CARRIED STAFF REPORTS BUILDING DEPARTMENT Report No. BLDG87 -011-96 -Site Plan Agreement -Aurora United Church and Town of Aurora #229 Moved by Councillor Jones Seconded by Councillor McKenzie THAT the Mayor and Clerk be authorized to sign a Site Plan Agreement between the Aurora United Church and the Town of Aurora. CARRIED Report No. BLDG87-012-97 -Separate School Site Plan -Walton Drive - Access Driveway on Frontage of Park Site -Hydro Easement -Site Plan Approval #230 #231 Moved by Councillor Paivio Seconded by Councillor McKenzie THAT the Mayor and Clerk be authorized to: 1. issue a letter of agreement for the joint use of that portion of parkland on Walton Drive as detailed on the attached site plan; 2. sign an easement agreement in favour of Aurora Hydro and the York Region Separate School Board for hydro servicing purposes, such service to be 1 ocated within the easement and not to interfere with storm drainage flow, catchbasins and manholes and to be approved by the Department of Public Works of the Town; and 3. that the site plan agreement, a copy of which is attached hereto is approved, be signed. PLANNING DEPARTMENT Report No. PL87-045-98 -Aurora Home Show #232 Moved by Councillor McKenzie Seconded by Councillor Jones THAT the booth at the Aurora Home Show be used by the Leisure Complex Fund Raising Committee. CARRIED Town of Aurora Council Minutes - 4 - Wednesday, April 1, 1987 TREASURY DEPARTMENT Report No. TR87-006-99 -Parcel C-1, Section M42, Block C, Plan M42, Registration 84-1 #233 Moved by Councillor Barker Seconded by Councillor Jones THAT the outstanding taxes in the total amount of $9,684.55 pertaining to Parcel C-1, Section M42, Block C, Plan M42, Registration 84-1 be cancelled and charged back to the Board and Region. CARRIED UNFINISHED BUSINESS Town Policy Respecting Snow Clearing Councillor Pedersen detailed to Council concerns expressed to her regarding the length of time taken to clear the public road allowances after the snow fall of March 31st. The Director of Public Works provided a verbal report to Council which indicated that response time was slower than usual due to the illness, injury and vacation schedule of works employees on that particular day. The staff complement available to respond was reported as being 50% of those normally able to do so. The Director also indicated that the night staff response was slower than he anticipated and that this matter will be resolved. CARRIED QUESTIONS BY MEMBERS Councillor Weller - Councillor Buck NEW BUSINESS when the terms of reference for the review of the Leisure ·Services, Public Works and Engineering areas of the Town operation would be completed; when the Town's "stoop and scoop" by-law would be reviewed; if there was an answer received from the Cemetery Board; and status of the Library Square project and when same would be discussed again by Council. concern re: typographical errors in industrial land sale advertisements. Councillor Buck expressed concern about the article in the newspaper which reported that Council is seriously pursuing the idea of withholding building permits in certain residential subdivisions. The effect of this proposed action on the new homeowners and the occupancy delays which waul d result were indicated. The Chief Administrative Officer in explanation stated that the subdivision agreement permitted this type of action to be taken by the Town when infractions of the Building Code and subdivision agreement provisions were not rectified. This mechanism would only be used in this situation where the builder had not been cooperative in dealing with the deficiencies.
