MINUTES OF THE 14th REGULAR MEETING OF COUNCIL HELD IN THE
COUNCIL CHAMBERS ON MONDAY, AUGUST 14th, 1978 at 8:00 p.m.
PRESENT WERE: Councillors Isaacson, Ostick, Simmons,_ E. Stewart and
N. Stewart.
Councillor Isaacson took the Chair in the Mayor's absence.
Councillor N. Stewart, on a point of privilege introduced Mr. Fritz Stronqvist,
.a member of the Assessment Board of Norrkoping, and a visitor to Aurora from
Sweden who expressed his appreciation of the Town people's hospitality.
Acting Mayor Isaacson presented Mr. Stronqvist with a Town flag.

Acting Mayor Isaacson declared a possible Conflict of interest in the payment

Amendment No. 3)
Councillor N. Stewart in the Chair
A public meeting was held on Wednesday, July 19th, 1978 at the Town Offices,
50 Wellington Street, West, at 7:30 p.m. to discuss Amendment Number 3 to
the Interim Official Plan.
The purpose of the Amendment is to add to the Official Plan a policy to
conserve and protect buildings, areas, and sites of historic and/or
architectural significance.

Dr. Oliver stated that the inventory was progressing well, with the help of
Miss Margaret Ishii and probably they would have something for Council in
September, regarding the Area(s) of Town to be designated as Heritage
Conservation Districts.

Mr, Kapelos expressed his Ministry's support for the efforts of L.A.C.A.C.,
and the Town Council.
In view of the fact that there was no opposition expressed for the Town's
proceeding with the amendment, it is recommended that the By-Law to amend
the Official Plan be given Third Reading at the August 14th, 1978 Council
meeting.

Acting Mayor Isaacson in the Chair.
The Planning & Development Committee held a meeting on August 2nd, 1978 at
3:00 p.m. and the following members were present: Councillor R. Isaacson,
Councillor L. Ostick, Councillor P. Miller, Councillor E. Stewart, Regional
Planner S. Siebert, Secretary to Building Inspector D. Middleton, Citizen
Member B. Pederson.
A. Delegations:
1. Mr. Ted Rowe, Owner and Mr. Frazer Milne, Architect appeared before the
Committee to propose and explain a revised lower density Townhouse Complex.
The hew proposal would have a 50 foot interior road dedicated to the Town
to service the Back Units. The Plan has been reduced to contain 49 units
with· various mixes of Bedrooms, Twenty Units will now face onto Berczy Street.
The Committee recommends a letter of explanation regarding the 50 foot road
be sent to the Committee and that the New Proposal be referred to J.D. Reid,
Town Engineer and W. Walker, Town Superintendent and they report to s. Seibert
before she compiles her final report.
The Committee is also requesting information on what sewage capacity would
be available for this proposal.

The tone of the meeting was such that the cul-de-sac met with the general
agreement and approval of the citizens who were presente There were, however,
various concerns raisede These are:
1. A bicycle path and/or footpath to link the cul-de-sac with the part
of Ross Street which will continue to be used so that pedestrian access
and bicycles would be able to move from one part to the other.
2. Concern for pedestrian safety which could be resolved by the construction
of a sidewalk on the east side of Ross Street when that part of Ross Street
is reconstructed.
3. Concern for the safety of children crossing from Mary Street to the west
side of the railway tracks. *
4. The timing of construction of the industrial road between the south end
boundary of the town's industrial park and Vandorf Road, and the linking
of Ross Street to Industry Street should be arranged in such a way that
the construction of both sections of road occur at the same time so that
through traffic will not be using the intersection of Ross Street and
Wellington Street.
As a result of the meeting, items 1, 2 and 4 can most likely be accommodated
by the Town in its planning for the completion of this road and the development
of the cul-de-sac. Therefore, it is recommended that plans to prepare the
cul-de-sac be prepared by J.D. Reid and Associates.
Since item 3 is actually outside the area of jurisdiction of the Town of Aurora,
the best that Council can do would be to point out this concern to the C.N.R.
and request the C.N.R. to erect a suitable fence along the railway tracks in this
area. It is suggested that the same standard of fencing which the C.N.R. request
of subdividers under similar situations be installed by the C.N.R. The "same
standard" is a 6 foot high chain link fence. It is recommended that Council make
such a request of the C.N.R.

A special meeting of the Works Committee was held at the Works Department on
Monday, July 24th, 1978 at 8:30 a.m.
Present were: Councillor L. Ostick, Councillor Wm. Ferguson and Town
Superintendendent Wm. G. Walker.
Item #1 - 5 Ton Diesel Truck
The Committee considered the report of the Town Superintendent on his request
for a 5 ton diesel truck as approved by Council on July 17th, 1978. He
reported that only one truck of suitable specifications was available.
The price negotiated by the Superintendent for the vehicle modified to Town
requirements is $23,350.00. This figure has been compared to a similar
vehicle bought recently by a neighbouring municipality and this figure seems
reasonable. If the Town requests tenders there could be a delay of 4 to 6
months.
In addition, a truck body, hoist and snow plough equipment will be required at
a cost of $10,130.00.
The total cost of the vehicle would be $33,480.00 excluding sales tax. The
amount in the budget for this vehicle is $32,000.00. The difference can be
absorbed in the Works budget.
The Committee recommend the purchase of this vehicle.
Item #2 -Reid & Associates -Construction Programme -Letter 14-70
The Committee recommend acceptance of Reid and Associates Construction Programme
for 1979 and that they be instructed to prepare preliminary plans for
consideration by the Works Committee.

Report #70-Administration Committee ••. Various Matters
Councillor Simmons in the Chair.
A meeting of the Administration Committee was held in the Mayor's Office on
Wednesday, August 9th, 1978, at 3:00 p.m. Those in attendance were Mayor George
D. Timpson, Councillor Richard Isaacson and Councillor Earl Stewart. Also in
attendance was Transit Co-Ordinator, R. Smith.
1. Contract for advertising between Crawford Jones Advertising and the
Town of Aurora
The Committee recommends that the attached contract, which has been scrutinized
by our Town Solicitor, be approved and that the Mayor and Clerk be authorized
to sign the said contract on behalf of the Town of Aurora.
2. Exterior Colour Scheme for New Bus
Mr. R.W. Smith will present a diagram showing the external colour arrangement at
the meeting of Council. It is recommended that the arrangement be approved.

A Council in Committee meeting was held Wednesday, August 9th, 1978 at 7:00 p.m.
Members present: Mayor George D. Timpson, Councillors Ferguson, Isaacson,

1. Community Housing
Representatives from the Ontario Housing Corporation, Mr. Chris Sheldon, Mrs.
Gibson and Mr. Tom Surgenor addressed Council as a delegation regarding Council's
request for an up-dated survey of Senior Citizens' housing needs and the
representatives also spoke regarding a community housing survey for which
funding was available. Following discussion, it was recommended that Mrs. Gibson
communicate further.with the Council as to whether or not the Ministry of Housing
would do strictly a Needs Study of accommodation without doing a general housing
review.

Council in Committee discussed this matter and would recommend that the letter be
received and that the applicant be advised at this time of Council's action.
6. Letter 14-21 -Regional Municipality of York re: Sewage and Water Require-
ments Five Year Forecast
Council in Committee in discussion of this matter would recommend that Staff
prepare a recommendation for Council meeting Monday, August 14th so that this
information can be considered and passed on to the Region of York. Recommendations
attached hereto.
7. Letter 14-23 -South Lake Simcoe Conservation Authority re: 1978 General
Levy
Council in Committee discussed this matter and would recommend that the Levy
amount be received and the Treasurer advised of same.
8. Letter 14-24 -Kennel Inn re: Quarterly Report -April/June, 1978
Council in Committee discussed this matter and moved that the letter be received
and that Kennel Inn be directed to follow up on unpaid violations and recommend
that future reports show the number of unpaid violations at given periods of
time.

17. Letter 14-96-Knox Martin Kretch Ltd. re: Sandbury Homes suggested street
names
Council in Committee would recommend that Sandusky Crescent would be acceptable
providing the Region of York agree to the same and would recommend that a new
name be suggested as Heron Court would cause a conflict with Aurora's present
Huron Court and would recommend that a new name be submitted.
18. Letter 14-99 -Glen Meadow Construction Ltd.
The Clerk-Administrator advised that since the receipt of this letter telephone
conversations with officials of. Glen Meadow Construction had indicated that the
Solicitor for Glen Meadow Construction be placed in total funds to close the
transaction and instructions had been given to their Solicitor to contact ours
and arrange for the closing prior to the Council meeting of August 14th.
19. Letter 14-104 -Norm Weller's memo regarding possible costs of construction
of Food Booth in the Town Park
Council in Committee received this letter and would recommend that the previous
Motion of July 17th, 1978 with regard to the Food Booth be rescinded and that this
information be deferred to the 1979 Budget discussions.

Agreement. for building on the Alliance property.
Council in Committee in consideration of this matter·would recommend that the
Agreement be presented to the August 14th, 1978 meeting of Council for consideration
and approval. Further that Council in Committee would accept the recommendation of
the Works Superintendent in regard to the amount of the Letter of Credit.
21. Letter 14-161 -Ministry of the Environment
Council in Committee discussed this matter and the letter from the Ministry of the
Environment regarding Anti-Inflation Programme and Costs of Water Supply and
Sewage Disposal and would recommend that a letter be sent to the Ministry of the
Environment advising that the Town of Aurora would be seriously interested
in receiving the responsibility of water servicing and related matters back as
a local control item and further that any meetings and procedures to carry out
same be discussed at a future meeting.
22. Engelhard Industries request for temporary storage building
Council in Committee considered this information presented by Councillor Earl
Stewart, Chairman of the Industrial Committee and Mayor Timpson and would
recommend that permission would be granted for a period of 2 years.
