Mayor Timpson declared a possible conflict of interest in Letter # 17-101 from the
Royal Canadian Legion and Resolution# 6 re: Royal Canadian Legion purchase of
Remembrance Day Wreath and Payment of Remembrance Day Programs and did not take
part in the consideration of or vote on any question in this regard or attempt in
any way to influence the voting on such question.
Councillor Stewart declared a possible conflict of interest in Letter# 17-101 from
the Royal Canadian Legion and Resolution# 6 re: Royal Canadian Legion purchase

1. Letter# 17-133 -Wellington Investments re: South Side of Wellington
Street West
Mr. P. Giannotti, representing Wellington Investments, owner of property on
the South side of Wellington Street West, between Mills and George Streets
appeared before Council with regards to the development of this property.
The Architect outlined the use for this area stating that it was planned to
build 70 family and 40 senior citizen units along with on site management
offices.
West: Resolved that staff be directed to prepare the By-Law covering this

Report# 78-Administration Committee ... Various Matters
The Committee respectfully submits the following:
A meeting of the Administration Committee was held on Monday, September 27, 1982 at
3:00 p.m. in the Mayor's office.
Present Were: Mayor George D. Timpson, Councillor John West and Councillor Earl
Stewart.
1. Letter 16-55 re: Consideration of Student Passes for Aurora Public
Transport at ion
The Committee recommends that the York Region Board of Education be
requested to provide information to the Committee regarding their policy
concerning transportation of students within the Town. The Committee also
wishes to know routes used by School Board vehicles in providing this
transportation.
The Committee further recommends Travelways Transit Limited be requested to
conduct a one week ridership survey, keeping record of all classes of fares.
The Committee advises that when the requested information has been received,
the Administration Committee will, once again, consider the request
regarding student passes.
2. Letter 16-64 -Aladdin Industries Products of Canada
The Committee recommends that the request to write off tax penalties of
$195.45, due to late payment of taxes, be not granted as the tax notices
have been sent to the same address for the last few years without any
difficulty. There has been no change of address occur.
3. Letter 17-10 -Salvation Army-Request for 100th Anniversary Celebration
The Committee recommends that the Town of Aurora recognize the lOOth
Anniversary of the Salvation Army in Canada, 1982, by making a donation of
$500.00 to the Ministries Enrichment Program --A unique, one time National
Fund Raising Campaign to increase the training capacity of the Salvation
Army so that its services can expand. The Committee advises that this
program is not connected in any way to the Annual Red Shield Campaign.

4. Letter 17-61 -The Dr. G.W. Williams Secondary School Town of Aurora
Scholarships

The Committee recommends that four $100.00 Scholarships be prepared for the
following graduating students at the Dr.G.W. Williams Secondary School:
Grade 12 Neil Hoover 88.3%
Kathryn Albright 87.8%
Grade 13 Wallace Bridel 93.2%
Janice Yoshiki 96.2%
Letter 17-86 -Report of Livestock Valuer
The Committee recommends that the claim on behalf of Mr. John Hickson for
sheep losses attributed to wolves in the amount of $235.00 be paid and that
the Valuer's fee of $35.40 be paid to Mr. David W. Paisley, Lifestock
Valuer.
6. Letter 16-3 -Aurora Minor Hockey Association
The Committee recommends that a grant in the amount of $1,900.00 be paid to
the Aurora Minor Hockey Association to assist in the sponsorship of the 14th
Annual Town of Aurora Bantam Tournament scheduled for January 14, 15 and 16,
1983.
7. Town of Aurora Maps
The Committee recommends that authorization be given for purchase of 1,000
Town of Aurora maps to be purchased at a cost of $295.32.
8. Parking on Cameron Avenue
The Committee recommends that a by-law restricting parking at anytime on the
east side of Cameron Avenue from Dunning Avenue to Cousins Drive be prepared
for appropriate action by Council.
9. Friday Evening Bus Run
The Committee recommends that starting October 15th, 1982, a trial run for
the town bus extending public transportation service to 9:30 p.m. be
instituted. The trial run is to run for a period of three months during
which Friday night usage is to be recorded so that the service may be
assessed at the end of the trial period.
The Committee recommends that Travelways Transit Limited be advised to
advertise this trial period and extension within the bus and be instructed
to start this service on October 15th, 1982.
10. Fire Hall Weir Construction
The Committee recommends that authority be given for Stage II of the Weir
Construction, as set out in Report# 75 of The Public Safety Committee, Item
3, at an approximate cost of $2,500. It is to be noted that the asphalt
paving is to go as far as the base coat only, and top surface is recommended
for completion in 1983. The necessary funding is available within the 1982
budget. "

Report # 79 -Works Committee various Matters
The Committee respectfully submit the following:
A meeting of the Works Committee was held on Monday, September 27th, 1982 at 7:00
p.m. at the Administrative Centre.
Present Were: Councillor T. Jones, Councillor E. Stewart and Town Superintendent
Wm. Walker.
1. Letter No.16-61 Fence Encroachment (Mr. James McMullen -73 Aurora Heights

The Committee would recommend that Mr. McMullen be asked to sufficiently
remove his recently constructed fence in the vicinity of the northwest
corner of his lot to enable adequate corner visibility. With the removal of
the corner portion of the McMullen fence, the continuity of said fence is
broken and the fence takes on a non-confining characteristic.
2. Letter No.16-37 (Tree Removal -George Street at Hillview Road)
The Committee would recommend that the Aurora Hydro Commission be informed
of the following:
1. That Council approval is required prior to the removal of any tree within
the Town road allowance.
2. That future tree removal resulting from pending plant relocation, said
relocation being necessitated by a capital works project, should be
identified during Town staff's initial contact with Hydro staff in order
to enable Town staff to make the information available to the public
during their "Open House" presentation.
3. That Aurora Hydro be asked to meet future commitments with respect to the
timing of plant relocations on capital works projects.
3. Letter No.16-62 (Sanitary Sewers-George Street Project)
The Committee concur with the action taken by the Town Superintendent, that
being, the replacement of additional sanitary sewer on Tyler Street west of
George Street due to the cond1tion of the existing underground sewer
arrangement.

Report # 80 -Economic Development Committee ... Various Matters
The Committee respectfully submits the following:
A meeting of the Economic Development Committee was held on Thursday, September
23rd, 1982 at 7:00 p.m. in the Administrative Centre. ·
Present Were: Chairman E. Stewart, and Councillors T. Jones and E. Stoddart.
---~ 1. Review of July 15th, 1982 Meeting
(a) Old Police Building
The Committee noted that an offer to purchase on this property was
first made on February 8th, 1979 and that the same purchaser was still
interested in the property provided that clear title was established.
The Committee would ask that Council request the solicitor to proceed
immediately by whatever method available to him to clear the title as
the development of this property would be beneficial to the overall
activity and revitalization of the Downtown Core.
(b) History of Aurora Update
Five people have indicated an interest in reviewing the present
material and two have already made their report. The Committee is
awaiting reports from the other three who have copies of the material.
A recommendation of who should be chosen to do the rewriting and the
costs involved will be presented to Council as soon as possible.
(c) Chamber and Town Brochure
Two meetings have been held with members of the Chamber of Commerce and
the printers and a final mock up should be available for Council in the
next few weeks.
(d) O.I.D.C. Summer 1983 Meeting
A meeting was held on Friday, September 24th, with Mr. A,lex Simpson,
Director of the O.I.D.C. and a tentative program was discussed for this
two day meeting.
The Committee will be contacting suggested speakers and guests and will
have the program ready for presentation to the O.I.D.C. Executive at
their next meeting in Goderich on October 20th, 1982.
2. Tripsed Investments Limited
A letter was received from the President of this Company offering to sell
their 25 acre industrial land holdings to the Town of Aurora.
The Committee is reviewing this proposal and will make a report of their
recommendations to Council after their next meeting.
3. J.O.G. Holdings (8.11 acres Industry Street North)
A letter was received from the lawyer acting for this Company asking that
Council defer the take back of their property.
4. S.I.R. 17th Annual Seminar -September 29th, 1982
Councillor Elinora Stoddart agreed to attend this meeting as Councillor
Stewart had already confirmed his attendance at the Chamber of Commerce
Dinner/Dance on the same evening.

5. Financial Statement
A statement of the financial status of the Industrial Park Account was
reviewed by the Committee and a copy is attached to this report for
Council's perusal.

Report# 81-Mayor's Report ... Extended Area Service-Bell Canada
Members of Council will recall the content of Mayor's Report #9 of January 18th,
1982. This report dealt with Extended Area Service (EAS) for the Aurora exchange
from Bell Canada. The outcome of that report was the passage of a Resolution by
the Council on January 18th, 1982.
The Honorable Sinclair Stevens, M.P. York Peel, corresponded with the Town on March
18th, 1982, in which he enclosed copies of correspondence from the Honorable
Frances Fox, Minister of Communications and John Meisel, Chairman of the Canadian
Radio-Television and Telecommunications Commission.
The correspondence from Mr. Meisel indicated "should the officials of the Town of
Aurora feel their situation warrants an exception, they may write to the Commission
again outlining the basis for their request."
This I did on April 16th, 1982 (Appendix A). Mr. Meisel responded on May 21st,
1982, with further correspondence from me on July 23rd and a further response from
Mr. Meisel's office on August 13th (Appendix B). This resulted in yet more
correspondence from me on September 1st, 1982 and a further response from Mr.
Meisel on September 27th.
The September 27th letter included a response from Bell Canada (Appendix C).
Accordingly, a meeting was convened of Mr. Bob Deeks, President of Aurora Chamber
of Commerce, Mr. Al Warren, President of the Downtown Business Association, Mr.
Jack Reeves, President of Specialty Chemical Limited, Mr. Omar Khamissa,
Businessman, and Mrs. Rosalyn Gonsalves, interested citizen. The meeting was held
on Thursday, September 30th in the Mayor's office.
At the meeting, a petition was prepared for circulation to the residents in the
community. A copy of that petition is attached.
It is anticipated that this petition will be circulated in various banks, grocery
stores, churches, service clubs and that its availability for signature will be
made known to the general public through the local press, local radio and Cable
TV. At this time, it is anticipated that the petition will be available for
citizens to sign during the month of October and that the petition will be
presented to the appropriate body and/or bodies following that date.

purpose of construction of Highway #404,

the construction site-Highway 404 without trucking same over existing
roads,
Now Therefore Be It Resolved:
1. That Council express to Armbro Materials Construction Ltd., that
it has no objection to the application to Ontario Ministry of
Natural Resources to open and operate the wayside pit proposed on
Lot 19, Cone. 3, Aurora for the purposes of Highway# 404
construction and,
2. That the Mayor and Clerk be authorized to advise and sign any
forms necessary to satisfy the Ministry of Natural Resources and
the Ministry of Transportation and Communications that the Town
