STAFF MEMBERS IN ATTENDANCE DECLARATION OF CONFLICT OF INTEREST Councillor vacation. Pedersen absent Councillor Mcintyre absent. Chief Administrative Officer, on Municipal Clerk, Administrative Assistant, Director of Leisure Services, Director of Planning, Director of Personnel, Director of Building Administration, Director of Public Works, Treasurer and Deputy Fire Chief. Councillor Timpson declared a possible Conflict of Interest in Report PW90-087-303 (Sidewalk Construction, Wellington St. West) due to being a resident in the area, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such question. Councillor McKenzie declared a possible Conflict of Interest in Accounts paid to Herb McKenzie Auto Parts, due to monetary interest in same, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such question. Mayor West declared a possible Conflict of Interest in Accounts paid to Decor Glass, and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such question. APPROVAL OF AGENDA #611. Moved by Councillor Jones Seconded by Councillor Weller THAT the content of the Agenda be approved as outlined herein with the addition of the report dealing with the Vehicle for the Physically Disabled to the New Business Section of the Agenda. CARRIED DELEGATION Residents of Glenellen Subdivision re: Paving of Driveways Mr. M. Richardson addressed Council regarding the state of many driveways in the Glenellen Subdivision. Some houses have been occupied since July, 1989. The residents feel the unpaved driveways are dangerous, and contribute to the dirt and unsightliness of the area. There is also improper drainage. Fifteen (15) driveways will be paved prior to December, 1990. The other twenty-five (25) will be paved in the Spring of 1991, once they have had a winter to settle. #612. THAT the completion date be established as July 31, 1990. CARRIED PW90-087-303 -Sidewalk Construction As Part of the Proposed Wellington Street West Reconstruction #626. Moved by Councillor Jones Seconded by Councillor Weller a) THAT the Region of York be requested to include the construction of sidewalk from McDonald Drive to Mcleod Drive and that the cost of said works be budgeted for in 1991; and Aurora Council Minutes No. 45-90 Wednesday, October 10, 1990 - 6 - b) THAT the proposed boulevard width beyond the present limits of sidewalk be designed to accommodate a possible future sidewalk to Bathurst Street; and c) THAT Staff negotiate the possible construction of sidewalk between Haida Drive and McDonald Drive either by Regional or by Town Contract. PW90-088-304 -Progress Report, Cost Over-Run, Tender No. P.W.-1990-16, Gasoline Storage Tank, Public Works Yard #627. Moved by Councillor Timpson Seconded by Councillor Jones THAT this progress report for Tender P.W.-1990-16, Installation of Gasoline Storage Tank, Public Works Yard, be received as information. THAT additional funds up to $70,000.00 be provided from the Engineering Reserve Account to cover cost over-runs associated with removing the defective diesel fuel storage tank and the contaminated soil. CARRIED PW90-089-305 -Assumption of Services for Lakeview Estates (Yonge-Aurora) Ltd., Phase II #628. Moved by Councillor Timpson Seconded by Councillor Jones THAT Council assume the services within the subject development, as contained within registered plan 65M-2492. THAT the Town retain financial securities in the amount of $7,000.00 pending rectification of minor deficiencies for the completion of external works and fulfillment of a period of maintenance for asphalt. CARRIED PW90-090-306 -Invitational Quotation Award, Sanitary Sewer Diversion, Dunning Avenue at Edward Street, Town of Aurora #629. Moved by Councillor Stewart Seconded by Councillor McKenzie THAT the invitational quotation for the sanitary sewer diversion at Dunning Avenue and Edward Street be awarded to the low bidder Ferpac Paving Inc., at its bid price of $18,900.00. Moved by Councillor Jones Seconded by Councillor Ochalski THAT Council endorse the application to the Ministry of Culture and Communications, and; THAT the Director of Leisure Services report to Council on the viability of saving the Bandshell and the project be considered in conjunction with the Capital Forecast. CARRIED LS90-034-311 -Seniors Advisory Council Appointments #639. Moved by Councillor Jones Seconded by Councillor Timpson THAT the vacancy created by Mrs. Bonnie Fleischaker, a member appointed to the Seniors Advisory Council and the Top of the Hill Club, remain unfilled until a replacement is nominated from the Top of the Hill Club. Moved by Councillor McKenzie Seconded by Councillor Ochalski THAT Council endorse the use of the Seniors Centre to the National Chamber Orchestra for five hours of musical instruction weekly, at the approved fee of $15/hour and further that the National Chamber Orchestra provide the citizens of Aurora with two concerts, one in the Christmas season and one at the Bandshell, as part of the summer concert series, at a cost not exceeding $2,400.00. CARRIED LS90-036-314 -Request for Assistance -Aurora Minor Hockey Association - Bantam Tournament #643. Moved by Councillor Jones Seconded by Councillor McKenzie THAT Council approve ice time expenses up to the amount approved in 1990 ($5,440.00) for the Annual Town of Aurora Bantam Tournament, as a 1991 grant payment, and any further cost be considered at the 1991 Budget Discussions, and; THAT the Director of Leisure Services do a review on the appropriateness of future timing of grant requests. CARRIED Vehicle for the Physically Disabled #644. Moved by Councillor Jones Seconded by Councillor Weller THAT the order with Pearson Bus Sales be cancelled, and; THAT our Purchasing Co-ordinator order a vehicle from Overland Custom Coach, at a cost of $56,111.40. The difference in price of $8,159.40 to be subsidized by 50% by the Ministry of Transportation. CARRIED Mayor West advised the Council that this was the final Council meeting that the Clerk, Mrs. Gowan, would be attending. Mrs. Gowan is to assume her new duties of undertaking a review of the Municipal Code until her retirement in February of 1991. The Mayor thanked Mrs. Gowan for her many years of service.
