Mayors Report # 26
Mayor Timpson presented the Mayors Report in which the Committee
respectfully submitted the following:
Item: No. '1 Meeting with Mr. John Carroll, Kennel Inn, and Councillor
Ron Simmons. The meeting took place at '1:00 p.m. on
Friday, March 'l'lth. -1977 in the Mayor 's Office. The
problems of Canine control within the Town of Aurora w~e
discussed. The following recommendations were made:

(a) Mr. Carroll and his staff will follow--up on tickets
which are issued and not paid by means of turning
these over to the Town staff for forwarding to the
Police Department, in order that summons may be
issued.
(b) We recow:r.end that Section '12, Subsection (a) of
By-law No. '1923--7'1 be deleted and a new Subsection
'12, Subsection (a) be enacted to read:
"that every person who contravenes section '10 of this
by-law is guilty of an offence and on summary conviction
is liable to a fine of not less than $ '10.00 nor more
than $ 20.00 on the first offense, exclusive of costs,
and not less than $ 20.00 nor more than~~ 35.00 upon
the second offense, exclusive of costs and not less
than $ 30.00 nor more than $ 50.00 exclusive of costs
for each and every additional offence, and every such
fine is recoverable under the summary convictions act."
Traffic Intersection Lights at Intersection, McDonald Drive
and Wellington Street West.
The Regional Council at its meeting on Thursday, March 10th
approved of the Engineering Committ's recoamendation
requiring the Commissioner of Engineering to call Tenders
for the installation of the traffic control signals and to
include the neces&ary tunds for this work in the ~977
Engineering Departments estimates.
The cost of these lights will be split 50% to the Ministry
of Transportation and Communications and 500~ to the Region
of York.
Subdivision and Official Plan Amendments -Status Report.
The attached schedules indicate the status of outstanding
applications submitted to the Regional Council for its
recommendations or decision as of January 3-1st. 1977, with-
in the Town of Aurora.

The Regional Council has recommended that this list for
Aurora be submitted to the Town for its comments. It was
also suggested that perhaps this list be brought up to date
and sent back to the Region revised, accordingly.
Item No. 4 Report regarding recommended Strategy for Urban Development.
The Planning Commissioner's report requesting the area
m'xnicipalities to submit comments on this technical paper
#8 was amended so that the deadline is extended from mid
--April 4 977 to mid May 4 977.
Item No. 5 Regarding Letter No. 5--69 from the Office o.f the CommissionA~
of Engineering for the Regional Municipality of York.
Item No. 6
I discussed this letter with the Commissioner, I1r. Hodgson,
and he advises me that he wishes a resolution passed by
the Council indicating that it is our intention to construct
a trunk watermain from the north end of Tow~ to the south
end of Town and that in that resolution he 1-I'W ld like to
see an approximate time freme within which the watermain
will be constructed. A resolution will be dealt ~Tith later
in the meeting.
Meeting regarding By--la~T No. 2440-76 -Gella:ny Proposal
A meeting of Council-in-Committee was called for Monday,
March 44th. 4977 at 8 :00 p.m. to discuss the objections to
this By-law. Three members of Council, myself, Co1n1cillor
Richard Isaacson and Co1n1cillor Len Ostick. Because of th2
lack of a legal quorum for a council meeting, the meeting
became a meeting with the Mayor and two co1n1cillors. Also
present 1'1'er• Mr. J. Gellany, Mr. Cameron Wardla1'1', Mr and
Mrs. Ives, Mrs. Taylor, Mr. Fancy of Cadillac Fairview
and Mr. Looye of Revlis property.
Mr. Wardla1-1 was concerned that the zoning on his own lands
in that he wanted his own land given a similar zoning to
the zoning being considered for Mr. Gellany's property.
Mr. and Mrs. Ives were concerned about density and the
height of the apartment towers as well as parldng on Old
Yonge Street. Mrs. Taylor was concerned about height. Mr.
Fancy and Mr. Looye >·;ere both more concerned about the
Official Plan designation for this p:r·•perty rather than
specific zoning.

The Estate proposes to grant the easement to the owner of the land
abutting on the north for purposes of constructing a sanitary sewer
between the abutting property and the Town sewage disposal plant
abutting on the west. The subject application is complementary to
an application approved by this Committee on October 28th. 197~, under
Application Number A.76.12 (Submission Number B386/76), whereby the
Estate conveyed a parcel of land having an area of 16,139 square feet
to the owner of the land abutting on the north for future residential
purposes. The subject land is vacant. There is an existing maaonry
dwelling located on the owner's land.
The owner's land is designated "Urban Residential" by By-law N'Ulliber 1863.,
which requires minimum frontages of 100 feet and minimum lot areas of
1,090 square feet per dwelling unit. The By-iaw has been approved by
the Municipal Board. A municipal 1trater supply and municipal sanitary
sewers are available to the owner's land. Yonge.Street adjacent to
the owner's land is an assumed public street, being also designated
as Provincial Highway Number 11. "
The Regional Health Unit has no objection to.the application from a
public health point of view as municipal sanitary sewers aLd 1r1ater are
available. The South Lake Simcoe Conservation Authority has no
objection to the application. The Ministry of Transportat:i.on and .
Communications has no objection to the application. The fnll<icipality
does not require payment of any fees of levies in connection t-lith the
subject application.
In considering the owner's proposal, the Committee had regard to sub-
section 4 of section 33 of The Planning Act. In this regard, the .
Committee is satisfied that the proposal conforms to the Official Plan
and the Zoning By··law •. The Committee is further satisfied that the
easement is both desirable and necessary for the proper and orderly
development of the land abutting on the north.
In the opinion of the Committee, a plan of subdivision approved under
section 33 of The Planning Act is not necessary to ensure the proper
and orderly development of the Municipality •
It is, therefore, the decision of the Land Division Committee that
Application Number A.76.15 be, and t~e same is hereby, bPPROVE~, upon
fulfilment of the following conditions:
1. Payment of all taxes, to date, to the Town of Aurora;
2. Submission to the Secretary-Treasurer, of a fully executed document
in duplicate, in favour of the owner of the land abutting on the
north, reportedly, Arcanum Holdings Ltd. or its nominee, in respect
of the proposed easement;

in which the Committee respectfully submitted the
A meeting of the Church Street School Committee was held on vlednesday,
March 16th. 1977 at 2:00p.m. in Committee Room# 1.
Present were: Councillors: Miller, Isaacson, E. Stewart
Members: F. Caruso, K. Bennett and J. Mcintyre.
The following matters were discussed:
1. Church Street School Maintenance
The Committee discussed the cost of hydro and heat and will inform
Council that an inflated figure is $ 7,800.00.
The Committee would further inform Council that as it was almost
im~sible to determine the cost of maintenance, that perhaps half of
a man's full salary be considered, which is$ 5,000.00. Totals of
both would amount to $ 12,800.00 annual cost of Church Street School.
It was further suggested that perhaps a 10% cost be projected for day
to day repairs etc. which brings the cost to $ 1A,200.00.
2. Projected Revenue:
The Committee discussed the many avenues of revenue and would project
this information to Council:

Present revenue $ 3,720.00 aru"ually projected revenue, $ 5,000.00
Historical Society, $ 2,400.00 Bridge Club. $ 1,200.00 Potters Guild,
in basement, for a total of $ 13,300.00 which almost offsets the
maintenance cost. With many more rooms, of course to rent perhaps
an explanation is in order in regards to the $ 5,000.00 revenue
fra!ll the Historical Society. It was pointed out by l'lr. Mcintyre that
if the Town was to give a grant of $ 12,000.00 to them, then a matched
grant would be available from Government Agencies, then a grant to
the Town of Aurora in the amount of $ 17,000.00 1oould be made,
realizing $ 5,000.00 actual rental for the Town.
3. Mar .y :'. • "'ns were discussed, however before any more reports to
Qouncil are forthcoming, the papers and drawings from the Engineer
r1J:I. z. Szpik6wski should be sent to the Town post haste.
The Clerk has already been asked to look into this matter.
4. The Committee also recommends that Council hire an Architect to
look_ at the building, one who is familiar with old buildings,. load .
bearingbeams, etc. The Committee understands that the ontario Heritage
Foundation will pay half of the cost of this and have given us -!;he name
and location of $uch an Architect with the ex:perience. It would
necessitate sending a letter to the Ontario Heritage Foundation
reques_ting their assistance. If Council considers this request .
worthwhile, then the Committee will recommend a meetfug on site with
this Architect and infor-m him of the possible usages of each room, so
that a clearer definition of structural design may be obtained.
If this report is passed the Seal of the Corporation must be attached
as per the Architects fees.

Mayor Timpson presented a report of Council in Committee in which
the Committee respectfUlly submitted the following:
A meeting of Council in Committee was held on Wednesday, March 16th.
1977 at 7:00 p.m. in Committee Room # 1
Present were: Mayor Timpson, Councillors: Isaacson, Miller, Ostick,
Simmons, E. Stewart, Tonner.
The following matters were discussed·:
1. Delegation
Mr. Rothwell, Solicitor for Tridel Construction, Mr. R. Martin~
Operations Manager, Del Realty, Mr. De Cloe, Representative Tr1del
Construction and Mr. Swanston, Project Co-Ordinator -Tridel Construc-
tion appeared before the Committee to discuss complaints received
regarding conditions at the Townhouses on Wellington St. West.
Mr. De Cloe advised that all complaints have now been cleared up and
a Public Relations Manager was on the site every day to receive any
complaints. Mr. Rothwell stated it was lack of communications which
had caused all the problems and he assured Council members this would
not happen again.
2. Letter # 6-1 -Minist:ey; of Labour -Safety of Communi:!;y: Centre
The Committee discussed this matter and J. D. Reid is to be requested to
undertake the Safety I~pection of the Community Centre and to sign
and forward the requir~d Safety Certificate to the Ministry.
;. Letter # 3-162 -Region of York -Proposed Subdivision Ft. Lot 70
Cone. 1 Town of Richmond Hill
Council in Committee would recommend that the Region of York be notified
that the Aurora Council strongly opposes this proposed Subdivision, due
to the following reasons:
1. In the opinion. of Council it does not conform to the Richmond
Hill Official Plan and Zoning B,y-law.
2. It does not conform to Report # 8 on Urban Growth.

3. The Oakridges Morraine Report discourages development in this
area.

local municipalities should keep control and enforcement of aggregate

5. Letter # 1-9 -Region of York -Bill 212 -Regulate the Discharge of
Sewage and land drainage
The Co~ittee discussed this matter and it is their recommendation that
Mayor Tifupson obtain more background intormation on this matter and the
Bill be discussed again at the Council in Committee meeting of March
30th. 1977.
6. Responsibility Sewer Lateral Collapses
Council in Committee cdnsidered this matter and recommends the Policy
will be that the Town only assumes responsibility within the road
allowance and the ovlUer assumes responsibility on private property for
sewer collapses.

Mr. Felcher and Mr. Raymond appeared before the Committee to discuss
their property on Yonge Street South adjacent to Town property at
107 Yonge St. South. After discussing this matter CoUBcil in Committee
recommends that a meeting be arranged between Ontario Housing Corporation,
~· Felcher, Mr. Raymond and the Town of Aurora Council to consider this
matter further.

Council in Committee considered the matter of tax registrations and
recommends that if these properties are not redeemed by April 13th.

of Signs -Wellington and Yonge and Industry and

Council in Committee considered the request of the S.L.S.C.A. for placing
of signs to direct the public to the Maple Syrup demonstrations at the
Sheppards Bush Conservation Area.
The Committee recommends that permission be given for the placing of
