Councillor Tonner in the Chair.
Mayor Timpson presented a report of the Administration Committee
in which the Committee respectfully submitted the following:
A meeting of the Administration Committee was held in the Mayor's
Office on Wednesday, May 11th. 1977, at 3:00 p.m. Those in attendance
were: Mayor George D. Timpson; Councillors: Richard Isaacson, Kel
Tonner, Bill Ferguson, Clerk-Administrator K. B. Rodger, Treasurer
William Johnson, Mr. Jack Webster, Controller and Mr. Needler, General
Manager of Travelways.
1. Delegation from Travelways:
This delegation met with the Committee as the result of correspondence
rec6Yed indicating that our contract with Travelways expires on June
30th. 1977. As this was a preliminary and exploratory meeting,
Travelways have been asked to investigate possible route changes and
give their suggestions regarding the route that should be used within
the Town of Aurora. Travelways will also be presenting the various
charges that will result from using different types of equipment on
the bus route than those presently in use. Furthermore Travelways
will give us a comparison of fares paid in other municipalities as
well as the cost of such bus service in those municipalities.
The delegation pointed out that if the Town of Aurora were to purchase
buses, that the municipality would be eligible for 75% subsidy on
the capital cost of those buses. The municipality would then contract
with a bus company, for instance, Travelways, to provide for the
operation, gasoline, maintenance, drivers, etc., for a certain hourly
fee to be determined. This cost would be partially recovered by
means of the fares paid by passengers using the service.

The fares paid would be revenue in the municipality's vie~~oint.
Any resulting deficit as the result of such operation is of course
subsidizable to 500~ subsidy by the Province of Ontario.
The delegation will be returning to the Administration Committee
meeting on May 25th. 1977 at 3:00p.m. to discuss the entire matter
further, and a further report will be submitted to Council following
that meeting.
2. Banking Proposals:
After a thorough examination of the proposals submitted by all the
banks within the Town of Aurora, the Committee recommends that all
accounts, including the Waterworks, Community Centre and Parks and
Recreation accounts be placed with the Bank of Montreal in Aurora.
3. Letter 10-3 -York County Board of Education
The Committee recommends that the Town of Aurora pay its share of
the Administration Building Insurance Premium for the period from
March 10th. 1977, to March 31st. 1978, in the amount of$ 389.21.
4. Letter 10-11 -Minister of Community and Social Services:
The Committee recommends that the week of June 19th. to 25th. 1977
be set aside as "Senior Citizens Week" within the Town of Aurora.
5. Letter 9-89 -Ministry of Housing
The Committee recommends that the Town of Aurora's 7Y<P~ share of the
Rental Housing Operating Losses for the year ended December 31st. 1976,
in the amount of$ 7,869.92 be paid as per the agreement bet1qeen the
Town of Aurora and the Ontario Housing Corporation.
6. Association of Municipal Clerks and Treasurers of Ontario:
The Committee recommends that the Clerk-Administrator , K. B. Rodger,
and Deputy-Clerk, Colleen Goiqan, be authorized to attend the 39th.
Annual Conference of the Association of Municipal Clerks and
Treasurers of Ontario to be held at the Inn on the Park, Toronto,
between June 19th. and June 22nd. 1977 inclusive, and that the usual
expenses be allowed in accordance with the policies established by
Council.

Development Committee in which the Committee respectfully submitted
the following:
The Planning and Development Committee held a meeting on Thursday,
May '12th. '1977, and the following were present: Councillor L.

A. DELEGATIONS:

The Committee recommends:
'1. Corner Lots 4'1, 48 and 66 be allowed a minimum of '10'
sideyard as opposed to '19 feet.
2. Link Villas to have a '19 foot minimum sideyard on the two
corner lots.
3. By-law# 2'130-77 now receive Third Reading.
4. Revised Plan be forwarded to the Region as a "Red Line
Revision".
Re: Ft. Lot 84, Cone. '1 E.Y.S. Gelleny Apartment Buildings
and Motel Site.
Mr. J. Gelleny, the Owner, appeared before the Committee and
explained he has modified the plan to satisfy objections by
reducing the height of the buildings,thus reducing the density,
and moved the Motel northerly, farther away from the Checker-
board Farm Buildings.
The Committee recommends the Town of Aurora advise the O.M.B.
and the Region of York that they approve of this project, and
further that the Regional Engineering Department be advised
that when they will so permit, that the water and sewage all-
ocation will be made.
Lebovic Enterprises, one of the Objectors was represented by
M.J. Sepejak, and Mr. C. Wardlaw another objector, was
represented by Mr. Jack Mould. The Committee recommends they
be invited to the next Planning and Development meeting, May
26th. '1977 at 3:00 p.m. as the Town of Aurora, will in the
interim determine the status of this Area as approved by
the Minister in the New Official Plan recently signed.

Master Plan
The Committee recommends that the South Lake Simcoe Conservation
Authority be advised that Council are looking forward to meeting
with them to discuss the Master Plan for Sheppards Bush, when a
meeting date has been set.
Item #8 Letter #10-77 -Association of Municipalities of Ontario
Annual Conference
Council in Committee recommends that members of Council wishing to
attend this Conference in Toronto be authorized to do so and the
necessary expenses be allowed.

The Committee recommends that this report be received as information
at this time and referred to the Works Committee for comments if

Councillor Ferguson refrained from discussion on the folloi'ring matter.

Council in Committee cons~ered the 1977 salaries as presented and
would recommend adoption of same. The salaries based generally on
8% increase and all subject to A.I.B. approval.

Item #17 -Aurora Tennis Club
Councillor Tonner advised Council members that the Aurora Tennis
Club had requested permission to paint and lay carpet in that section
of the McMahon Park Building which they rent from the Town.
Council in Comm:i_ttee would concur with the approval granted to the
Aurora Tennis Club by the Parks and Recreation Committee Chairman.
