Industrial Committee Report # 83
A meeting of the Aurora Industrial Committee was held on August 16th, 1977 at 7:30 P.M.
in Committee Room #2 of the Administrative Building.
Members present were: Chairman: E. Stewart, Citizen Members: Mike Lysecki and J. Smith,
absent were Councillors Richard Isaacson and Ron Simmons.

1. A letter dated August 12th, 1977 from A.B.R. Lawrence, Chairman of the Ontario
Heritage Foundation to Mayor Timpson was read, which stated that the O.H.F. would
agree to the proposed roadway through the Sheppard property to service our
Industrial park lands, subject to four conditions.
It was felt by the Committee that all of the conditions could be met and that
immediately,steps should be taken to satisfy all four conditions.
2. The question of compensatory land from Hugh Cousins was discussed and the Committee
felt that Mr. Cousins should be given the option of either selling us approximately
2 acres of his land, to give to the O.H.F. or trading him some of the Town owned
lands as compensation.
3. The subject of lot and sewage levies for the Alliance Building Corporation Industrial
lands was discussed and the Committee felt they would agree with the thoughts of
Council on this matter. ·
4. The Committee felt that immediate steps should be taken to close the sale of lands
to Jack Ganz. This transaction has been pending since May 23rd, 1974 and as
decision on the location of the roadway has been finalized the transaction should
close within the next 60 days.
5. The Committee discussed the matter of the Eric Sheppy lands and noted that July 14th
1977 was the date construction of a building was to commence and although the top
soil had been removed, no actual construction has commenced. It was hoped no
longer delays would be forthcoming.

It is with deep regret and sincere sorrow that the members of the Committee learned

of $1,483.08. This amount is to be paid to Mr. Young's estate.

Council in Committee recommends that a meeting be held on Monday, September 12th,

5. Letter #15-30 Fire Chief S. Wilson -Aurora Fire Fighters Convention -1978
Council in Committee recommends that approval in principal be given to this Convention
and further that Council offer their support and assistance in this undertaking.

7. Letter #15-47-L. Rosenberg-Parking Lot

8. Letter #15-58 Region of York -Two Representatives on Regional Council

9. A Delegation representing the Downtown Business and Professional Association
appeared before Council in Committee to request the designation of part of Aurora
as a Business Improvement area. The boundaries of the area to be Irwin Avenue
and Catherine Avenue on the north, Reuben Street and the Old Police Station on the
South, Victoria Street and Spruce Street on the east and Machell Ave. and Temperance
Street on the west.
The Committee recommends that a By-Law be prepared according to Section 361 of the
Municipal Act based on the business assessment.
10. Letter #15-60 ~ Ministry of Transportation and Communications re Machell and Irwin
Avenues
Council in Committee considered this letter and recommends that the necessary documents
required by the Ministry be obtained from Lamco Construction and a copy forwarded to the

Preliminary Plans
Council in Committee recommends that a meeting be arranged for September 14th, 1977
with representatives from the Ministry, Mr. J.D. Reid, to discuss these plans.
13. Delegation -Minor Hockey Representatives
Mr. R. Brooks and Mr. U. Hoppe representing Aurora Minor Hockey appeared before the
Committee to discuss various matters of concern to both Council and the Minor Hockey
Club and further whether Council would consider Minor Hockey Assoc. taking over the
running of the skate shop.
Council in Committee recommends that the Minor Hockey Assoc. be granted approval to
operate the skate shop subject to details being worked out at a meeting between Minor
Hockey representatives and the Chairman of the Parks and Recreation Committee and the
Recreation Administrator. This agreement to be presented to Council for their
consideration.
14. Delegation -Auroran Holdings
Representatives from Auroran Holdings appeared before the Committee with a proposed
plan for Apartments at the south end of Aurora. After a lengthy discussion Council
in Committee recommends that Auroran Holdings be advised that this development is
considered to be premature at this time.
15. Mayors Report -Water Meters
Council in Committee recommends that this Report be deferred until the Council in
Committee meeting of September 14th, 1977 so each Councillor may familiarize themselves
with this report.
16. Fobia '77
Council in Committee recommends that Councillor Isaacson be reimbursed for his
attendance at Fobia '77 and the necessary expenses be allowed.
17. Ontario Municipal Board Hearing-Bently
Clerk-Administrator informed Council in Committee that the Ontario Hunicipal Board
Hearing concerning the Bently Subdivision has been set for Tuesday, September 6th, 1977
at 10:00 a.m.

18. Region of York -Housing Study
Council in Committee recommends that the Region of York Planning Department be invited
to attend the Council in Committee meeting of September 28th, 1977 to present their
Housing Study Report.
19. Downtown Symposium
Council in Committee were advised that a conference concerning a symposium on downtown
cores was being held in Toronto on November 1st and 2nd, 1977.
The Committee recommends that any Councillor wishing to attend be authorized to do so.
20. Ontario Municipal Board Hearings
Clerk Administrator advised the Committee that a date for a hearing for the referred
parts of the Official Plan is expected soon and asked for Council's direction.
The Committee recommends that the Solicitor and staff prepare a Town position paper
for consideration by Council.
21. Sidewalk -Yonge St. South
Council in Committee recommends that the owners of the proposed shopping mall -Yonge
Street South, be advised that on completion of the mall a sidewalk must be placed on
the west side of Yonge Street, between Murray and Henderson Drives.
