MINUTES OF THE 6TH COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS, MONDAY, MARCH 15th, 1982 AT 8:00 P.M.
Present Were: Mayor Timpson, Councillors Buck, Jones, Ochalski, Ostick, Pedersen,
Stewart, Stoddart and West.
CONFLICT OF INTEREST
Mayor Timpson declared a conflict of interest in accounts paid to the York Region
Board of Education, and did not take part in the consideration of or vote on any
question in this regard or attempt in any way to influence the voting on such
question.
Councillor Pedersen declared a conflict of interest in accounts paid to Canada Law
Book, and did not take part in the consideration of or vote on any question in this
regard or attempt in any way to influence the voting on such question.
Councillor West declared a conflict of interest in accounts paid to Aurora Home
Hardware, and did not take part in the consideration of or vote on any question in
this regard or attempt in any way to influence the voting on such question.
CONFIRMATION OF MINUTES
Ochalski: Resolved that the Minutes of both the Special and Regular Council
Stoddart: meetings of March 1st, 1982 be adopted as printed and circulated.

Company.
Mrs. O'Reilly requested Council to consider allowing York Taxi to move their

Mr. L. Smith appeared in support of York Taxi Company and advised if York
Taxi is not allowed to move the dispatching service, 21 people would be put
out of work.

outstanding taxes in arrears (any year prior to the current year) be
increased to 18% per year as permitted by The Municipal Act. The Committee
further recommends that authorization be given for the introduction of the
appropriate bill to give effect to this recommendation.

A. SWAN THEATRE
1. Mr. Paul Apsland of Swan Theatre requested the use of Factory Theatre from
June 1st to August 7th, 1982 for live theatre performances. The Swan
Theatre has approached the Theatre Aurora and have received their approval
in terms of the Summer rental. The Committee advised the Director of
Leisure Services Mr. Horvath to draw up a separate lease with Swan Theatre
and rental of the building.

OLD BUSINESS
Youth Centre Tour
The Committee recommended to attend a tour of two centres Friday March 12th,
1982 in North York. The Centres are at Junior High Schools for ages 12-16
years.
2. Arena Feasibility Study
Chairman Councillor John West advised the Committee of the verbal approval
from the Ministry of Culture and Recreation for the Feasibility Study for a
second arena. The Ministry will fund up to a maximum of 50% of the total
costs for the study. The Study Team comprising of citizens, as well as Town
Officials, who will monitor and evaluate the consultant, set-up public
meetings, etc., will be announced on April 5th, 1982.
3. Wintario Information Night
A information night for interested Community Organizations and individuals
has been scheduled for April 29th, 1982 with the Area Consultant of the
Ministry of Recreation and Tourism at the Community Centre.
D. NEW BUS I NESS
1. Art Show
The date of the Art Show has been scheduled for May 7th, 8th, 9th, 1982, at
the Community Centre. Information is being now prepared for distribution.
2. A 11 Weather Track
The Committee were advised of the Town's financial contribution towards the
All Weather Track if built at Dr. Williams Secondary School.
3. Walking Tour
The Committee will have a walking tour of the proposed recreational
development for the Aurora West Plan and will also investigate a tour of
recreational facilities in another municipality. These tours will be
finalized at the next meeting of the Leisure Services Advisory Committee.

The Committee perused the Plan in conjunction with Mrs. Seibert, and as they
could see no objections, it is recommended the Ministry of Municipal Affairs
and Housing be so advised.
B. PLAN OF SUBDIVISION:

Subdivision, Part Lot 84, Cone. 1, EYS, Revl1s Securities Limited-owners
The subject property, consisting of 36 acres west of the C.N.R. tracks and
20 acres east of the tracks, is presently designated Residential and
Industrial.
The proposed Plan of Subdivision would permit 214 single family dwellings on
the Residential lands; 5.9 hectares of Industrial Blocks, averaging 1 acre,
on the Industrial land; .375 hectares of Parkland; and 0.84 hectares of Road
A 11 owance.
The Committee studied the Plan submitted and it will now be circulated in
the usual manner, and a Report forthcoming for Council's consideration.
C. REZONING APPLICATIONS:

a new dwelling thereon. The property is located at the south-east corner of
the intersection of the Vandorf Sideroad and Leslie Street.
The Committee recommends the proposal be referred to Town Staff for a
Report. The Region of York and the Conservation Authority will also be
contacted.

Smoke Detection
After lengthy discussion, the Committee would recommend that:
Every owner of a building containing two (2) or more dwelling
units within the Town shall ensure that a smoke detector is
equipped and is maintained in good operating condition at all
times.
Committee also would recommend that staff prepare a By-Law that could be
legally supported.
3. Letter # 6-135 -Aurora Chamber of Commerce re: Industrial Trade Show
Council in Committee recommends that as in the past, the Town of Aurora
split the cost with the Chamber of Commerce for the annual Industrial Trade
Show.

Whereas the Harriman Sanitary Trunk Sewer project between Wellington
Street West and Kennedy Street West is well under construction and much
of the system is already;
Therefore, Be It Resolved That, the Clerk-Administrator be instructed
to confirm that building permits on Plan M 2034 and M 2035 Granada
Investments Limited are available for issuance upon the payment of
building permits fees and proper applications on those lots east of
Murray Drive, it being understood that although Building Permits can be
issued occupancy will not or cannot be granted until the sewage works
are completed and functioning.
