Inspector
Council in Committee discussed this matter and recommend that Mr. T. Van be
appointed Weed Inspector for the Town of Aurora.
2. Letter 6-51 -0. Higgins -Letter of Resignation from Planning & Development
Committee
The Committee recommends acceptance of Mr. Higgins' resignation with regret. Mayor
Timpson to send letter of appreciation to Mr. Higgins.
3. Report re: Official Plan Amendments -Sisman's of Canada
-Milligan -Separate School Site
Council in Committee recommend that the By-laws covering these properties be
presented for Third Reading at the next meeting of Council.
4. Letter 6-71 -South Lake Simcoe Conservation Authority
Additional Cost re: Watershed Mapping
The Committee discussed this matter and recommends approval of the additional cost

5. Letter 6-87 -South Lake Simcoe Conservation Authority -Signs re: Maple
Sugar Demonstrations
Council in Committee recommends approval of the locating of these signs. Mr. Wm.
Walker, Town Superintendent to be consulted by the Authority when these signs are
placed.
6. Organization of Small Urban Municipalities -Annual Conference
Council in Committee were informed the date of the Conference was May 3, 4, 5, 1979
to be held in Orillia.
7. Memo from K.B. Rodger, Clerk Administrator re: Litterking Agreement
The Committee discussed this matter and recommends the acceptance of the
Agreement as outlined. The Agreement will be presented for Council's consideration
at the Council meeting of March 5th, 1979.
8. Council in Committee recommends that Mr. N. Weller, Parks Foreman and one
member of his staff be authorized to attend a one-day seminar on pesticides in
Toronto on March 14th, 1979 and the necessary expenses be allowed.
9. Letter 4-84 -Royal Canadian Legion Branch 385 -Exemption from Taxation
Mayor Timpson and Councillors Isaacson and Stewart declared a possible Conflict of
Interest on this item and refrained from discussion or voting thereon.

The Committee discussed this matter at length and recommends that the request from
the Legion regarding exemption from taxation be denied.
10. Councillor Pedersen presented a report on the proposed activities planned
for July First. Councillor Pedersen was congratulated on the excellence of this
report and Council duly approved of same.

Report No. 32 -Parks & Recreation Committee ••. Various Matters
A meeting of the Parks and Recreation Committee took place on Tuesday, February
27th, 1979. Present were Councillors Kel Tonner, Earl Stewart, John West, Tim
Jones; Citizen Members Mr. Omar Khamissa, Mr. Frank Caruso, Mrs. Vivian Seaman,
Mr. Terry Anquetil, Mr. John Traganitis and Staff Mrs. Pat Ferguson, Mr. Norm
Weller and Mr. Larry Keffer.
1. A report on a proposed Youth Centre was discussed and it was decided by
the Committee that a Youth Centre is not the answer at this time. but a
pilot project of organized functions for ages 14 to 16 should be tried.
2. Item 6 of Minutes was referred back to the Administration Committee.
Business Arising from the Minutes:
3. Councillor Earl Stewart submitted renovation plans to the Centre for the
Committee's consideration for next meeting.
4. The Centre Manager was instructed to try and have all architect's reports
concerning the renovations to the Centre prepared for next meeting.
5. The Committee recommends to Council that a Committee be struck to set up
a feasibility study of Recreation Facilities for the Town of Aurora.
Councillor John West to be Chairman and Town Staff to be part of the
Committee.

6. Letter received from Mr. Sam Weller, Aurora Tennis Club. Mrs. Ferguson is
to reply to Mr. Weller.
7. Letter 6-85 -received from Mrs. Gwen Halliday of the York Region Family YMCA.
Mrs. Ferguson is to reply to the YMCA and to make it clear to them that
these are Public Courts and we do not rent block time, also ask for a copy
of their tennis rates.

12. Councillor Tonner gave a verbal report on a new filtration system for pools
and asked Mrs. Ferguson to acquire more information and prices for the next
meeting.
13. The Community Centre Manager reported that Mr. Kamcke is moving from Aurora
and there will be no children's summer theatre in Aurora.
14. The Committee instructed L. Keffer to submit a report on the repair of the
Centre roof, recommendation as to who will repair it and a list of previous
customers.
15. Councillor West brought up the use of soccer fields being used under poor
conditions. Mr. Traganatis suggested that a letter be sent to the Ontario
Soccer Association and Newmarket and District Soccer Association pointing out
that if the Parks Superintendent says the field is not fit it will not be
used and if it is used cancellation will result.
16. Mrs. Ferguson was asked .to do a cost per person for recreation programmes
in the Town.
Old Business:
17. Aurora Yough Soccer request to use Town of Aurora Crest. The Committee
recommends to Council that permission be granted.

Item #1 -Invoices -Frozen Water Services
Many homes experienced freezing problems with the plumbing of the home. This
problem was predominately in the Regency Acres subdivision. Town employees
investigated these complaints, were able to determine that the problems were
private and Works Department invoiced for costs accordingly. The Town
Superintendent investigated these service calls and felt that the
Town employees did not isolate the problem in the most expedient fashion and
therefore informed those whom the Town Superintendent had not spoken to in
addition to those who had called in response to the invoice and asked for
the return of said invoices. The Town Superintendent then calculated reason-
able charges for these service calls and the Works Committee approved of same.
Item #2 -Information Pamphlet
The Committee has requested that the Town Superintendent prepare various
information pamphets relating to servicing problems which might be distributed
to the public after having received the approval of Council.
Item #3 -Water Service Thawing Equipment
The Water Department have purchased equipment used for the thawing of water
services. Said equipment works on a pulsating hot water principle rather
than the usual electrical arcing method.
Recent private property damage in the Regency Acres subdivision, which can be
attributed to use of a welder, prompted the purchase of this equipment. Even
though the Town engaged the services of the same individual who has been
retained in the past to arc services, there were two instances in a three-day
period in which damage to private ·property was sustained. Problems of this
nature are not uncommon, in fact, it is my understanding that a house burned to
the ground in Peel Region that same week. Peel Region have placed an order for
identical equipment.
With this purchase, the budgeted figure of $200.00 in the waterworks tool account
(9140-24), has been exceeded by $400.00, the purchase price having been $600.00.
We will, however, recover this expenditure shortly due to the fact that the rental
rate of a welder is in the order of $50.00 per hour.
It is also interesting to note that neither Aurora Hydro or Ontario Hydro are
able to explain the reason for the electrical current taking the course that it did.
Item #4 -Sewer Lateral (Letters #4-170 and #55-55)
The Committee feel that neither party qualified for compensation under the
existing Town policy which is presently to a maximum of $45.00. The Van-Ees'
sewer lateral was damaged by a tree root from a tree planted on private property.
Mr. and Mrs. Allan had never contacted the Town prior to engaging the services of
a plumber.

The Committee recommend payment of $49.00 to cover membership fees to the
Ontario Good Roads Association for the year 1979.
Item #6 -Memo .5-129 -Sewer Backup, 156 Wells Street

Volunteer Firefighters

"Whereas volunteer firefighters are faced with increasing respon-
sibilities and firefighting duties due to the rapid growth of
population and construction,
And Whereas volunteer firefighters are during the regular work week,
employed on a number of vocations, contributing to the community and
society in general and paying income tax on their primary source of
income,
And Whereas the Income Tax Act, Section 5 (1) (B) (VIII) provides
an exemption of $300.00 for expenses incurred in ·the discharge of
duties as a volunteer firefighter, has not been amended since its
adoption in 1961,
And Whereas $300.00 is not a realistic amount of money at the
present time,
And Whereas the difficulty of obtaining volunteer firefighters is
very prevalent,
And Whereas a change in the exemption would provide added incentive
therefore encouraging present and future volunteer firefighters
to remain in this most·essential service.
Therefore be it resolved that the Council of the Town of Aurora
request the appropriate Federal and Provincial Ministers to
increase the exemption to $1,500.00.
And Further that this Resolution be sent to o.s.u.M. and A.M.O. for
their endorsation, and to the local M.P. and M.P.P. 11
