issued at no charge to the expanded program participants; and THAT the following recyclable materials will be picked up in this expanded program at this time: newspaper, fine paper, beverage and food cans, PET plastic soft drink containers, and glass bottles and jars; and THAT additional recyclable materials will be picked up as and when arrangements can be provided for suitable disposal; and THAT funds be provided from Account #443 to cover the cost of the containers for the expanded program participants. CARRIED QUESTIONS BY MEMBERS Mayor West Councillor Jones -In response to the comments of Mr. McGhee in the Open Forum, Mayor West asked Staff to take the steps necessary to correct the spelling of "McGee Crescent" and to reflect this correction in the third reading of By-law No. 3280-91. -Presented Councillor Stewart with a Leksand-Aurora hockey sweatshirt, commemorating his efforts to ensure that the visitors from Aurora's twin Town had an enjoyable stay. Aurora Council Minutes No. 21-91 Wednesday, April 24, 1991 Councillor Mcintyre NEW BUSINESS -11 - Noted, in response to the comments of Mr. Wa 11 ace in Open Forum on the problems for school buses in closing certain streets in the Northeast Quadrant, that the York Region Board of Education has indicated that it has no concerns with the proposed closures. -Commended Jeoff Scott, a long-time resident of Aurora, for the recognition he received recently from the Association of Professional Engineers of Ontario. The By-law identifies certain sensitive areas, wherein tree cutting wi 11 be regula ted. The By-1 aw will then be presented to the pub 1 i c for a further period to generate pub 1 i c comments.
