CARRIED Alliance· Building--Corporation Tonner: Isaacson: "Resolved that Alliance Building Corporation be listed on the Agenda of Council of September 19th.l977 as a Delegation~' CARRIED REPORTS OF COMMITTEES Industrial Committee Report # 83 A meeting of the Aurora Industrial Committee was held on August 16th, 1977 at 7:30 P.M. in Committee Room #2 of the Administrative Building. Members present were: Chairman: E. Stewart, Citizen Members: Mike Lysecki and J. Smith, absent were Councillors Richard Isaacson and Ron Simmons. COUNCIL MEETING .••. TUESDAY, September 6th, 1977 REPORTS OF COMMITTEES CONT'D -12 - 1. A letter dated August 12th, 1977 from A.B.R. Lawrence, Chairman of the Ontario Heritage Foundation to Mayor Timpson was read, which stated that the O.H.F. would agree to the proposed roadway through the Sheppard property to service our Industrial park lands, subject to four conditions. It was felt by the Committee that all of the conditions could be met and that immediately,steps should be taken to satisfy all four conditions. 2. The question of compensatory land from Hugh Cousins was discussed and the Committee felt that Mr. Cousins should be given the option of either selling us approximately 2 acres of his land, to give to the O.H.F. or trading him some of the Town owned lands as compensation. 3. The subject of lot and sewage levies for the Alliance Building Corporation Industrial lands was discussed and the Committee felt they would agree with the thoughts of Council on this matter. · 4. The Committee felt that immediate steps should be taken to close the sale of lands to Jack Ganz. This transaction has been pending since May 23rd, 1974 and as decision on the location of the roadway has been finalized the transaction should close within the next 60 days. 5. The Committee discussed the matter of the Eric Sheppy lands and noted that July 14th 1977 was the date construction of a building was to commence and although the top soil had been removed, no actual construction has commenced. Item 112 Letter #15-14. Mrs. Debbie Paivio The Committee recommends that Mrs. Paivio be granted maternity leave commencing September 2nd, 1977, for a period of 17 weeks in accordance with Ministry of Labour requirements. Item l/3 Mr. Bernie Young -deceased Sunday, August 28th, 1977 It is with deep regret and sincere sorrow that the members of the Committee learned of Mr. Young's death. In accordance with town policy, the Committee recommends that the balance of his accu~ulated sick leave credits (68 days) be paid in total amount of $1,483.08. This amount is to be paid to Mr. Young's estate. George Timpson: R. CARRIED Council in Committee Report #85 A meeting of Council in Committee was held in Committee Room #1 on Wednesday, August 31st, 1977 at 8:00p.m. Present were: Mayor Timpson, Councillors: Isaacson;i Miller, Simmons, E. Stewart, Tonner. The following matters were discussed: 1. Letter #14-152 -C. Romano Council in Committee discussed this matter and recommends that Mr. Romano's tenants be given until December 31st, 1977 to find other accommodation. 2. Letter #14-156 South Lake Simcoe Conservation Authority The Committee recommends that staff and Council members submit suggestions for this project so that same can be considered by Council in Committee on September 14th, 1977. 3. Letter #14-158 Region of York -Water Supply The Committee recommmends that the letter be received as information. Letter #14-160 Ministry of Housing By-Law #2108-76 Ontario Housing Corporation Council in Committee recommends that a meeting be held on Monday, September 12th, 1977 with the objectors to By-Law 2108-77 and representatives from Ontario Housing Corporation. 5. Letter #15-30 Fire Chief S. Wilson -Aurora Fire Fighters Convention -1978 Council in Committee recommends that approval in principal be given to this Convention and further that Council offer their support and assistance in this undertaking. 6. Letter #15-40 -Wm. Walker -Traffic Lights Yonge St. and Murray Drive The Committee recommends that this report be received as information at this time. 7. Letter #15-47-L. Rosenberg-Parking Lot The Committee recommends that this letter be discussed at Council in Committee meeting of September 14th, 1977 when Council will consider a report from Wm. Walker, Town Superintendent on the cost of repairs to this parking lot. The Clerk-Administrator to obtain solicitors opinion with regards to Town liability. 8. Letter #15-58 Region of York -Two Representatives on Regional Council Council in Committee recommends that this letter be received as information. 9. A Delegation representing the Downtown Business and Professional Association appeared before Council in Committee to request the designation of part of Aurora as a Business Improvement area. The boundaries of the area to be Irwin Avenue and Catherine Avenue on the north, Reuben Street and the Old Police Station on the South, Victoria Street and Spruce Street on the east and Machell Ave. and Temperance Street on the west. The Committee recommends that a By-Law be prepared according to Section 361 of the Municipal Act based on the business assessment. 10. Letter #15-82 -Freeman and Falk -Park Levy The Committee recommends that this letter be received as information as the Park Levy has been received. 12. Letter #15-76 -Ministry of Transportation and Communications Victoria and Mosley - Preliminary Plans Council in Committee recommends that a meeting be arranged for September 14th, 1977 with representatives from the Ministry, Mr. J.D. Reid, to discuss these plans. 13. Delegation -Minor Hockey Representatives Mr. R. Brooks and Mr. U. Hoppe representing Aurora Minor Hockey appeared before the Committee to discuss various matters of concern to both Council and the Minor Hockey Club and further whether Council would consider Minor Hockey Assoc. taking over the running of the skate shop. Council in Committee recommends that the Minor Hockey Assoc. be granted approval to operate the skate shop subject to details being worked out at a meeting between Minor Hockey representatives and the Chairman of the Parks and Recreation Committee and the Recreation Administrator. This agreement to be presented to Council for their consideration. 14. Delegation -Auroran Holdings Representatives from Auroran Holdings appeared before the Committee with a proposed plan for Apartments at the south end of Aurora. After a lengthy discussion Council in Committee recommends that Auroran Holdings be advised that this development is considered to be premature at this time. 15. Mayors Report -Water Meters Council in Committee recommends that this Report be deferred until the Council in Committee meeting of September 14th, 1977 so each Councillor may familiarize themselves with this report. 16. Fobia '77 Council in Committee recommends that Councillor Isaacson be reimbursed for his attendance at Fobia '77 and the necessary expenses be allowed. 17. Ontario Municipal Board Hearing-Bently Clerk-Administrator informed Council in Committee that the Ontario Hunicipal Board Hearing concerning the Bently Subdivision has been set for Tuesday, September 6th, 1977 at 10:00 a.m. COUNCIL MEETING ••.. Region of York -Housing Study Council in Committee recommends that the Region of York Planning Department be invited to attend the Council in Committee meeting of September 28th, 1977 to present their Housing Study Report. 19. Downtown Symposium Council in Committee were advised that a conference concerning a symposium on downtown cores was being held in Toronto on November 1st and 2nd, 1977. The Committee recommends that any Councillor wishing to attend be authorized to do so. 20. Ontario Municipal Board Hearings Clerk Administrator advised the Committee that a date for a hearing for the referred parts of the Official Plan is expected soon and asked for Council's direction. The Committee recommends that the Solicitor and staff prepare a Town position paper for consideration by Council. 21. Sidewalk -Yonge St. South Council in Committee recommends that the owners of the proposed shopping mall -Yonge Street South, be advised that on completion of the mall a sidewalk must be placed on the west side of Yonge Street, between Murray and Henderson Drives.
