MINUT&S OF THE ·f~H COUNCIL MEETING HELD IN THE

Councillor West in the Chair.
CONFLICT OF INTEREST
Councillor Pedersen declared a possible conflict of interest in accounts paid to
Canada Law Book and did not take part in the consideration of or vote on any
question in this regard or attempt in any way to influence the voting on such
question.
Councillor West declared a possible conflict of interest in accounts paid to Home
Hardware and did not take part in the consideration of or vote on any question in
this regard or attempt in any way to influence the voting on such question.
Councillor Stoddart declared a possible conflict of interest in accounts paid to
Consumer's Gas and did not take part in the consideration of or vote on any
question in this regard or attempt in any way to influence the voting on such
question.

Acting Mayor John West expressed Council's congratulations to Mr. Casey and

Henderson Drive, Site Plan Agreement
Mr. Matthew Lyn, Owner, appeared before Council to request their
consideration on the following revisions to the Site Plan Agreement:
(a) Waiving of their contribution to the costs of a new sidewalk from
Murray Drive to Henderson Drive because it is not immediately adjacent
to their development.
(b) Providing Letter of Credit in the amount of $100,000.00 upon the
issuance of the Building Permit.
(c) That water sewer services fee and the Building Permit fee will be paid
in certified cheques at the same time as the Building Permit is issued.
Stewart: Resolved that Item 1 (a) be referred to the Administration Committee
and that no exception to Town Policy be allowed with regard to Items 1

A meeting of the Leisure Services Committee was held on Wednesday, August 4th, 1982
at 7:00 p.m. at the Administrative Centre.

1. Mrs. Carol Jones -York Region Dog Obedience Club
Mrs. Carol Jones of the York Region Dog Obedience Club addressed the
Committee regarding their problem in securing rental space. They have tried
the York County Board of Education, the Local Armouries, the Town, private
businesses, etc. to obtain space for dog obedience classes. It was
recommended that the club approach the York County Board of Education to
investigate the possibility of sponsoring such a class and to consider the
lower level corridor in the Basement of Church Street School.

D. NEW BUS I NESS
1. ReThink Incorporated-Recreational Park Development
ReThink Incorporated presented several proposals to the Committee
highlighting recreational park development in Confederation Park, Town Park,
George Street Pool Park, Valhalla River Park and Fleury and Machell Parks.
The Committee recommended that the Parks Department proceed with the
installation of the walkway trail through Fleury and Machell and to begin
the necessary upgrading work at Confederation to coincide with the stream
alteration project.
2. Museum Sign
It is recommended that Council authorize the installation of a temporary
sign on Yonge Street at Church Street indicating the Museum. This is an
interim arrangement until the permanent sign becomes available.
The meeting adjourned at 11:10 p.m.

Council in Committee would recommend that this matter be deferred to the
next Council meeting, and that the Town Sign By-Law be examined and a
report be prepared by staff for Council's information for the Council

6. Letter # 14-94 -Mrs. J.G. Sherin, 33 Avondale Crescent, Aurora re:
Street Closing
After a short discussion, the Committee recommended that the residents of
Avondale Crescent be granted permission to close the street for the purpose
of holding a Street Dinner and Prize Presentation from the hours of 8:00
p.m. to 1:00 a.m. on Saturday, September 11th, 1982.
The Committee would request that Mrs. Sherin and the residents of Avondale
Crescent be made aware of the Town Noise By-Law prohibiting noise after
1:00 a.m. and to act accordingly.
Council in Committee would request that staff notify the Police and Fire
Departments, and any other Town department that should be made aware of this
function.

The Committee would recommend that the Town not participate in construction
repairs to the rear fence until after the grading has been repaired by the
owners to the satisfaction of the Town Engineer, and at that time, the Town
would consider contributing 50% of the fencing cost as per Town Policy.
12. Lease Agreement with Alllsoil McConnell
After a short discussion, the Committee would recommend that this item be
deferred to the next Council meeting and that a staff report be prepared
outlining the costs, and financial participation from the two (2) other
properties in lease agreement with the Town.

After discussion and viewing of the proposed brochures as submitted by
three (3) local printing firms, Council in Committee recommends approval in
principle the purchase of 10,000 "page type" brochures at a cost of
$8,160.82. The Town has agreed to pay 50% of the cost of these information
brochures and the other 50% to be paid by the Aurora Chamber of Commerce,
over two (2) years.
The Committee requests that the Treasurer investigate where the funds are
to be taken from for this expenditure, before final decision by Council.

Councillor Jones reported that the float used for Santa Claus was in need
of repair or replacement. The estimated cost of repairs to this float
would be $1,200.00.
Council in Committee would recommend that the Santa Claus float be repaired
at the approximate cost of $1,200.00 to be taken from the July First
Committee budget.

The Committee respectfully submits the following:
A meeting of the Planning and Development Committee was held on Monday, August 9,
1982 in the Administrative Centre.
Present Were: Councillor B. Pedersen, Chairperson; Councillor J. West; Councillor
E. Buck; Mrs. S. Seibert, Planner; Mr. R. J. Harrington, Secretary.
A. DELEGATIONS:
1. Letters #14-122, 12-59, 13-68, 14-75, 13-32, 13-77 Archerhill Investments
37, R.Plan M-2012, northwest corner of Bayview Avenue & Vandorf
Mr. Bryan Thomas, P.Eng. from Bryan Thomas & Associates, Consulting
Engineers, appeared before the Committee to explain the proposed plan of
subdivision consisting of:
1. 46 1/2 acre lots,
2. Serviced by private wells and individual septic tank and tile
bed systems.
Mr. C. Iacobelli, solicitor for the owners also addressed the Committee.
He reminded the Committee of the prior committment agreed to by the Town
and Alliance Building Corporation. The Official Plan Amendment application
does not comply with one of the Town's two established Rural categories. A
very thorough discussion followed, and the Committee recommends:
1. The owners submit to the Town documentation to support their
proposed New Category, or comply with one of the existing
categories (Estate Residential or Suburban Residential).
2. Submit a Subdivision Application to the Town.
2. Letters #14-96, 14-31, 14-121, 13-80 -Official Plan Amendment No. 18 and
Dical Plan of Subdivision, Part Lots 11 & 12, Cone. II, EYS.

Helen Whyte from R. E. Winters & Associates Ltd., Consult ing Engineers and
Planners, addressed the Committee, and the concerns expressed by the
Ministry of the Environment were discussed:
1. Screening of the wrecking yard, if it is not developed,
2. Monitoring of the wells, in relation to non-essential watering
such as for lawns and filling of swimming pools,
3. Noise levels created by the movement of trucks on Bayview Avenue
and Bloomington Road.
The Committee recommends the Region of York be advised that the Town of
Aurora still supports O.P. Amendment No. 18, and further that a condition
be included as a Condition of Draft Approval, to ensure that prospective
purchasers are made aware of the Ministry of Environment's concerns.
Letter #14-56 -Mr. & Mrs. H. Van Dyk, Old Bloomington Road.
Mr. & Mrs. Van Dyk requested from the Committee, permission to keep two
cows on the property, for personal purposes. The lands, presently zoned
Estate Residential, prohibit the keeping of livestock. The new Zoning
By-Law No. 2213-78, contains a clause permitting the keeping of livestock or
wild animals in a Residential zone, by the passing of a specific By-Law.

2. Letter #14-12 -Addington Place, Proposed Plan of Subdivision, abutting
Aurora Country Estates.
This proposed plan of subdivision was the subject of a delegation to the
Town of Aurora in January 1982, but was refused because of the Rural
population constraints.
The Committee is concerned with the urban sprawling of the Town and
recommends Staff prepare a report in conjunction with the Technical
Committee and the Region of York regarding Urban servicing boundaries, and
the capacity of same.
3. Letter #13-120 -Draft Plan of Subdivision, Part Lot 90, R.Plan 246, Owners
D. Casey and D. Priestly -formerly Dr. Crowe's property.
Received as information, as the Plan of Subdivision is presently being
circulated in conjunction with an adjacent proposal by Markborough
Properties.
C. REZONING APPLICATIONS:
1. Letter #14-108-Gateway Plaza, Wellington Street West, application to
Rezone to permit a Nursery School.
The Committee recommends a rezoning application be processed to permit a
Y.M.C.A. Nursery School in Unit No.6, and related recreation programs
under the auspices of the York Region Family Y.M.C.A.
2. Letter #13-144 -Objection by Yorkland Financial Corporation Ltd., to a
rezoning, east side of Yonge Street north of Aurora Heights Boulevard.
The Committee recommends Staff contact the owners to clarify which rezoning
application they are objecting to.
