MINUTES - Council - 19840109MINUTES OF THE 1ST COUNCIL MEETING HELD IN THE COUNCIL CHAMBERS, MONDAY,, JANUARY 9th, 1984 AT 8:00P.M. Present Were: Mayor Illingworth, and Councillors Richard Barker, Evelyn Buck, Tim Jones, Martin Paivio and Norm Stewart. Councillors Len Ostick, Earl Stewart and John West on vacation. Mayor Illingworth advised Council members that a directive had been issued from the Honourable Frank Drea 's Office that Pine Ridge would not be converted to a Youth Detention Centre. Pine Ridge will no longer be used for the Mentally Handicapped but no word has been received on the-r"uture use of the building. B. OTHER MATTERS 1. ERe Inguest Report The Committee waul d reinforce their recommendation for the 1 i cenci ng of Commercial and Industrial businesses and ask this Council to support this recommendation through to the Ontario Legislature, who did not pass Bill 11 "Licencing Act" in the last session. This Bill would empower municipalities with the right to require such licencing. The Chief is to pursue the ba 1 ance of this matter with the Clerk to determine if any further response is required to the Ministry of the Solicitor General and advise the Committee. 2. Letter # 1-49 -Ministry of Health re: Ambulance Service The Committee would recommend that Mr. Fred Rusk, Regional Manager for Emergency Health Services, be asked to attend the next Safety Committee meeting, February 7th, 1984 at 7:00 p.m. to discuss this matter further, as outlined in this letter from Mr. K. Norton. 3. Old Fire Telephone Number The Committee recommends that this number be disconnected and appropriate notification be given through the local media, stressing our new number. The old number has not been used in six (6) months. 4. Disaster Plan.Review The Committee recommends that two (2) copies be made of this Plan, one (1) to be reviewed for comments through circulation by the Committee and one (1) to be reviewed for comments by appropriate staff of the Town. Once comments have been dealt with, the Committee would advise that members of Council each receive a copy for their review and approval. 'Appropriate staff should a 1 so receive a copy. "No Smoking" By~Law Members of the Committee expressed concern about smoking in food stores, especially in areas of uncovered food and at the check out counters. Several municipalities have by-laws prohibiting smoking in these areas and it is recommended that Council request copies of such by-laws in order to consider the appropriateness of establishing such a by-law for Aurora food stores.
