Works Committee Report #73
Councillor Simmons presented a report of the Works Committee in whiclj,
the Committee respectfully submitted the following: ·
A meeting of the Works Committee was held on Thursday, October 7th.
1976 at 7:00 p.m.
Present were: Councillors R. Simmons -C:t~-l.rman; W. Davis --Vice
Chairman and H. Jackson -Member.
Also present: Wm. Walker -Town Superintendent.
The following matters were discussed.
Item #1: A lengthy discussion took place regarding Bloomington Road.
The Committee recommends that the Town of Aurora accept this road wi~h
a clause to be inserted in the agreement stating that the To11m of ·
Aurora will not be responsible for any drainage problems between the
old and new roadway.
Item #21 The Committee recommends that the sidewalk sander be
repaired, costs not to exceed $300.00 and the sander be put into
sertice this winter.
Item #3: Account of J. D. Reid & Assoc. Invoice No. 2064
The Committee recommends that the account of J. D. Reid and Associates
for services rendered re the Reconstruction of McDonald Drive in the·
amount of$ 1,847.53, be paid.
Item t4: The Committee recommends the purchase of two radios for th~
new p1eces of equipment.

Councillor Timpson in the Chair
Mayor Buck presented a report of the Council in Committee in which
the Committee respectfully submitted the following:
A meeting of Council in Committee was held on Thursday, October 14th.
1976 in Committee Room #1 at 8:00 p.m.
Present were: Mayor E. Buck, Councillors: Davis, Miller, Roth,
Simmons, Stewart, Jackson, Timpson and Williamson.
The following matters were discussed:
1. Mr. Stan Corbett, Comptroller, of Canada Law Book Company appeared
before ':he Committee to ask for Councils consideration in post-·
poning their building plans until later 1979 or early 1980, in the
Industrial Park. Mr. Corbett sited economic and government contrpls
and guidelines as reasons for their request. After a lengthy ·
discussion Council in Committee recommends that Canada Law Book
Company be granted permission to defer the start of construction
on their building until late 1979 (or early 1980) and further
that the Town Solicitor be contacted to prepare documentation for
Council's approval.
2. Mr. Les Miller and Mr. Sidac Kim, Ministry of Natural Resources
appeared before the Committee to present guidelines for a Flood ..
Emergency Plan for Aurora. Mr. Miller stated that an Administrative
Program could be set up governing controls to cover an emergency
plan. Council in Committee would recommend that the Works Committee
in conjunction with other Departments bring in an overall plan fot
the Town of Aurora. !.

3. Letter #19-65 A~ora Tennis Club
Council in Cornmi ttee considered the request o! the Tennis Club
with regards to water runoff cnto Court #3 and a fence for the
west side of the courts.
Council in Committee recommends that authority be given to have
the Parks and/or Works men repair the slope.
Council in Committee recommends that 120 f€et of chain link fenc~
10 feet high along the west side of the courts at a cost not to
exceed$ 1,100.00 be authorized and installed under the
supervision of the Parks Foreman.
4. Letter #j9-57 Maintenance ~eement -Computer
Council in Committee recommends that the Clerk-Administrator
be authorized to sign the Maintenance Agreement for the new
Computer. Cost to be $ 2,724.00 per annum.
5. Mr. J. Dovaston -Process Consultants appeared before Council
in Committee to discuss the proposed plan of Subdivision for
Markborough Properties. Mr. Dovaston invited Council members
to tour the Meadowvale Development so they could see what is
proposed for property in Aurora.
Council in Committee recommends that this proposal be referred
to the Planning & Development Committee for a report.
6. J. D. Reid, Town Engineer, appeared before the Committee to
discuss alternate plan for a north south road for servicing the
Industrial Park.
After a lengthy discussion Council in Committee directed Mr.
Reid to draw up plans showing the servicing pattern as they are
now proposed along the road alignment.
Mr. Reid was directed to draw up a plan showing an alternate
route for the north south roadway. This route to be close to
railway tracks but to still meet Industry Street at the north
end.
Council in :Committee recommends acceptance of the allowance
pattern as shown on the Town owned property and that a meeting Qe
arranged between the C.N.R. and the Town to discuss the propose~
crossing. j

Act, 1974, a determination of both the number of
members of the York Region Separate School Board and
the distribution of those members was carried out, th~
end result being that the municipalities of Aurora,
Whitchurch-Stouffville, East Gt'l'illimbury, and Georgin<a
are to share two trustees on the said Separate School'
Board,
AND WHEREAS it is repugnant to an area municipalit-y
in the Region of York to have its representatives on
either a separate or a public school board decreased
to less than one member;
THEREFORE, BE IT HEREBY RESOLVED that the Council of
the Town of Aurora appeal to the Minister of Education
to amend Section 1'10 of the Education Act, 1974, such·
that
1. each area municipality in the Regional Municipality
of York shall be entitled to a minimum of one
representative in each of the separate and public•
school boards;
II. this amendment be made in time for the municipal
elections of 1978.
AND FURTHER BE IT RESOLVED that this resolution be
circulated to all area municipalities in the Region of
York for their consideration and endorsation, as well
as to all M.P.P.'s who represent any part of the Region
of York." ·

Councillor l"'iller requested that the Clerk-Administrator investignte
and report to Council the cost which might be involved in removing
the old water service at the Police Building.
Councillor Simmons requested that a draft of the proposed water
rate By-law be made up for the next Council or Council in Committee
meeting.
Councillor Timpson advised Council members that a satisfactory meeting
had been held with the Region of York Police Commission with regards
to errant bicycle riders. Police Constables will be instructed to
warn the offenders.
Councillor Timpson requested that school crossing signs be placed
on Wellington St. East near the crosswalk. These signs have been
removed due to the construction.
Councillor Timpson asked if J. D. Reid, Town Engineer had obtained
any information on the request regarding land re: a town owned
easement. This matter has been referred to Council in Committee.
