Present Were: Mayor Timpson, Councillors Buck, Jones, Ochalski, Ostick, Pedersen,
Stewart, Stoddart and West.
The Meeting was called to order by the playing of 0 Canada by the Aurora High
School Band.
Mr. R.S. Thomson, Q.C., Town Solicitor, administered the Declaration of Office to
Mayor-Elect George D. Timpson and to the following Councillors-Elect:

MR. CHAIRMAN, REVEREND SIR, MEMBERS OF COUNCIL, COLONEL McKAY, LADIES AND
GENTLEMEN:
ON BEHALF OF YOUR NEWLY INAUGURATED TOWN OF AURORA COUNCIL, MAY I WELCOME EACH OF
YOU TO THIS INAUGURAL MEETING OF COUNCIL. IT IS ENCOURAGING TO SEE SO MANY PEOPLE
TAKE TI~!E TO COME TO THIS IMPORTANT EVENT IN THE LIFE OF OUR TOWN.
PERSONALLY, I WANT TO THANK THE ELECTORATE OF THE TOWN OF AURORA FOR THE CONFIDENCE
IT HAS SHOWN IN THE HANDLING OF THE TOWN 1 S AFFAIRS OVER THE PAST TWO YEARS BY
ALLOWING ME AN ACCLAMATION. I CONSIDER THE ACCLAMATION TO BE AN INDICATION THAT
THE ELECTORATE IS SATISFIED WITH THE ACTIONS OF COUNCIL, AND I CAN ONLY PROMISE,
PERSONALLY, THAT I WILL DO MY BEST IN THE NEXT TWO YEARS TO CONTINUE TO DEAL WITH
OUR TOWN 1 S BUSINESS TO THE BEST OF MY ABILITY. ''
IN PREVIOUS INAUGURAL ADDRESSES, I HAVE SAID THAT "GOVERNMENT IS THE VEHICLE BY
WHICH CITIZENS ACHIEVE THEIR DESIRES THROUGH THE ACTIONS OF THEIR ELECTED
REPRESENTATIVES". THERE IS NO BETTER WAY TO BE ABLE TO IDENTIFY THOSE DESIRES THAN
TO BE INVOLVED ACTIVELY IN AN ELECTION CAMPAIGN WHERE ONE IS MEETING A VERY LARGE
NUMBER OF THE GENERAL PUBLIC.
WHEN ONE HAS RECEIVED AN ACCLAMATION IN AN ELECTION IN WHICH THERE WERE FEW, IF
ANY, REAL ISSUES, IT IS MORE DIFFICULT TO LEARN FIRST-HAND JUST EXACTLY WHAT PEOPLE
ARE THINKING. THUS, ONE HAS TO LOOK AT CIRCUMSTANTIAL EVENTS IN ORDER TO GAIN SOME
INSIGHT INDIRECTLY.
ONE SUCH EVENT THAT MUST BE CONSIDERED IS THE FACT THAT THOSE INCUMBENT COUNCILLORS
WHO CHOSE TO SEEK RE-ELECTION DID VERY WELL IN THE ELECTORAL PROCESS. TO ME, THIS
,~ MEANS THAT I, IF I CAN CALL MYSELF THE CAPTAIN OF THE GOOD SHIP AURORA, MUST DO MY
i BEST WITH THE TEAMWORK OF GOOD CREW-MEMBERS, OR COUNCILLORS, TO CONTINUE TO DIRECT
THE FUTURE OF OUR TOWN IN THE SAME HEADING, MORE OR LESS, AS HAS BEEN FOLLOWED IN
THE FOUR YEARS I HAVE SERVED AS MAYOR. THIS, I ASSURE YOU, WILL BE DONE.

0N BEHALF OF THE COUNCILLORS WHO WERE RE-ELECTED, I WANT TO THANK YOU, THE
ELECTORATE, FOR THE VOTE OF APPROVAL AND CONFIDENCE WHICH HAS BEEN GIVEN TO THEM.
I ALSO WANT TO THANK YOU ON BEHALF OF OUR THREE NEW COUNCILLORS FOR GIVING THEM THE
OPPORTUNITY TO SERVE AND INFLUENCE THE DESTINY OF OUR TOWN THROUGH THE OPPORTUNITY
OF HOLDING PUBLIC OFFICE, FOR WHICH, I BELIEVE, THERE IS NO EQUAL PARALLEL IN
EXPERIENCE.
I ALSO WANT TO ACKNOWLEDGE THE WILLINGNESS TO SERVE THE COMMUNITY DEMONSTRATED BY
THE FOUR CANDIDATES FOR COUNCIL WHO WERE UNSUCCESSFUL THE DEMOCRATIC ELECTORAL
PROCESS IS CHARACTERIZED BY THE CHOICE OF ALTERNATIVES, AND THESE FOUR PEOPLE ARE
TO BE COMMENDED FOR THEIR CONTRIBUTION.
I SAID A MOMENT AGO, THAT I CONSIDER THE RESULTS OF THE RECENT ELECTION TO BE A
MANDATE TO CONTINUE THE WORK THAT HAS BEEN STARTED IN THE LAST FOUR YEARS. IN THIS
SENSE, PERHAPS IT MIGHT BE WORTHWHILE TO TAKE A MOf~ENT TO REVIEW WHERE THE TOWN HAS
BEEN SO THAT WE CAN MORE ACCURATELY ASSESS WHERE THE TOWN IS HEADING.
IN 1977, THE TOWN OF AURORA INDUSTRIAL PARK BOASTED ONE CONSTRUCTED INDUSTRY, AND A
DEBT IN EXCESS OF ONE AND ONE-HALF MILLION DOLLARS. TODAY, THE TOWN OF AURORA
INDUSTRIAL PARK BOASTS ELEVEN NEWLY CONSTRUCTED INDUSTRIES. AMONG THESE ARE AURORA
SCALE COMPANY, ENGELHARD INDUSTRIES OF CANADA LIMITED, PROGRESSIVE PACKAGING,
CANADIAN FLOUR MILLS, CANADA LAW BOOK AND NATIONAL GROCERS TO NAME ONLY A FEW.
THROUGH CO-OPERATION, SEVEN OTHER INDUSTRIES HAVE CONSTRUCTED IN THE ALLIANCE
BUILDING CORPORATION'S INDUSTRIAL PARK.
IN THE NEXT TWO YEARS, THE TOWN WILL SEE THE DEVELOPMENT AND CONSTRUCTION OF
ANOTHER ELEVEN NEW INDUSTRIES IN ITS OWN INDUSTRIAL PARK TOGETHER WITH THE
CONSTRUCTION OF THREE MORE, INCLUDING HALLMARK CARDS, IN THE ALLIANCE BUILDING
CORPORATION'S LANDS.
IN SUMMARY, THIRTY-TWO NEW INDUSTRIES HAVE PURCHASED LAND IN AURORA. UNDER THE
TERMS OF THEIR AGREEMENTS, THEY ARE ALL PLEDGED TO BUILD OR RELINQUISH THEIR
PROPERTY.
PLANNING FOR FUTURE INDUSTRIAL DEVELOPMENT IS VERY IMPORTANT TO THE LIFE OF THIS
TOWN. NOW THAT THE OLD INDUSTRIAL PARK IS SOLD OUT, WE MUST NOT ALLOW THE MOMENTUM
THAT HAS BEEN GENERATED IN THE LAST THREE YEARS TO STOP. THEREFORE, THE PREVIOUS
COUNCIL TOOK OUT AN OPTION ON MORE INDUSTRIALLY ZONED LANDS. WHILE THE TOWN IS NOT
IN THE BUSINESS OF ATTRACTING INDUSTRY TO BECOME A DEVELOPER, WE ARE IN THIS
BUSINESS TO ATTRACT NEW JOBS FOR PEOPLE IN THIS AREA, TO CREATE GREATER TAX
STABILITY, AND TO HAVE CONSIDERABLE INFLUENCE ON THE PRICE OF LAND FOR INDUSTRIAL
USE IN OUR TOWN. AURORA IS THE ENVY OF MANY MUNICIPALITIES IN INDUSTRIAL
ACHIEVEMENT, INCLUDING THOSE NOT TOO FAR FROM HERE. FURTHERMORE, A COMPARISON OF
MUNICIPALITIES THE SIZE OF AURORA SHOWS THAT AURORA'S RECORD IS UNEXCELLED.
WHILE THE FUTURE IS NOT GOING TO BE GUILDED WITH GIANT ANNOUNCEMENTS LIKE THAT OF
HALLMARK CARDS, THERE WILL BE MANY SMALLER ANNOUNCEMENTS WHICH WILL PROVIDE FOR A
FIRM AND BROAD BASED INDUSTRIAL FRAMEWORK FOR OUR TOWN.
NOT ONLY THAT, BUT THE TAX REVENUE GENERATED BY ONLY THREE OF OUR NEWLY CONSTRUCTED
INDUSTRIES IN 1980 ALONE IS IN EXCESS OF $125,000. THIS KEEPS THE TOWN'S BILLS PAID
WITHOUT INCREASING THE MILL RATE, NOT ONLY THIS YEAR, BUT IN FUTURE YEARS AS WELL.
MANY OF US HAVE HEARD THAT AURORA IS ONE OF THE BEDROOM COMMUNITIES FOR TORONTO
BASED INDUSTRY. GIVEN THE REALITIES OF TRAVEL ON THE DON VALLEY PARKWAY, IT IS
FASTER FOR A PERSON TO TRAVEL FROM SCARBOROUGH TO AURORA BY WAY OF THE 404, WHICH
WILL BE OPEN TO THE GORMLEY ROAD NEXT MONDAY, THAN IT IS FOR A PERSON TO TRAVEL
FROM SCARBOROUGH TO DOWNTOWN TORONTO. THUS, WITH INCREASING JOB OPPORTUNITIES FOR
, --, AURORA CITIZENS IN AURORA, AURORA NEED NO LONGER BE REGARDED AS A BEDROOM COMMUNITY
FOR TORONTO. AURORA HAS BECOME AND IS BECOMING MORE SELF-SUFFICIENT. LET ME BE
THE FIRST TO SAY, THAT TORONTO RISKS BECOMING A BEDROOM COMMUNITY FOR AURORA!
DIRECTING MY COMMENTS TO PLANNING ON OTHER FRONTS, THE LAST FOUR YEARS HAVE SEEN
THE APPROVAL OF OUR NEW OFFICIAL PLAN AND THE DEVELOPMENT OF THE AURORA WEST
PLANNING POLICIES. THE AURORA WEST PLANNING AREA COMPRISES THE LAND WHERE THE
MAJORITY OF GROWTH IN THIS COMMUNITY WILL OCCUR OVER THE NEXT TWENTY YEARS.

0NE OF THE BIGGEST CHALLENGES, NOT ONLY IN THE NEXT TWO YEARS, BUT INDEED IN THE
NEXT TWENTY, IS TO ENSURE THAT THE RATE OF GROWTH IS SLOW ENOUGH TO BE ORDERLY,
LOGICAL AND ASSIMILABLE.
UNTIL THE YORK-DURHAM SERVICING SYSTEM OR BIG PIPE REACHES AURORA IN 1983 OR 1984,
IT IS UNLIKELY THAT THERE WILL BE VERY MUCH ACTIVITY IN THE AURORA WEST PLANNING
AREA IN THE NEXT TWO YEARS.
RESIDENTIAL GROWTH WILL, HOWEVER, OCCUR IN THE SECOND PHASE OF THE ONTARIO LAND
CORPORATION SUBDIVISION BETWEEN GOLF GLEN AND REGENCY ACRES, AND IN THE GOLF COURSE
SUBDIVISION.
THIS GROWTH IS TO BE WELCOMED BECAUSE IT WILL COMPLETE ROAD PLANS, WHICH HAVE BEEN
ON THE DRAWING BOARDS FOR 11 OR 12 YEARS IN SOME CASES, AND WILL COMPLETE THE WATER
SUPPLY AND DISTRIBUTION SYSTEM IN THE SOUTH-WEST SECTION OF TOWN FOR THE BENEFIT OF
PRESENT AS WELL AS FUTURE RESIDENTS.
FURTHERMORE, ONE OF THE FIRST MAJOR ITEMS THAT THIS COUNCIL WILL RECEIVE IS AN
ENGINEERING REPORT REGARDING THE SELECTION OF POTENTIAL SITES FOR A SECOND WATER
TOWER AT THE SOUTH END OF TOWN. THIS WILL BE FOLLOWED BY APPROPRIATE DECISIONS AND
THE CONSTRUCTION OF THE WATER TOWER SO THAT WATER PRESSURE IN THE SOUTH END OF TOWN
WILL BE CONSIDERABLY IMPROVED.
PLANNING FOR THE FUTURE, THEN, HAS BEEN DONE AND WILL CONTINUE. SOME OF THE
DECISIONS WHICH HAVE BEEN MADE IN THE PAST WILL HAVE AN IMPACT ON OUR FUTURE. THIS
IS ONLY PROPER, FOR GOOD PLANNING IS SYNONYMOUS IHTH THE FUTURE.
IT HAS BEEN SAID THAT "I COULD DO NOTHING ABOUT YESTERDAY, ALMOST NOTHING ABOUT
TODAY, BUT AT LEAST A LITTLE ABOUT TOMORROW, MORE ABOUT NEXT WEEK, A LOT ABOUT NEXT
MONTH, AND PLENTY ABOUT NEXT YEAR".
COMMERCIALLY, THE TOWN IS ALSO DEVELOPING. THE CONSTRUCTION OF THE HOTEL AURORA IS
A POSITIVE MOVE IN THIS AREA. THE NUMBER OF TRAVELLING SALESPEOPLE TO AND FROM
AURORA BASED COMPANIES, SPORTS TOURNAMENTS, SOCIAL FUNCTIONS SUCH AS WEDDINGS AND
REUNIONS, ALL WILL BENEFIT FROM THIS HOTEL. THE SPIN-OFF BUSINESS TO LOCAL
RESTAURANTS AND SHOPS MUST NOT BE UNDERESTIMATED.
AS WELL, THE CANADA'S WONDERLAND, NEARING COMPLETION FOR ITS SCHEDULED OPENING NEXT
MAY WILL HAVE CONSIDERABLE IMPACT IN OUR TOWN AS WELL AS IN RICHMOND HILL, VAUGHAN
AND TORONTO. THE DEVELOPMENT OF CANADA'S WONDERLAND WILL BRING A MAJOR INFLOW OF
NEW TOURISTS AND VISITORS TO THIS WHOLE AREA. IT PRESENTS A CHALLENGE WHICH OUR
MERCHANTS AND BUSINESS ENTREPRENEURS MUST BE READY TO FACE AND MEET SUCCESSFULLY
WHEN THE THEME PARK OPENS.
IN THE LAST FOUR YEARS, A DOWNTOWN BUSINESS AND PROFESSIONAL ASSOCIATION AND AN
AURORA CHAMBER OF COMMERCE HAVE BEEN ESTABLISHED. THE TOWN MUST CONTINUE TO WORK
CLOSELY WITH THESE TWO GROUPS IN ORDER TO CONTINUE THE ATMOSPHERE FOR IMPROVEMENT
OF BUSINESS THAT HAS OCCURRED NOT ONLY IN THE DOWNTOWN CORE BUT THROUGHOUT THE
ENTIRE TOWN.
IN ORDER FOR OUR TOWN TO ADVANCE, ITS FINANCIAL BASE MUST BE SECURE. I BELIEVE
THAT THE TOWN OF AURORA IS IN EXCELLENT FINANCIAL HEALTH TODAY.
IN 1977, WHEN I BECAME MAYOR, THE TOWN TOTAL GENERAL MUNICIPAL INDEBTEDNESS WAS
$2,776,385.00, TODAY IT IS $775,500.00. THAT AMOUNTED TO $194.89 PER CAPITA IN
1977. THIS HAS BEEN REDUCED TO $49.11 PER CAPITA AS WE ENTER 1981. IT IS
IMPERATIVE THAT THE TOWN'S POLICY OF "PAY CASH AS YOU GO" BE CONTINUED. AURORA
WILL BE DEBT-FREE BY 1986. QUITE FRANKLY, IT IS UNLIKELY THAT LONG-TERM DEBT WILL
OCCUR BECAUSE OF THE AMOUNT OF ADVANCE PLANNING THAT IS DONE. THE BEST WAY TO
' ' AVOID PROBLEMS OF THIS NATURE, IS TO FORESEE THE ISSUES AND TAKE STEPS TO RESOLVE
THEM EARLY.
NOT ONLY THAT, BUT THE MILL RATE FOR MUNICIPAL PURPOSES HAS NOT INCREASED SINCE
1977. I AM CONFIDENT THAT COUNCIL WILL DO ITS BEST TO STRIVE TO MAINTAIN THIS MILL

RATE FOR MUNICIPAL PURPOSES AS WE APPROACH THE 1981 MUNICIPAL BUDGET. THIS MEANS
THAT THE PRESSURES OF INFLATION AND THE COSTS OF PROVIDING IMPROVED SERVICES MUST
BE MET THROUGH REAL GROWTH IN THE TOWN IN ASSESSMENT AND TAX DOLLARS DERIVED
THEREFROM.
THE AREA OF PARKS, RECREATION AND COMMUNITY BUILDINGS, IS ANOTHER AREA WHICH, I
EXPECT, WILL RECEIVE CONSIDERABLE ATTENTION IN THE NEXT TWO YEARS.
LAST FALL, THE COUNCIL ADOPTED THE MASTER PLAN FOR RECREATION. THAT PLAN MAKES A
NUMBER OF RECOMMENDATIONS WHICH I HOPE WILL BE IMPLEMENTED. IN FACT, ONE OF THE
RECOMMENDATIONS, NAMELY THE RENAMING AND RECONCEPTUALIZATION OF THE PARKS AND
RECREATION COMMITTEE TO BECOME THE LEISURE SERVICES COMMITTEE, I EXPECT WILL BE
RATIFIED TONIGHT.
IT IS A LEISURE SERVICES COMMITTEE BECAUSE IT DEALS WITH ACTIVITIES AND PROGRAMMES
WHICH ARE DONE DURING THE LEISURE TIME OF OUR CITIZENS. LET'S FACE IT --WHEN YOU
HAVE FINISHED YOUR REGULAR DAY'S WORK, THE REST OF YOUR TIME THAT DAY IS LEISURE
TIME. WHETHER YOU SPEND THAT TIME WATCHING TELEVISION, CUTTING THE GRASS, TAKING
DANCING LESSONS, STROLLING IN A PARK, PLAYING HOCKEY, FIGURE SKATING, SWIMMING, OR
WHAT-HAVE-YOU, THESE ARE LEISURE TIME ACTIVITIES.
HENCE, THE CONCEPT OF A LEISURE SERVICES COMMITTEE, ESPECIALLY AS THE AMOUNT OF
LEISURE TIME AVAILABLE TO US ALL INCREASES, IS INTENDED TO ENCOMPASS THE
DEVELOPMENT AND OPERATION OF PROGRAMMES TO SERVE YOU, THE GENERAL PUBLIC, DURING
YOUR LEISURE TIME. THE LEISURE SERVICES COMMITTEE WILL BE MADE UP OF COUNCIL
MEMBERS, AND WILL REPORT DIRECTLY TO COUNCIL. A NEW LEISURE SERVICES ADVISORY
COMMITTEE WILL COMPRISE CITIZENS OF DIFFERENT INTERESTS AS WELL AS MEMBERS OF
COUNCIL.
IT IS INTENDED THAT THIS FORMAT WILL ALLOW THE TO TOWN INVOLVE MORE PEOPLE IN THE
WORK OF OFFERING PROGRAMMES, AS VOLUNTEERS, BECAUSE OF THE MUCH BROADER CONCEPT OF
LEISURE ACTIVITIES, RATHER THAN THE NARROWER CONCEPTS OF PARKS, RECREATION, AND
COMMUNITY BUILDINGS. THE LATTER THREE ARE SIMPLY ONE LARGE COMPONENT OF THE
BROADER CONCEPT OF "LEISURE SERVICES AND ACTIVITIES".
THE MASTER PLAN HAS MADE FURTHER RECOMMENDATIONS REGARDING VARIOUS CAPITAL PROJECTS
AND IMPROVEMENTS TO EXISTING FACILITIES. THESE WILL BE STUDIED AND WHERE POSSIBLE,
PROBABLY IMPLEMENTED.
ONE OF THESE RECOMMENDATIONS DEALS WITH THE DEVELOPMENT OF A MULTI-PURPOSE INDOOR
ICE SURFACE. THE MASTER PLAN RECOMMENDS THAT THIS BE CONSTRUCTED BY 1985 AT AN
ESTIMATED GROSS COST OF $750,000., BASED ON 1980 PRICES. THE PLAN RECOMMENDS THAT
AN AMOUNT OF MONEY BE SET ASIDE EACH YEAR SO THAT WHEN THE TIME COMES, THE TOWN CAN
PAY CASH. TO THIS END, YOU MAY BE PLEASED TO KNOW THAT THERE IS OVER $260,000. IN
OUR PARKS AND RECREATION RESERVE ACCOUNTS PRESENTLY. THIS WILL INCREASE TO OVER
$435,000., WHEN THE LEVIES FROM THE PROSPECTIVE DEVELOPMENTS HAVE BEEN RECEIVED IN
THE NEAR FUTURE LADIES AND GENTLEMEN, THESE COMMENTS ARE SOME OF THE DIRECTIONS IN
WHICH I SEE OUR TOWN OF AURORA HEADING IN THE NEXT TWO YEARS.
I WANT TO TAKE THIS OPPORTUNITY TO WELCOME COUNCILLORS STODDART, BUCK AND OCHALSKI
TO THE COUNCIL TABLE AND I DIRECT THESE COMMENTS TO THEM. IN THE LAST FOUR YEARS,
COUNCIL HAS FUNCTIONED WELL AS A TEAM TO GET THINGS DONE IN THE BEST WAY POSSIBLE
FOR AURORA. THE SPIRIT OF CO-OPERATION, RATHER THAN CONFRONTATION, HAS EXISTED.
THE TOWN OF AURORA IS BURSTING WITH EXAMPLES OF THE BENEFITS OF THAT TEAMWORK. I
ASK EACH OUR OUR NEW COUNCILLORS TO REMEMBER THAT TEAM SPIRIT AS WE FACE THE ISSUES
AND CHALLENGES OF THE NEXT TWO YEARS. I WELCOME YOUR DEBATE, YOUR CONSTRUCTIVE
CRITICISMS AND COMMENTS, AS WELL AS YOUR CO-OPERATION IN WORKING TOGETHER TO MAKE
THIS COUNCIL SUCCESSFUL IN ITS DELIBERATIONS. NO PERSON EXIST AS AN ISLAND ALONE.
WE, AS MEMBERS OF COUNCIL NEED THE SUPPORT AND UNDERSTANDING OF EACH OTHER, AS WELL
' ' AS THE CONSTRUCTIVE COMMENTS OF APPROVAL OR DISAPPROVAL OF THE GENERAL PUBLIC WHOM
WE REPRESENT.

I FURTHER WANT TO POINT OUR THAT THERE IS ONE GROUP OF PEOPLE WHOM MEMBERS OF
COUNCIL DEPEND ON GREATLY --AND THAT GROUP IS OUR STAFF. I BELIEVE, FROM MY

Report # 2 -Striking Committee
A meeting of the Striking Committee was held on Monday, November 24th, 1980, at
2:00p.m. in the Mayor's Office.
Those in attendance were Mayor George D. Timpson, Councillor John West and
Councillor Earl Stewart.
Item # 1 -Change of Name of Parks and Recreation Committee
The Committee recommends the Parks and Recreation Committee be renamed to be the
Leisure Services Committee. This Committee will be comprised of the three Council
Members that are appointed to it.
'---' The Committee further recommends that a Lei sure Services Advisory Committee
consisting the Members of the Leisure Services Committee plus those Citizen Members
appointed by Council to the Leisure Services Advisory Committee be established.

Item# 4-Local Architectural Conservation Advisory Committee (L.A.C.A.C.)
The Committee recommends that the Council Members of this Advisory Committee be
Councillor Len Ostick and Councillor Evelyn Buck.
Past Mayors, Regional Chairman, Elected members of the Aurora Hydro Electric
Commission and Elected Member of the York County Board of Education were
introduced. Dr. Crawford Rose, Past Mayor addressed the assembled guests.
Lieutenant Colonel W.R.F. McKay, MMM,CD., Regimental Commander of "A" Squadron
Queen's York Rangers was introduced and made a presentation of the Freedom Plaque
to Mayor Timpson to hold in trust and to return to the Queen's York Rangers
Armories on a later occasion.
The Aurora High School Bank played the musical selection, "The Homecoming".
