MINUTES OF THE 9th REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS TUESDAY, APRIL 17th, 1979 at 8:00p.m.
PRESENT WERE: Mayor Timpson, Councillors Isaacson, Jones, Ostick, Pedersen,
Stewart, Tonner and West.
Mayor Timpson and Councillor Tonner declared a possible Conflict of Interest
in York County Board of Education accounts in the amounts of $610,894.25 and
$68,229.50 and refrained from discussion or voting thereon.

The Planning & Development Committee held a meeting on Wednesday, April 4th,
1979 at 3:00 p.m. and the following were present: Councillor R. Isaacson,
Councillor B~ Pedersen, Councillor K. Tonner, Councillor J~ West, Citizen
Members M. Paivio and Keith Dove, Mrs. S. Seibert was present for part of
the meeting. R. Harrington was present for all of the meeting.
A. Delegations:

Mr. Andy Andersen, Agent and Mr. Philip Weinstein, Planning Consultant
for the Owners, appeared before the Committee and presented a proposal
consisting of:
1. 200 acres
2. 136 Single Family detached units
3. Minimum 3/4 Acre to 2 Acre lots
4. 20 acres of wood lot
5. Lots to be serviced with Municipal Water and individual
Septic Tank and Tile Beds.
The Committee recommends an Official Plan Amendment be processed (Suburban
Residential) .

The Committee recommends Draft Plan Approval, subject to the conditions

The Committee recommends the Owners be invited to the next Planning and

4. Letter #8-8 -Markborough Properties Ltd. Re: Comments on Block A in
their Subdivision.
This letter will be dealt with at the next Planning & Development Committee
meeting to which the Owners have been invited to attend.
5. Re-zoning Application -Glenoel Ltd./David West property on North/West
Corner Yonge and Henderson DriVe .
The Committee recommends:
a. Re-zoning application be processed to re-zone the subject lands from
11 D" Development to 11 C 11 Commercial.
b. A Site Plan Agreement be entered into, satisfactory to the Town.
c. All monies be paid prior to third reading of the Re-zoning By-law,
as per Council's adopted policy.
6. Letter 7-103 -Committee of Adjustment Submission #A-l-79, Lot 8, Plan M-49
Banbury Court, Hurlburt.
The Committee recommends approval of said application, and that the
application as presented, not be opposed by the Town of Aurora.
7. Letter #7-104-Committee of Adjustment Submission #A-2-79, Lot
238, Plan M 1312, Dawson, 15 Bigwin Drive.
The Committee recommends that, as the request could be considered reasonable,
for the erection of a garage, the Town of Aurora not oppose the application.
The new garage would cover-up the existing kitchen window, but if it were
extended forward, the open window could remain as is.
8. Letter #7-105 -Committee of Adjustment, Submission #A-3~79, Pt. 1, Block A
Plan 535, J. Rybka, Wellington Street, East.
A similar application by the previous Owner Mr. Phil Vito, was approved by
the Committee of Adjustment on June 27th, 1974 as #A3/74. The Town of Aurora
supported this previous application.
The Committee considered this new request and .. would recommend:
1. A condition of authorization of said variance be, that prior to
issuance of a Building Permit for the construction of the addition,
the Owner enter into a Site Plan Agreement for the development of the
subject property.
2. The attached plot plan be amended to show a 20 foot minimum distance

9. Letter #8-40 -letter to Regional Planning regarding comments on Study
Area by the Ministry of the Environment.
The Committee recommends that the Ministry of the Environment be
reminded of the inaccuracies in their letter of March 20th, 1979:
Paragraph 1 -The Suburban population yield is to be approximately
1,403 persons, not 14,030 as per the letter.
The total Rural population designated for the Town of Aurora is 1,500
persons, not 15,000 persons as per said letter.
Paragraph 2 -The "Settlement Pattern Policy Paper", has not as yet
been adopted as Official Region Policy, in the opinion of the Town of
Aurora.
The Town of Aurora has suggested a change in the lot sizes referred to
as one acre minimum. The minimum size suggested is 1/2 acre.

A progress report from Marshall, Macklin, Monaghan, Ltd. dated March 28th,
1979, was received by the members of the Water Management Advisory Board
and the report indicates the following:
"Topographic Mapping on this project is now substantially completed. The
Hydrology Report has been covered and we anticipate submission to the
Ministry of Natural Resources for approval of flows in April. Concurrently
we will be carrying out our field programme in April. We anticipate
submission of flood plain mapping for review and approval in late May with
completion of the report in June. 11
(b) Dump and Fill Regulations for the Town of Aurora
The Ontario Cabinet approved of the Dump and Fill Regulations requested
by the previous Council and this Council for implementation in the Town of
Aurora on Wednesday, March 28th, 1979.

(c) Master Plan for Development of the Sheppard's Bush Conservation Area
The Master Plan was adopted by the membership of the Conservation and
Education Advisory Board at its meeting on April 3rd, 1979.
In terms of the need within the Town of Aurora for soccer pitches and
baseball diamonds in the open space within the Sheppard's Bush, the Master
Plan incorporates the development of these areas. A complete copy of the
Master Plan is available in my office.
(d) 1977-78 Conservation Report
A copy of the 1977-78 South Lake Simcoe Conservation Authority Report is
attached for your information.

l. Church Street School Report
The Council meeting of March 7th regarding the Church Street School was
discussed, along with further communications with the architects,
A.J. Diamond and Associates.
It was agreed that there should be further consultation with the Diamond
firm, pending the availability of funds, before the Public Meeting scheduled
to discuss the school on April 3rd.
2. Correspondence
An inventory of the Horwood Collection of architectural drawings, now in
the Public Archives of Ontario, was received. It was noted that the
Collection contained drawings relating to the Aurora United Church,
Hillary House. and the Fleury Agricultural Works.
Copies of Approaching Ontario's Past were received along with a bill for
$10.37. Payment was moved by D. McClure, seconded by J. Mcintyre and
carried. It was agreed that these booklets should be made available to
Town Council and staff.

Notice was received of a Rural Preservation Conference in Annapolis,
Maryland, April 20 and 21.
Notice was received from the Aurora Public Library regarding the book,
A Methodology for local History Research for use. in Municipal Planning
by Naomi Blanchard.
A letter was received from Nora Hillary of 72 Yonge Street, North, Aurora,
regarding conditions on Yonge Street which were jarring and damaging her
house. It was agreed that this should be referred to Councillor Ostick,
Chairman of the Works Committee.
Information was received fr?m the Ministry of Culture and Recreation
regarding the Experience '79 Programme. It was agreed that an application
should be sent in order to hire two students, one to continue architectural
research, the other to begin preliminary planning for the proposed Heritage
Conservation District.

1. By-law No. 2206-78 -Taxi Regulating By-Law
It was brought to the Committee's attention that an error was made in Schedule
"A" of this By-law. The Schedule should read that in regular hours of
operation, the initial charge is 70¢ and a further 10¢ charge for each
additional l/8th of a mile. Furthermore, the Schedule should read that after
regular hours of operation, the initial charge of 80¢ should apply and a charge
of 10¢ for each additional l/8th of a mile. The Schedule presently has an
initial charge of 10¢ for the after hour initial charge.

after hours call should be deleted. The Committee recommends that this charge
be deleted.
The Committee recommends that the errors be corrected and that an appropriate
By-law be prepared for Council's deliberation at the Council meeting of Tuesday,
April 17th, 1979.
2. Letter 9-13 -Fire Chief S.G. Wilson
The Committee recommends that the Firefighters' Stipends for the four month
period from December lst, 1978 to March 31st, 1979, be paid.
3. 1979 Grant Requests
This item is submitted for the information of Members of Council.
The Committee has reviewed the various applications which have been received
to date in terms of eligibility of the various agencies to obtain Wintario funds.
Wintario personnel have also been consulted in carrying out this reviewa
Consequently, all requests received to this date would appear to have one area
or another in their proposed operating budgets eligible for funding from Wintario.
The Committee directed the Mayor to write each of these groups pointing out the
areas of their applications that are applicable for Wintario grants.
The Committee will also be reviewing the grant criteria used in the City of
North York together with grant criteria presently used in the Town of Aurora.
A report will be submitted to Council on this topic at a future date.

as it was in 1970 to operate its own water system,
Therefore, Be It Resolved that the Council of the Town of
Aurora request the Regional Municipality of York to seek an
amendment of the Regional Municipality of York Act to allow
those area municipalities with completely independent water
systems to have full jurisdiction over those systems,
And Further Be It Resolved that this Resolution be circulated
to the Towns of Newmarket, Stouffville/Whitchurch and East
Gwillirnbury and the Townships of King and Georgina for their
endorsation, and that these municipalities be requested to
advise the Town of Aurora of their disposition of this matter,
