Mr. Looye referred to his company's objection which had been
placed on the Gellany proposal, and the Markborough plan of
subdivision proposal and advised that his company have now ·
prepared a draft subdivision proposal to cover their lands and
further made reference to their having arrived at some agreement
between their company and Markborough Properties on servicing.
He offered the indication that they would withdraw their objection
to Harkborough properties and the Gellany property if they could
have their lands included in the Interim Official Plan as
Residential.

In respect of application (Form 1, Application for Minor Variance
or for Permission, Submission A3/7?) by Mr. T. McPherson agent
for Mr. & Mrs. Warren Jones, 231 Wellington St., East, Aurora
Ontario requesting relief from Whitchurch By-law 2083 as amended
regarding Lot 13, Plan 231, Town of Aurora as described in the
subject application, the Committee of Adjustment, Town of Aurora,
has this day issued the following decision.
DECISION: "THAT approval is GRANTED to this application, subject
to the Conditions of Consent as follows."

(1) This is a long standing situation which would be more damaging
to properties involved to erase rather than condon.

Mayors' Report # 33

A meeting of Council in Committee :was .. c.alled; for Wednesday, March
23rd. 1977. Because of the lack of a quorum for a legally constituted
meeting of Council in Committee, it was designated as a meeting of
the Mayor and three Councillors.
Those present were: Mayor George D. Timpson
Councillor R. Isaacson; Councillor L. Ostic~
and Councillor E. Stewart.

1. Proposed alignment of McDonald Drive-connecting to Murray Drive
The result of our meeting and discussion, including Mr. Patterson, was
that the meeting with the School Board on March 30th. would be
premature at this time as Mr. Patterson indicated that a new proposal
for Mr. Shaw's land would be forthcoming to the Planning and Development
Committee Meeting on April 7th. 1977. The School Board has been
informed that it is not necessary for the Planning and Development
Committee to meet with their Property Committee, as the new proposal
will probably not involve the usage of any school property.
2. Report on the recommended strategy for urban development for South
Central York
The members present at the meeting recommend that the Council support
the principle of planning on an over-all Regional basis, in a general
way.
This includes the development of a green space area between the Area
Municipalities. It was felt that the green belt, shown ~or Lot 86
of the Town of Aurora, should remain as a green belt. This will
enable physical s:(,lparation between the Towns of Aurora and Newmarl!::et.
Those present at the meeting felt it was very necessary for Aurora to
remain a separate and identifiable c~mmunity. To this end, the majority
of those present felt the Highway 404 and Wellington St. interchange
should be relocated north to highway 404 and the St. John's Sideroad.
It was further felt that the original interchange, as shown on
various planning maps should be scrapped. This would have the advantage
of not funneling a large volume of traffic into the heart of the Town
of Aurora where it would become a problem for Aurora.
On page I-12, the report implies that Aurora and Newmarket are similar
municipalities. It should be pointed out that we do not consider the
two municipalities to be similar, in that Aurora has, as its main
north-south street, Yonge Street, and Newmarket has as its main
north south street, Main Street, which is located somewhat east of
Yonge Street. This geographic difference has large implications for
the future development of both communities.

The matter of the proposed Pickering Airport was discussed a length.
It was the opinion of those present that if the need for the Pic~ering
Airport could be justified, that the Federal Government and the
Provincial Government should resolve the issue whether or not they
are going to proceed with this alj,;rport before final decisions can be
made regardiag the implications of the airport in terms of the recom-
mended strategy for urban development for South Central Yor~. This
problem must be resolved before serious consideration can be given
to the recommended strategy because the presence O:Ji':'' absence of the
airport has tremendous implications for future development of the South
Central portion of York Region.
The monitoring processes that are referred to on page I-9, and
elsewhere throughout the report, are considered to be very expensive
and excessive in:.~ terms of staff requirement to execute such monitor
processes. The only way that such processes could be supported would
be by means of a pledge from the Regional Council that such processes
can be carried out without increase in the present Regional staff size.
There was also concern about the remoteness and increasing size of
Regional Government. As Regional government size increases, the number
of staff that it employs and theremoteness of the regional government
from the individual citizen in a local area muncipality both increases.
This remoteness from individual citizens must not be allowed to
continue. It was also felt that increases in staff size in•:certain
areas; i.e. water and sewage works, tend to lead to greater inefficiency
in the system.
There was also the opinion that the population ceilings for Newmarket
and Aurora should not be set together as an area population, but rather
should be set individually, as soon as possible, so that each municipal-
ity knows just exactly what their population ceiling is. Presently,
with Newmarket's rapidly increasing population, Newmarket will get the
larger share of the area population and Aurora will get what is left,
if any. This is a most undesirable aspect from Aurora's veiwpoint. By
having individual eeilings set, if Newmarket wishes to reach their
ceiling in a short period of time, while Aurora pursues a more
desirable slow growth route, then at least Aurora will have some
population allocation for which it can expand.
The group also felt that the urban development policies contained in
part I of the "Recommended Strategy for Urban Development for South
Central York", namely numbers 3,7 and 9, were contradictory when comparee
to the comments contained in the third paragraph on page III-6.
It is considered contradictory in that the last mentioned paragraph
indicates that there is "minimal impact of alternative employment growth
rates on the residential tax burden". This is contradictory to the
general ideas of locating the commercial-industrial development within
Richmond Hill, peli.ey 3, and then taking the tax assessment benefits
from such a centrailization of commercial-industrial development and
spreading them over the entire region through regiona~ taxation, policy
9, which are themselves contradictory to policy 7, which states that
employment levels in each municipality sh<l!pld be in proportion to
po)ulation in each urban area.

On page I-12 of the report, it indicates that within the Town of
Aurora and Newmarket, that "industrial growth is proposed in order
to minimize the need for residents in the northern municipalities to
seek jobs in the southern. part of York:." This contrasts With the
comments on page I'-9 proposing that Richmond Hill be "the principle
office-commercial centre of the Region" and also be "the employ.ment
centre of the Region".
It seems that if there is such great concern about the north-south
mowement of people within the Region, then perhaps there should be
de-centralization of industrial-commercial development within the
region rather than centralization of it within one municipality.
The assumptions that the report is based on appear to be without base
-for example, when one considers that it is present and very recently
established regional policy that all residential development,
regardless of whether it is apartment, town-house, or single family,
is designated a population density of 3.8 persons per unit, and then
one takes the statement on page III-8 of the "Strategy" that"the
higher density housing policy would result in more dwelling units
for the same population11 because the household sizes tend to be
smaller in apartments, it would appear that the left hand does not know
what the right hand is doing.
On this same page, the report indicates that "low density housing,
on the other hand, is likely to have less need of municipally provided
social services, but it has not been possible to estimate the cost
advantage". When this is compared with the policy of doing cost
analysis on the quantity of gasoline consumed at three-way and four-way
stop signs within the Region of York that are deemed to be unnecessary,
one wonders why such cost advantages have not been calculated in the
development of this report.
It is recommended that the Town of Aurora oppose the imposition of
regional taxation. It is also recommended that each area municipality
be allowed to develop its own industrial-commercial and residential
areas as it sees best, keeping in mind, the basic tenet at the start
of this report that green belts around the municipalities should
develop so that each remains an identifiable entity.
It is further recommended that the idea of concentrating the
industrial-commercial office, development within the Town of Richmond
Hill should not be allowed and that such development should be spread
throughout the entire Region.
Furthermore, the members who discussed this report felt that it
should be rejected totally as it is obviously a report designed for
very light scrutiny as opposed to in-depth study, for when one ta~es
the time to study this report in depth, it is so full of holes
and contradictions that it is ludicruous and a waste of the taxpayer's
money.

Mayor Timpson presented a report of the Administration Committee
in which the Committee respectfully submitted the following:
A meeting of the Administration Committee was held on Tuesday, March
8th. 19?7, Wednesday, March 16th. 19?7, both meetings at 3:00p.m.
Wednesday, March 23rd. 1977 at 1:00 p.m.
Those present at the meetings were: Mayor George D. Timpson.

1. Increases in Staff size:
The Committee recommends that no additional full-time or part-time

in any area without the prior approval of Council.
2. Budget Summary Sheets:
The Committee recommends that the computer programme for the budget
summary sheets be expanded to include a more detailed brea~-dow.n of
actual costs wi~ certain areas.
;. Net Figures:
The Committee recommends that where there is an expenditure of funds
in certain areas of municipal activity and that where there is a
revenue generated either by sale of goods or grants received, that
such expenditures and revenues be shown on the same piece of paper
so that the bottom line would become a net cost figure.
The Committee also recommends that the computer programme be changed
to give this recommendat~on effect.
4. 1978 Budget:
The Committee recommends that when budget deliberations for the
fiscal year 1978 begin that Council establish a percentage increase
for expenditures in that budget.

5. Debenture Debt:
The Committee recommends that Council adopt, as a policy,
the attitude of "pay as we go" so that the Town's net debenture
debt may be reduced and that debenture debt only be increased
when absolutely necessary so to do.
6. Sewage Rate.· By-law:
The Committee recommends the development of a Sewage-Rate By-law,'
similar to the Water-Rate By-law, to be implemented January 1st.,
1978.
The Committee points out that the 1977 charge to the Town of Aurora
for sewage treatment is $ 392,900.00. This sum is presently included
in the mill rate for all ratepayers in the Town of Aurora regardless
of whether or not they are connected to sewers. It represents an
approximate amount of 4 mills on the actual taxation rate. By
adopting a Sewage Rate By-law the users of sewage facilities would
pay the cost of same and further, the cost would probably be
apportioned on a more equitable basis with larger users (industry)
paying a larger share than strict residential users.
7. Letters 6-60 and 6-85 -York County Board of Education:
The Committee recommends that these letters be recieved as information.
8. Letter 6-87 -Kennel Inn:
The Committee recommends that the increase in the per capita subsidy
from$ 1.55 per capita to $ 1.70 per capita be granted and that money
be included in the 1977 budget for the Town of Aurora to accommodate
this increase.
9. Letter 6-56 -Ontario Mmicipal Personnel Association:
The Committee recommends that the Clerk-Administrator K. B. Rodger
be authorized to attend this convention in Peterborough on April
21st. and 22nd. 1977, and that the usual expenses be allowed in
accordance with the present policy of Council.

The Committee recommends that this letter be received as information.
11. Letter 5-101 -Ministry of Transportation and Communications:
The Committee recommends that this letter be refer~ed to the Treasurer

The Committee, after considerable in-depth study of the 1977 budget

to a special budget session of Council for approval.

The Committee recommends that the month of April be proclaimed
as "Cancer Month" in the Town of Aurora.

After a lengthy discussion the committee recommends
that the Town take no action. in this matter. The
Clerk has cheeked our records and subdivision
agreement and can find no correspondence to support
Mr. Mundinger's contention that the original work was
done by the Township of King or the Town of Aurora.
The work was probably done by the developer with the
agreement of the Town. We suggest that this is a
matter between Mr. Mundinger and the owners of the land
to the west of his property.
-Lighting on Walkway
The Committee recommends that this item be left in
abeyance until the land to the north is developed.
-Reid & Assoc. -Easement at Aurora Bowl
The committee agrees in principle to the piping of the
watercourse, and await a report from the Town
Superintendent, after further investigation of the
easement before deciding on what terms it should be
allowed.
--New Staff requirements
After discussion of the Town Superintendent's proposal
the committee recommend that a Civil Technician
be hired and that the advertisement attached to this
report be inserted in the Aurora Banner, and the
Newmarket Era.
-Utility Cut Restoration
The Committee recommends that the Town institute a
system of Utility Cut permits to start on May 1st.
1977, and that the appropriate By-law be introduced.
