Installation of Stop Signs
Mr. Rough of 120 Kennedy Street West appeared before Council seeking
consideration in the placing of stop signs on Kennedy Street West at
Temperance Street, George Street, Highland Court and McDonald Drive. Mr.
Rough stated that he was very concerned for the safety of children due to
the amount of traffic and the speeding of cars on Kennedy Street West.

Safety Committee meeting of May 18th, 1981 for study and report back to
Council.

Report # 52 -Works Committee ••• Various Matters
The Committee respectfully submits the following:
A meeting of the Works Committee was held on Monday, April 27th, 1981 at 7:00p.m.
in Committee Room# 1 at the Administrative Building.
Present Were: Councillor T. Jones, Councillor E. Stewart, Councillor L. Ostick
and Town Superintendent Wm.G. Walker.
1. Letter# 10-5-Sidewalk Request -41 Tecumseh Drive
The Committee has recommended that the Town Superintendent undertake some
sidewalk work in conjunction with the Tecumseh Drive resurfacing contract.
This work, however, will be limited to the construction of sidewalk sections
at the corners of both Tecumseh Drive -Aurora Heights Drive intersections,
where pedestrian traffic has damaged grassed sections. The sidewalks will
be constructed of limestone screenings and rolled.

Ross Street Reconstruction
The Town Superintendent displayed the construction drawings for the
reconstruction of Ross Street. The Committee requested that the Town
Superintendent investigate the possibility of providing the C.N.R. with an
entrance off Ross Street.
Letter # 9-43 -Weed Control -83 Temperance Street
The Committee recommended that Letter # 9-43 be referred to the By-Law
Enforcement Officer for further investigation. The Town Superintendent
informed the Committee of the yearly program being conducted by the
S.L.S.C.A. with respect to the removal of debris from stream beds within the
Town.
Works Department Tenders (Information)
The Town Superintendent outlined those pending tenders which are to be
called by the Department in the near future. These tenders are as follows:
Ross Street Reconstruction
Tecumseh Drive and Kemano Drive Resurfacing Contract
Crack Sealing Contract
Culvert Tender
Curb Repair and Asphalt Patching Contract (Yonge Street, Haida Drive and
McDonald Drive)
In addition to the before mentioned Capital Works projects, the Department
will be calling a Watermain Swabbing and Sidewalk Construction-Maintenance
Contract (Yonge Street, Spruce Street and Haida Drive as well as maintenance
repairs in various locations).
The tendering of these projects, however, is contingent upon the approved
Budget containing same. The Committee would recommend that with the
approval of the 1981 Budget, the Town Superintendent be authorized to
proceed with the tendering of these projects.
5. 1981 .Capital Expenditures

The Town Superintendent produced further information with respect to the
Department's request for the purchase of a Waterworks Step Van and the
repair of the Works Department parking lot. This information, which took
the form of photographs and an estimate, was received by the Committee as
information.

Present Were: Mayor George D. Timpson, Councillor John West, Councillor Earl
Stewart and Councillor Elinora Stoddart. Mr. Lowell McClenny,
first vice-president of the Aurora Minor Lacrosse Association was
in attendance for discussion of the first item.
1. Lacrosse Grant
The Aurora Minor Lacrosse Association proposes to sponsor an annual Lacrosse
tournament to be held on a basis similar to the Aurora Minor Hockey
Association's Bantam Hockey tournament which is associated with the Town of
Aurora. The Committee endorses this proposal on behalf of the Aurora Minor
Lacrosse Association. The annual tournament would be held about mid-June of
each year.
Accordingly, the Committee recommends that a trophy to be awarded to the
tournament champion, be donated to the A.M.L.A. at a cost not to exceed
$100.00.
The Committee further recommends, after having reviewed the financial
statement and membership of the A.M.L.A., that a grant of $150.00 be paid to
the Aurora Minor Lacrosse Association.
2. Letter # 10-25 -Kennel Inn -Per Capita Rate
The Committee recommends that the request to increase the per capita rate
from $1.98 to $2.10 effective May 1st, 1981 be approved. This is a 6%
raise. The Committee further recommends that the Town of Aurora invite
quotations to provide this service from interested firms in the Fall of
1981.
3. Property Located on Ridge Road
The Committee recommends that the Town owned property on Ridge Road should
be sold by tender and that the appropriate staff be authorized to take the
necessary steps to do so.
4. Health Benefit Insurance
Item #1
After a review of quotations submitted by seven (7) insurance companies to
provide health benefit insurance to replace the terminated insurance caused
by the collapse of Co-Op Health, the Committee recommends that the contract
be awarded to Norwich Union and Eaton-Bay Assurance Company. This company
has submitted the lowest bid for such insurance of the seven (7) compani.es.
The Committee advises that a full copy of the review carried out by the
Clerk-Administrator is available in the Clerk's Office for perusal by
members of Council.

A meeting of the Council in Committee was held on Wednesday, April 29th, 1981 at
7:00 p.m. in the Administration Centre.
Present Were: Mayor George D. Timpson, Councillors E. Buck (7:25 p.m.), Jones,

The following matters were discussed:
1. Letter # 10-26 -D. Miklas and Associates Limited
Council in Committee considered this request and would recommend that it be
deferred at this time and reviewed at intervals closer to sanitary sewers
being available.'
2. Technical Committee Report# 51 -Gash-in-Lieu of Parking -April 27, 1981
The Committee discussed this mater at length and recommends that Council
accept the figures contained in the Technical Committee Report dated April
27, 1981.
3. Mr. Condoyannis -Wellington Street East -Gash-in-Lieu of Parking
Council in Committee recommends that cash-in-lieu of parking for the
Condoyannis property be based on calculations to comply with Technical
Committee Report # 51 under By-Law# 1863 -$4,045.00 per parking space.
4. Closing of Streets
The Committee recommends that "Notice to Close" Ross Street between 450 feet
and 650 feet south of Wellington Street East and the easterly portion of
Connaught Avenue be advertised in the Banner.
5. Auction Centre -Wellington Street East
Council in Committee discussed this matter and recommends that Mr. ~efe be
advised that Council regretfully must deny his request to locate an Auction
Centre at the Wellington Street East location.
6. Three Seasons Homes Limited
The Clerk-Administrator outlined to Council, the outcome of a meeting held
with representatives from Three Season Homes, Wimpey Homes Limited and High
City Homes. Council in Committee congratulates members of the Technical
Committee on their work with regards to the proposed Subdivisions in Aurora
West.
The Committee recommends acceptance of this report and will await additional
information from a meeting planned for May 1981 with the three developers.
7. Gellany and Revlis Lands
Mayor Timpson advised Council members of a Commercial Development Concept
proposal for Gellany and Revlis Lands.
Council in Committee discussed this matter at length and would recommend
that approval in principal be given to pursue this idea further.

The Committee respectfully submits the following:
A meeting of the Economic Development Committee was held on April 23rd, 1981 at
4:30 p.m. in the Administration Centre.
Present Were: Councillor E. Stewart, Chairman, Councillors Tim Jones and Elinora
Stoddart.
1. Review of March 18th Meeting
(a) Work is continuing on compiling information for a press release
regarding industry in Aurora.
(b) No report has been presented to Council on the legality of enforcing
registration of all new Commercial and Industrial firms locating in
Aurora.
The Committee would again request that Council ask the
Clerk-Administrator to report back to Council on this matter.
(c) Advertising of the Industrial lands in Aurora's Park # 2 is now running
in the Globe and response from the ad is good.
2. Selling of Old Waterworks Building on Yonge Street
The Committee discussed this matter and would recommend that provided an
acceptable type of building was proposed for the area, and because there is
a prospective purchaser waiting for the clearing of the title that Council
reaffirm their 1980 decision to sell this property.

3. Markborough Block "A"
As complaints have been received from property owners on Spruce Street and
Keystone Court in regard to the dust blowing from the large pile of fill
that was moved onto this property, there have been discussions initiated by
the Committee with Markborugh Properties to remedy this situation. The
Committee expects to receive a proposal for this property from Markborough
in the very near future which will be forwarded to Council.
4. Financial Status Report
Due to the results of the advertisement in th newspaper, several prospective
purchasers are presently negotiating on various parcels of the industrial
1 and in Aurora's Park # 2.
There are more than sufficient funds available in the Industrial Park
account at this time to pay for the road construction on the first 20 acre
purchase which is now owned by the Town.
With two sales scheduled to close by June 15th, it is expected that further
purchases of the optioned lands will be made by Council prior to the year
end.

3. That the Town receive a percentage of lesson fee.
4. Tennis Pro be authorized to use Fleury Courts for private lessons.
5. That the lesson be held at Fleury Courts with one court always
open to the public.
