2. Representation on Regional Council.
The Regional Council, at its meeting on June 9th. '1977 received
the attached letter regarding an increase in representation for
the Town of Markham regarding representation on the Regional Council.
As this is a question which is going to be discussed at the Regional
Council in September, I would like to have this particular matter
referred to our Council in Committee, and I request all members of
Council to give serious consideration to restructuring the
representation on Regional Council so that when September comes I
may represent the views of all of the members of Aurora Co1111cil.
3. Letter from the Ministry of Agriculture and Food: re The Rural
Employment Incentives Programm_~ :[O.l:'_'l9_7'Z__and '1978.
Regional Council, at its meeting on June 9th, '1977, received
information that they would be receiving an allocation of ~~ 5LI-,OOO.OO
for this Rural Employment Incentives Programme. Regional Council
decided that this sum of $ 54,000.00 would be allocated to the nine
area municipalities with each municipality receiving $ 6,000.00.
This letter was received at our last Council meeting and no action
taken upon it. I suggest that this letter should be given some
consideration at our next Council in Committee meeting so that >ve
may formulate some plans for the use of this $ 6,000.00 allocation.
4. Meeting with Tor9nto and Area Transit Operating Authori~Friday,
June '17th. '1977
The Mayor, Councillor Peter Miller and Bill Ferguson, met vlith
TATOA to discuss the possibility of their building a bus station at
the North-West corner of Aurora Heights Drive and Yonge Street.
It was pointed out to the members of the Authority that such an area
centrally located in Town, and the close proximity of the Conwu,~ity
Centre parking lot would enable that lot to be used as a place for
commuter parking. This would have a net effect of reducing the
parking load on some of our commercial parking lots within the main
core, as well as in other areas, of the Town.
The members of the Authority were very supportive and enthusiastic
about the idea. Chairman L. Parsons, Region of Durham, and Chairman
Godfrey, Metropolitan Toronto, as well as Chairman Garf Wright,
Region of York , approved a motion for the staff of TATOA to pursue
discussions and prepare a report for the next TATOA meeting ivithin
two weeks time. Chairman A;T.C. McNab of the Authority also gave
encouragement.
The construction of bus passenger shelters on Wellington Street, West
at the two west-bound bus stops was also discussed. This matter
will be pursued further during the next two weeks.
In summary, a most successful and productive meeting occurred.

The Committee recommends that this letter advising us we have received
a subsidy of $ 12,518.23 for our 1976 Public Transit be received as
information.
Item #2 Letter 10-31 -Norwich Life Insurance Society
The Committee recommends that this policy be paid and that we accept
the monthly average premium of 46¢ per$ 1,000.00 sum assured.
Item #3 Letter 10-95 -Ministry of Transportation and Communications
The Committee recommends that this letter be received as information.
Item #4 Canada Week
The Committee recommends that the week of June 25th. to July 1st. be
proclaimed as "Canada Week" within the Town of Aurora.
Item #5 -Letter from the Board of Trade of Metropolitan Toronto
The Committee recommends that the Council of the Town of Aurora advise
the Hon. Otto Lang, Minister of Transport of Canada, of their support
of the position taken by the Board of Trade in recommending improve-
ments to Union Station and general upgrading in the trackage and
equipment of the areas commuter rail system serving the Metropolitan
area.

of by the Town of Aurora. The Committee also recommends that Katimavi8
be informed that Mr. E. Batson, Recreation Administrator, be the
person designated in our community to discuss further ideas and
possibilities for the Katimavik project within the Town of Aurora.

The Committee recommends that as many Councillors as possible plan to
attend the one day seminar being held in the Sheraton Centre, '123
Queen Street, West, in Toronto, on September 9th. 1977 regarding the
topic of Zero Base Budgeting.
Item #4 -Grants
The Committee reviewed all of the various applications that had been
received to date regarding grants according to the new grant policy
determined by Council earlier this year.
The Committee advised that the following destinies for funds have
already been authorized by Council and recommends that these funds
be charged to the grant category within the budget.

(Letter '10-99) be request to provide further information regarding
the receipts they had in 1976 from the Toss-athon in terms of what
they intend to do with the monies which were raised as a result of
that public fund-raising event.
The Committee advises of the $ 8,000.00 total in this particular
budgetary allocation within the Town of Aurora budget for '1977, that
there remains $ 2,250.00 which the Committee suggests should be used
for any late applications which are quite likely to be received, since
the grant policy of Council is, new within the Town of Aurora.

The following matters were discussed:
1. Letter 11-137-Robert Hawkins, Request to have fence erected.
Council in Committee discussed this matter and it is recommended
that a search be made at the Registry Office to determine Oi~ership
of this parcel of land and this matter be discussed further when
information is received.
2. Letter 11-'142 -Wm. Walker re: request to remove tree -SpFUce St.
The Committee discussed this matter and on the recommendation of the
Town Superintendent would recommend that this tree not be taken down
and further that the damaged sidewalk be replaced.

Council in Committee discussed this matter at length and recommends
that Council endorse this program and further that William Halker,
Town Superintendent be requested to obtain further information on same.

be sold
Council in Committee discussed this matter and Mayor Timpson advised
Council members that he had replied to this letter stating that no
decisions have been made nor is it anticipated that any decision will
be made on this matter in the forseeable future.
Council members concurred with the Mayor's reply.
7. Letter '1'1 '156 -Liquor Licence Board -Application for DinJnz
Licence -Mr. Submarine
The Committee recommends that the Liquor Licence Board be advised
that the Council of the Town of Aurora strongly oppose the granting
of a dining lounge licence to this establishment. ·
8. Fences -Swimming Pools
Mayor Timps.on advised Council in Committee that complaints have been
received regarding fences that neighbour on swimming pools. Mayor
Timpson stated that some of these aesthetic fences could be used as
a ladder to gain access to the pools.
The Committee recommends that this matter be referred to the Building
Inspector in conjunction with Mayor Timpson to bring in a report.
9. Letter '12-73 -Vito Naso -request for Hair dressing shop in
Fruitful Investment Plaza
The Committee discussed this matter and recommends that a resolution
be prepared for presentation at the next Council meeting for Council's
consideration.
'10. Council in Committee discussed the matter of water restrictions
and recommends that the By-law be amended to include the follo~;ing
clause:
"The Council may allow the use of hoses for specific
occasions by authority of a resolution."
'1'1. Council in Committee discussed the Report on the '1977 Capital
Construction Program as submitted by William Walker, Town Superinten
-dent and recommends adoption of same.
'12. Councillor Tonner requested Council members consideration in
having the matter of using $ 25,000.00 from the Parks Reserve fund for
the purpose of increasing ice making capacity expedited. Mayor
Timpson to investiage this matter and report back to Council.

Council in Committee considered this matter and recommends that the
entrances from Wellington Street, East into the C.N.R. Parking Lot
be closed and under the supervision of William Walker, To~m
Superintendent, an entrance to the parking lot from Ross Street be
constructed.
14. Council in Committee discussed at length the Report of the
Administration Committee regarding Travelways Limited and the Town
Bus Service. The Committee recommends that Clauses, 1,2,3 and 5
of the attached Administration Committee Report Number 63 be
adopted and clauses 4,6 and 7 be referred back to the Administration
Committee for a further report.
The Committee further recommends that the Mayor and Clerk be
authorized to sign an Interim Bus Contract.
15. Councillor Ferguson requested information regarding the services
offered by Kennel Inn with respect to wild life. Mayor Timpson
advised that the Contract between Kennel Inn and the Town of Aurora
covers only the regulation and control of dogs.
16. Council in Committee were advised that approval had been
received for the Towns 1977 Debenture Quota and recommends that
approval in principal be given to the undertaking of the Fire Hall
Extension and plans are to be presented for Council's purusal.
17. Council in Committee recommends that a meeting be arranged
between the Council of the Town of Aurora and the Aurora Business
Mens Association to discuss parking problems in the downtown core.
The Committee further recommends that a feasibility study be made
with regard to the control of Town owned parking lots now in use.

Administration C9mmittee Report #63
Councillor Timpson presented a report of the Administration Committee
in which the Committee respectfully submitted the following:
A meeting of the Administration Committee was held in the Mayor's
office on Wednesday, JQne 8th. 1977 at 3 o'clock in the aftel~1oon.
Those in attendance were: Mayor George D. Timpson
Councillor R. Isaacson, Councillor E. Stewart.
The delegation from Travelways consisted of Mr. Needler and r1r. Hebster.
The Committee received the information from Travelways and makes the
following recommendations:
1.: That a five year contract be pursued rather than the suggested
t1vo year contract.
2. That the To\ITll of Aurora make application for subsidy to purchase
a bus in 1978. The purchase of such a bus has considerable long-
range financial benefit to the To\ITll of Aurora.
3. The Committee recommends that the fares be increased according to
the following scale -Adults from 25¢ to 35¢
Senior Citizens from 10¢ to 20¢
Students from 20¢ to 25¢
C~ildren (under the age of 12) remaining at
15¢.
4. The Comm:i!ttee recommends that an exact fare system by used l·rithin
the bus operation in the To\ITll.
5. The Committee recom1nends that the new bus, if approval is granted
by Council for its purrchase, be equipped with a hydraulic lift
for use by wheelchairs and handicapped people.
6. The Committee recommends that bus stops be located outside the
Post Office and at various locations along Yonge Street. The
Committee further recommends that within the subdivision areas
that the present method of stopping the bus be maintained and
that bus stops only be erected where there is a great need or
safety factor involved by so doing.
7. The Committee recommends that the proposed route as modifiecl after
the Committee discussion, be accepted by Council.

AND WHEREAS, the York Regional Police
Department deems it advisable that a By-law be
passed to post Yonge Street from Murray Drive on
the south to Aurora Heights Drive on the North as
emergency No Parking on the morning of July 1st.
and also that the traffic be detoured from
Murray Drive on the south to Aurora Heights Drive
on the north and that all vehicle traffic be not
permitted north or south on Yonge Street until
such time as the parade is completed.
BE IT FURTHER RESOLVED, that the Works Committee
be directed to erect barricades at Murray Drive
and Yonge Street, South, and on Aurora Heights
Drive and Yonge Street, North, and also on Aurora
Heights Drive as designated by the July 1st.
