was also approved.
2. Regional .~ansit Role Study Report.
The Regional Engineering Department has set the date of April 15th
1977 at 9:30 a.m. for discussion of this particular report.
Members of CoUl,cil who wish to make any comment known on this
matter, should endeavour to be present at this meeting.
3. Municipa} Elder~~idents A§Eistance.
As members of Council are aware, a ~omplaint was received Dl my
office regarding the accuracy of our town advertisement
indicating that if a person does not have an income in excess of
$ 3,400.00 for a single person or in excess of $ 4,500.00 for
a married couple, it is questionct1e how many people could qualify
for such a tax credit. I have studied this matter thoroughly and
have ascertained the follo1'1Ting information:
The current Federal Old Age Security Pension and Guaranteed
Income Supplement from the Federal Government, along with the
Guaranteed Annual Income system from the Province of Ontario
make it possible for a single, widowed or divorced person to
receive $ 279.35 monthly. This represents an annual income of
$ 3,352.20. In the case of a married couple, >vhere both spouses
qualify for such income, the annual income guaranteed would be
$ 6, 704.40.
As the Municipal Elderly Residents Assistance Act, 1973 required
that a person who r 4 ceives such a Municipal Tax Credit must be
receiving the Monthly Guaranteed Income Supplement as well as the
Old Age Pension from the Federal Government, and since the
Guaranteed Annual Income (Gains) from the Province of Ontario is
also available to ~1'1·•a persons, it is my recommendation that
By-law no. 2010·-74 be amended so that the figures contained in
section 1, subsection (e) remain at$ 3,400.00 for a single person
and be amended to $ 6,750.00 for a couple.
I would also recommend that we change the advertisement which
is placed in the local newspapers to reflect th~.s particular
change.
As the deadline for co~pleting application forms for this ~977 Town
of Aurora Municipal Tax Credit is February 28th. 1977, perhaps
By-law No. 2010-74 should be amended this evening to give effect
to this new information which I have determined.

Council in Committee considered the South Lake Simcoe Conservation
Authority '1977 Budget As it related to the Town of Aurora. The
Committee recommends a6eeptance of this Budget.
Item #2 -Delegation -Mr. J. Ferguson and Representatives of the
Y.M.C.A.
Mr. J. Ferguson and representatives of the Y.M.C.A. appeared before
the Committee to famili•n:·ize Council with existing programs available
in Aurora and to request a grant to help cover costs in providing
these services. After discussing these matters the Committee would
recommend that pertinent information regarding a detailed breakdown
in costs and revenues be forwarded to Council for fUrther study.

Mr. M. Binions appeared before the Committee to discuss his proposed
Subdivision known as Machells Corners. After a lengthy discussion
the Committee recommends that the Town allocate water and se;~age
capacity to Machell's Corners proposed development for '11 residential
lots.

Item #4-Letter~4-22-Aurora Minor Soccer
Council in Committee considered the request of the Aurora Ilinor
Soccer ·for their 1976 grant. T.he Committee recommends that this
grant in the amount of $ 250.00 be paid and shown as a 1977
expenditure in the Budget.
Item # 5 -~tter # 4-25 -Block Parents -Request to pla~~~~
T.he Committee considered the letter from Block Parents which requested
permission for them to place a sign on the town boundaries. Council
in Committee recommends that the Clerk-Administrator advise Block
Parents that the Town of Aurora have a policy regarding the placing
of signs discrimately around the Town and also that the Town is now
negotiating the erection of entrance signs that they might be
interested in.
Item #6 -Y{ater By--law # 2120
Council in Committee recommends that an amendment to this By··law be
made, re flat rate surcharge of swimming pools. T.he cost to now· be
$ '10.00.
Item #7 -Letter # ~-14 -Ministry of the Environment
Council in Committee were advised that comments on the letter were
to be made before April 30th. 1977.
Item #8 -Letter #3·-10 --Town of Ancaster
Council in Committee recommends that this letter be received and no
action taken thereon.

Council in Committee considered this letter and would direct that a
letter be sent requesting an answer to c~r enquiries regarding the
3rd. Quarter Statement of Charges and it is understood Regional
Council directed the Commissioner of Engineering to answer our letter.

and recommend that the week of March 6th to '12th. 1977 be declared
Easter Seal Week in Aurora.

Item # '11 -Petition
The Committee considered a petition from D. Deacon and a r_esolution
from the Town of Richmond Hill regarding the widening of Dathuret
Street. The Committee recommends that this matter be deferred for
further study.

Council in Committee considered the request from the owner of 118
Wells Street requesting the removal of a tree, on Town property,
which has been causing trouble for the past 8 years. Council li•

this tree removed.
Item # 13 -Letter # 4-23 -Region of York -By-Law to regulate the
discharge of sewage and land drainage.
Council in Committee considered this letter and recommends that the
Clerk-Administrator and Town Superintendent compare the Region By-law
and the Towns Sewage By-law and report their findings to Council.
Item # '14 -Workmeps C2mpensation Claim -Volunteer Firem£g
Council in Committee considered this matter and would recommend
that the Town be responsible for payment of Workmens Compensation
Board recognized lost wages, pending reimbursement of W.C.B. fUnds.
Item # 15 -Summe:r:o_§tudent Employment
Council in Committee recommends that up to 3 students be employed
for the summer months under the 1977 involvement in Municipal
AdministFation Program.
Item # 16 -Taxi By--law
Council in Committee recommends that this By-law be amended to
conform to the new regulations governing Taxi drivers.
Item # 17 -Five Year Capital Forecast
Council in Committee considered the Five Year Capital Forecast and
recommends that the amount of $ 275,000.00 for the Library be
inserted in the year 1978 and the amount of $ 300,000.00 for an
Arena be inserted in the year 1979, attached is the new schedule.

Item # 18 --Servicing Allocation
Council in Committee considered the policy of Servicing Levies to
be collected. The Committee recommends that the following policy
be adopted.
That all financial considerations, levies, servicing fees, and other
matters, be paid to the To'~ of Aurora prior to the allocation of
servicing or covered by an irrevokable letter of credit which will
be payable in cash on final approval of, rezoning, site plan
agreements, or subidivision registrations, and further that the Mayor
and Clerk shall not sign final approvals for subdivisions, site plan
agreements, or zoning By-laws unless such financial undertakings·are
so secured.

Administration Committee Report # 16
Yayor Timpson presented a Report of the Administration Committee in
which the Committee respectfully submitted the folLwing:
On Wednesday, February 16th. 1977, a meeting of the Admil~istration
Committee was held in the Mayor's Office at 3:00p.m.
Those in attendance were: Mayor George D. Timpson, Councillor K.
Tonner and Councillor Earl Stewa~~.
Clerk-Administrator K. B. Rodger attended
the meeting for a short period.

1. Duties of Chairmap_,_Jice-C]J.airman and Member
The Committee recommends that the duties of the Chairman of o
Standing Committee be as follows:
(i)
(ii)

To provide for the chairing and good conduct of all neetings
of the Committee.
To interpret Council policy to both Committee members and
the department heod(sJ and their staff to assist them in
making administrative decisions.
To authorize expenditures individually, or in concert 1-rith
tl'" Vice-Chairman and majority of members of the Committee
persuant to section 26, subsection 8, of the Procedural
By-·law (By-Law No. 2054-75).
To be responsible to ensure that the minutes and recommend-
ations to Council of the Committee Meeting are prepared
and presented to Council.
To ensure that decisions made by Council are carried out.
The duties of the Vice-Chairman shall be as follows:

Understudy the Chairman and if the office of Chairman is
vacant, or if the Chairman is absent from the Municipality,
or if the Chairman is absent through illness, the Vice··
Chairman shall act in his place and stead, and while so
acting, shall have and may exercise all the rights, powers
and authority of the Chairman.
The Vice--Chairman may act on behalf of the Chairman at the
request of the Chairman.
The Vice-Chairman shall carry out such duties and
responsibilities as assigned to him by the Chairman.
The third Council Member of the Standing Committees' duties shall
be as follows:
(i) To understudy the Vice-Chairman and the Chairman and if
the offices of the Vice-Chairman and Chairman are vacent, or
if the Vice-Chairman and Chairman are absent from the
Municipality, or if the Vice-Chairman and Chairman are absent
through illness, the ttird Council memberof the Committee shall
act in their plaGes and steads, and while so acting, shall
have and may exercise all the rights, power and authority of
the Vice-Chairman and Chairman.

(ii) To represent either the Chairman or Vice-Chairman at the
request of either the Chairman or Vice-Chairman.
(iii) Shall carry out such responsibilities and duties as assigned
by the Chairman or Vice-Chairman.
2. The terms of office ~2r appointments.
The Committee recommends that, retroactive to January '1st, '1977
all appointments made to Town of Aurora Standing Committees
shall be for a period of two years, with the exception of those
citizen members of the Parks and Recreation Committee who were
members of that Committee prior to January '1st. '1977, and for
who their present appointment made by Council on February 7th.
1977, shall expire December 31st. '1977, and until such time as
a successor be appointed.
Notwithstanding the preceding, no person shall be re-appointed
to any appointment made by or for the Town of Aurora for more
than two consecutive terms.
This policy should be considered effective January 1st. 1977.
Therefore services rendered by members of Committees prior to
January '1st. '1977 will not be considered in counting the number
of terms served by any individual person.
3. Grant Criteria
The Committee recommends that the following criteria be
established for groups desirous of obtaining grants.
(i) Any group desirous of obtaining a grant must be able to demon-
strate that they are making a sincere and real effort :'!J;o'~'be
self-supporting financially.
(ii)Any group desirous of obtaining a grant must provide an audited
financial statement, audited by a citizen capable of dou1g such
audit; e.g. a bank manager, book-keeper, etc. This audited
financial statement will cover the fiscal year prior to the period
for which the grant is being applied.
(iii)Any group desirous of obtaining a grant must demonstrate a
positive local public response.
(iv) Any group desirous of obtaining a grant must indicate the purpose
for which the grant is required and justify that purpose.
(v) Any group desirous of obtaining a grant must demonstrate that
at least 80% of the membership of their group reside in their
various principle residences within the Municipal boundaries of
the Town of Aurora.

The Committee also recommends that any subsidized use of To~m-ow.ned
facilities by the group making application should be taken into
consideration in determining the amount of the grant.
The Committee recommends that for athletic groups, bands, etc,
grants will be made up to a maximum of $ 2.00 or $ 3.00 per
registrant depending upon the demonstrated need ofthe group.
The Committee recommends that grants for non-athletic groups be
made on an individual basis considering the afore-mentioned
criteria.
The Committee also recommends that for a new gr:up starting up that
a one time only incentive grant will be made based on a proposed
budget and the afore-mentioned criteria.
4. Aurora Highlands Golf Club Membership
The Committee recommends that the membership fee of $ 120.00 for
a COrJ·orate membership be paid and that the Mayor, George D. Timpson
and the Clerk, K. B. Rodger and Councillor (Acting Mayor) Richard
Isaacson be given signing authority and be authorized to give
written approval to other members of Council to have signing
authority for special occasions when they are carrying out Council
business that may require such signing authority.

Councillor Ostick presented a report of the Works Committee in which
the Committee respectfully submitted the following:
A meeting of the Works Committee was held on Thursday, February 17th.
1977 at the Administrative Building.

1. The Works Capital Budget was discussed and the Committee

In view of the Works Superintendent's report, the Committee
recommends that the Clerk be instructed to write to McPherson and
Binnington explaining the situation in detail and resubmitting
the account.

THEREFORE BE IT RESOLVED,
1. THAT the Clerk-Administrator not forward the
servicing allocations to the Region of York of
Bi~ions -Machell Corners -11 lots and the
75 lots /units for Cassar's Springburn
Development until the financial security is
received as set out in Item # 18 of Report 7~ 15
of Couu~cil in Committee,
2. THAT, as soon as the Clerk-Administrator is
satisfied that the proper security in tho amount
required has been received by the Town of .~urora,
