COUNCIL CHAMBERS, MONDAY, DECEMBER 7TH, 1981 AT 8:00 P.M.
Present Were: Mayor Timpson, Councillors Buck, Jones, Ochalski, Ostick, Pedersen,
Stewart, Stoddart and West.
CONFLICT OF INTEREST
Councillor Pedersen declared a possible conflict of interest in accounts paid to
Canad Law Book, passed November 16th, 1981 and did not take part in the
consideration of or vote on any question in this regard or attempt in any way to
influence the voting on such question.
Councillor Stewart declared a possible conflict of interest in By-Law Number
2467-81 (Oshawa Group) and did not take part in the consideration of or vote on any
question in this regard or atempt in any way to influence the voting on such
question.

1. Truck Purchase (Resource Recovery Program)
On the basis of the Town Superintendent having investigated the cost
benefits of truck lease versus outright purchase, it is the Committee's
recommendation that the Town Superintendent be given authority to negotiate
and make a conditional offer, subject to Council approval, on the purchase
of a 3/4 ton pick-up vehicle to replace a vehicle currently leased, said
lease expiring December 31, 1981. (The leased vehicle was acquired two
years ago to replace the Works Department vehicle used in the Resource
Recovery Program).

2. Aurora Public Utility Co-Ordinating Committee
Being that there is interest in the formation of a local Public Utility
Co-ordinating Committee, the Town Superintendent has arranged a fact finding
meeting with the various utilities in order to determine their degree of
commitment. Following the meeting, the Town Superintendent has recommended
that the Town sponsor a light luncheon.
The Committee expressed support for the establishment of such a Committee,
and furthermore approved of the Town hosting a light luncheon following said
meeting.
3. Letter # 22-60 -Almond Request for Compensation -Ridge Road
The Committee would recommend that this matter be referred to the Town's
insurer.
4. Letter# 20-62 -Requested Improvement -Henderson Drive
The Committee would recommend that the writer be informed that funds have
not yet been allocated for Henderson Drive improvements in the 1982 Capital
Works Program.
Should funds become available, however, the Committee would give serious
consideration in recommending improvements such as surface treatment being
that the Committee are familiar with the problems resulting from the
substantial increase in the volume of vehicular traffic on Henderson Drive.
5. Staff Requirements -1982
The Committee are recommending the hiring of two {2) college undergraduates
(Civil Engineering) during the summer months of 1982 in order to assist full
time staff in the areas of commercial-industrial development, subdivision
development and capital works. Tentatively, the Capital Works'Program
consisting of the Ross Street, Vandorf Sideroad and George Street projects
will be supervised by Town Staff,
6. Industrial Parkway Design
The Committee would recommend that Reid and Associates be authorized to
proceed with the design of the Industrial Parkway-Yonge Street intersection
(formerly Vandorf Sideroad-Yonge Street intersection). The Committee would
recommend that Reid and Associates Limited be instructed to design the
balance of the Industrial Parkway up to and including the St. John's
Sideroad to Yonge Street.

1. Appointments to Boards and Committees
The Committee advises that there are two (2) three (3) year appointments to
be made to the Committee of Adjustment, two (2) one (1) year appointments to
be made to the Local Architectural Conservation Advisory Committee, and one
(1) three (3) year appointment to be made to the Aurora Public Library
Board.
The Committee recommends that the eligible incumbents of these position be
asked if they wish to seek reappointment and further, that all vacancies be
advertised in the local press together with a descriptive statement or two
about the responsibilities of each appointment.
The Committee advises that Mr. Wilf Bridgeford, Public Library Board
Appointee, does not wish to seek reappointment. The Committee recommends
that Mr. Bridgeford be thanked for his service on behalf of the Town.
2. Letter # 22-103 -Canadian Association of Municipal Administrators
The Committee recommends that a membership in this association in the amount
of $75.00 be paid, in the name of Mr. K.B. Rodger, Clerk-Administrator.
3. Letter # 22-169 -Aurora and District Historical Society -Museum Grant for

The Committee recommends that a $12,000.00 grant be prepared for payment to
the Aurora and District Historical Society on or about January 1st, 1982.

a group of representatives from various service clubs to act as judges for

Wainwright, being a quorum of the Land Division Committee on Tuesday,
October 20, 1981.
Warren Rumack appeared on behalf of the owner.
The owner proposes to convey the subject land marked "A" on the attached sketch,
for non-farm related rural residential purposes, and retain the land marked "B",
for farm related rural residential purposes. There is an existing dwelling located
on the subject land. There is an existing dwelling, a garage and a barn located on
the land to be retained.
In reaching a decision, the Committee had regard to all of the matters set out in
subsection 4 of section 36 of The Planning Act and to the written and oral
submissions and comments made at the Hearing.
On the basis of the evidence before it, the Committee concludes the proposal
conforms to the Official Plan and to the Zoning By-Law as amended by By-Law
2443-81.
The Committee is satisfied the proposal is compatible with the established pattern
of development in the area and the conveyance will not be detrimental to the public
interest. The Committee is further satisfied the shape and dimensions of the
resulting lots are adequate and the lots are suitable for the intended purposes.
In the opinion of the Committee, a plan of subdivision approved under section 33 of
The Planning Act is not required in this instance.
It is therefore, the decision of the Land Division Committee that consent be
GRANTED to Application Number 288.81.A, upon fulfilment of the following
conditions:
1. Payment of a Lot Levy of $1,695.00, to the Town of Aurora;
2. Payment of a Park Levy, to the Town of Aurora, in lieu of the deeding of
land for park purposes, said levy not to exceed 5% of the appraised market
value of the subject land only;
3. Submission to the Secretary-Treasurer, of a copy of a registered deed of
conveyance of a parcel of land 8 metres in width across the frontage of
Regional Road Number 34, to the Regional Municipality of York, without cost,
and free of encumbrances;
4. Submission to the Secretary-Treasurer, of a fully executed deed, in
duplicate, conveying the subject land;
5. Submission to the Secretary-Treasurer, of three white prints of a deposited
Plan of Reference showing the subject land, which conforms substantially
with the application as submitted;
6. Fulfilment of Conditions 1, 2, 3, 4 and 5 not later than September 20,
