we hear the Aurora Minor Hockey Delegation."

Mr. Russ Killeire acted as spokesman and presented a written
submission and brief on behalf of the Aurora Minor Hockey Association.
A discussion on the points raised in the brief and questions and
answers were exchanged between members of Council and the

The Planning and Development Committee held a meeting on Wednesday,
November 10th. 1976 at 4:00 p.m. The following were present:
Councillor W. Davis, Councillor G. Timpson, Councillor J.
Williamson, Mayor E. Buck, Building Inspector R. Harrington and
Regional Planner s. Seibert.
A. DELEGATIONS:
Regarding Markborough Properties Ltd. Draft Plan No. IV
Appearing before the Committee were J. Dovaston, Process
Consultants, and P. Langer and R. Tripodi, Markborough Properties.
The Committee recommended at the Planning and Developmnt
meeting on October 2oth. 1976 a total of 386 units; Markborough
presented a counter proposal as per revised Draft Plan IV - B
of 397 units. Final recommendation will be forthcoming after
a Planning and Development meeting on Monday, November 15th.1976
following a presentation by the Owuer, of pictures of existing 25
foot wide Link Villas, and the proposed design of a new 25 foot
Link Villa for this development.

The Committee recommends approval of this Subdivision as
presented. The Committee further recommends a covenant

1. The Committee recommends that the Town Engineer J. D. Reid
prepare a position paper on consumption, supply and storage
of water in the Town of Aurora as it pertains to Development.
E. COMMITTEE OF ADJUSTMENT:
1. Letter #20-6§ Committee of Adjustment #A-13, Part Lot 46 Plan

The Committee supports the application as presented, as it
considers the variance sought to be a reasonable request, since
the abutting dwellings are approximately Twenty feet from the··
Kennedy St. property line. The variance sought wald situate

Councillor Timpson took the Chair.
Councillor Timpson presented a Report of Council in Committee in
which the Committee respectfully submitted the following:
A meeting of Council in Committee was held in Committee Room #n
on Wednesday, November 10th. 1976 at 8:00 p.m.
Present were: Mayor E. Buck, Councillors: Davis, Jackson, Miller,
Stewart, Timpson and Williamson.
The following matters were discussed:
1. Culverts -Machell Park
Council in Committee discussed the culverts which are put in
Machell Park for the Horse Show and which South Lake $l~eJe
Conservation Authority has requested be removed. The cost of
putting these culverts in and taking them out is approximately
$500.00 each time.
Council and the S.L.S.C.A. discussed the long term solution of
a crossing in 1975 and the S.L.S.C.A. were to investigate the
feasibility of a bridge crossing and an estimated cost. Council
was advised that such was not feasible in the approved creek bank
work funding already approved and no further action appears to have
been taken.
Council in Committee are aware and would advise the Conservation
Authority chat the water in that area in a flood is a storage
area a:.~ tie culverts would not restrict the flow if the water
was over the banks. As a long term solution the Council in
Committee would recommend that the S.L.S.C.A. be requested to
advise this Council what they would consider as an appropriate
permanent crossing.

2. Region of York -Sewage Treatment Charges.
Council in Committee were advised that the charges billed by the
Region for the first nine months for sewage treatment, amounts
to $280,496.01.
The 1976 charges were based on an estimated annual figure of
$ 306,155. and this amount was included in the 1976 Budget.
Council in Committee would recommend an explanation be requested
from the Region regarding the excessive charges and the major
variance from the Spring Estimates supplied by the Region.
3. Letter #20-18 from Wm. Walker -Town Superintendent -Watermain
Installation -Wellington St. East · -·-·-
Council in Committee discussed this matter and would recommend that
Mr. Walker be authorized the project as outlined in his
ietter.
4. Letter #19-42 -Alliance Building Corporation
Tb~ matter of the road allowance between Alliance Building
C-.:.'_;,orations proposed subdivision and Edward Street was
considered by Council in Committee. Council in Committee
recommends that the Clerk--Administrator negotiate with the
Alliance Building Corporation to provide for the road allowance.
5. Letter #18-62 -· Reguest for a Subsidized Apartment
Council in Committee considered this request and would recommend
that the Mayor correspond further with this applicant.

Council in Committee discussed various matters pertaining to
this property and recommends that a report be requested from
the Solicitor on these matters, before Council in Committee
considers them further.

9. Letter #20•-65 Repairs to Parking Lot - Aurora Library
Council in Committee would recommend that the Works Committee
grade and repair pot holes in the Aurora Library Parking Lot.
10. Draft Site Plan Agreement - J. Gellany
The Clerk Administrator advised Council in Committee of the
proposed Site Plan Agreement for the proposed J. Gellany
Subdivision.
Council in Committee concur with this Draft Agreement.
11. Letter #20-60 - Region of York - Technical Report #8
Council in Committee considered the request of the Region of
York for comments on Technical Report #8 - Strategy for Urban
Development, which are to be submitted by December 15th. 1976.
Council in Committee recommends that the Region of York be
advised that due to Municipal Elections taking place this year
comments on this report cannot be made by this date.
12. Letter #20--40 Kiwanis Club Entrance Sims to the Town of
Aurora
Council in Committee would recommend that the Service Clubs be
asked to send a delegation to a meeting with the Clerk -
Administrator, which will be held to discuss this matter. -
13. Letter #19-16 - Request for Low Rental Apartment
Council in Committee recommends that the Mayor be requested to
answer this letter.
14. Letters 9-84 and #18--33 Theatre Aurora
Council in Committee considered the requests of Theatre Aurora
for various projects to be done in Factory Theatre.
Council in Committee recommends that Theatre Aurora be advised
.that the Town does not want any spray painting taking place in
this building and, also that no money is available for this work
in this year's budget.
15. Closing of Administrative Centre - Holiday Season
Council in Committee recommends the Clerk Administrator set
the days for the closing of the Administrative Centre in
consultation with staff, for the holiday season and that an
advertisement be placed advising of the dates that the building
will be closed.

Council in Committee were advised that an Order-In-Council had

Council in Committee recommends that By-law #19-9-71 be
amended to include Plan 514 with regard to side lot line set
backs for garages and carports.
18. Proposed Development -Yonge Street North
Council in Committee recommends that the revised By-law as
prepered by the Town Solicitor for the proposed Gellany
development be presented to the next Council meeting for
Council's consideration.
