Committee on Tuesday, June 8, 1976.
Mr. Tom McPherson, Solicitor, appeared at the Hearing. Mrs. McCarthy
was also present. ·
The owners seek consent to convey a parcel of land having an area
of 2.5 acres with frontage of 200 feet on the west side of the Third
Concession Road, located approximately 1,000 feet north of the
Aurora Sideroad, for residential purposes. The owners would retain
a parcel of land having an area of approximately 5.3 acres with
frontage of 366.71 feet, for residential purposes. The subject lan~
is vacant. There is an existing dwelling with attached garage located
on the remaining land.
The owners' land is designated "Rural" on the Aurora Official Plan.'
The Plan has not yet been approved by the Minister. The land is
zoned "Rural" by By--law Number 2042-75, which requires minimum
frontages of 600 feet and minimum lot areas of 25 acres. The By-·law
has not yet been approved by the Municipal Board. Neither a '
municipal water supply nor municipal sanitary sewers are available
to the owners' land and apparently none are contemplated in the
foreseeable future. Reportedly, the Third Concession Road is an
assumed public street adjacent to the o~ers' land.
In consi~ring the owners' proposal, the Committee had regard to
subsection 4 of section 33 of The Planning Act. In this regard, the
Committee is satisfied that the proposal would conform to the
Official Plan when approved by the Minister. However, the Committee
is of the opinion that the proposal does not conform to the 1
provisions of the By--law and although the By-law has not yet been I
approved by the Municipal Board, the Committee consideres it to be
the latest statement of intent by the Aurora Council for land uses in
the Municipality. Further, the Committee notes that the Regional
Department of Health and Social Services Health Unit does not approve
the application from a public health point of view for the following
reasons; ·
(a) the proposed lot will be at least 6 feet below the cro~m of the
Concession Road; ''
(b) the proposed lot is swampy and is covered with bulrushes;

(c) the lot presently recffi.ves considerable seasonal drainage from
the east;
(d) the elevation of the pond to be retained is well beloN' the
greater portion of the lot.
Finally, the Committee !s of the opinion that the subject land is
not suitable for residential purposes, by reason of its topographical
features and swampiness. For the foregoing reasons, the Commi·l;tee
is of the opinion that the application should be refused.
It is, therefore, the decision of the Land Division Committee that
Application Number A.76.1 be, and the same is hereby, REFUSED.

Committee respec~fully submitted the following:

The Council in Committee would recommend that this letter be
referred to the Planning and Development Committee for a report.

The Council in Committee considered this report and recommends
that the By-law be prepared for presentation at the next
Council meeting.

Council in Committee would recommend that the United Way
organization be notified that the employees of the Town of Aurora
have indicated they are not in favour of payroll deductions.

Council in COmmittee considered the request of Mrs. Gloyn re
the waiving of the one year residency period in the Town so he~
mother could make application for a Senior Citizens Apartment.

waive the one year residency provided that, if a vacancy occurs, ·
no bona-fide Aurora resident who is qualified would be displaced
from the waiting list.

Council in Committee considered the request of Canada Law Book
Ltd. to not proceed with1heir proposed building in the
Industrial Park until the fall of 1979, due to the present
economic conditions.
Council in Committee recommends that a meeting be arranged
between Canada Law Book and the Council to further discuss this
matter.

Council in Committee considered this matter and would recommend
that payment in the amount of $1,908.00 be made to Bennett-Pratt

The matter of scholarships for Grade 13 in the Aurora High
School was discussed and Council in Committee recommends that
the graduating top boy and girl in grade 12 and 13 at Aurora
High School be awarded a Town of Aurora Scholarship.

Mr. J. D. Reid submitted a report on the property of Cadillac
Fairview and Council in Committee recommends acceptance of this

blocking off of the second floor of the building if the
Consulting Engineer agrees that this bracing of the floors would

Councillor Timpson presented a :rreport of the Public Safety Committee
in which the Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held in Committee
Room #2on Thursday, September 30th. 1976 at 7:30p.m. Those
in attendance were: Councillor TiJ1lpson, Councillor Jackson and
Councillor Miller. Fire Chief Stu Wilson, Dep~ty Chief Don Patrie~,
Fire Prevention Officer Fred Bolsby and Building Inspector Roy
Harrington.
1. Certtficates of Appointment Under· Ontario Building Code
The Committee recolllmends that Chief. Build:in g Official Roy
Harrington, Fire Chief Stu Wilson, Deputy Chief D. Patrick and
Fire Prevention Cificer F. Bolsby be issued certificates of
appointment as inspectors under the Ontario Building Code by tne
Clerk-Administrator.
2. Request for Town?JUPs of Kipg and Whitchurch Stouffvil~
Whereas the Fire Department of Aurora is responsible for fire
fighting and prevention in.certain areas of the Townships of K:j:ng
and Whitchurch Stouffville the committee recommends that these
municipalities be requested to appoint the Fire Chief of the
Town of Aurora as an inspector under the Ontario Buildil•g Code.
for those areas of the code involving fire Sllfety in the areas

responsible for fire protection.

The Committee recommends that all such agreements in the future
contain a clause stating that no occupancy of any dwelling shall
occur until a certificate of occupancy permit is issued by both
the Chief Building Inspector and the Fire Chief.
The Committee recommends that all future townhouse type dev-
elopments have an illuminated map showing dwelling locations
and dwelling numbers at the entrance to such a development
and that this be made a part of the subdivision agreement.

The Committee recommends that this letter be received as
information.
5. Letter #16-15 -Mrs. V. McLeod, North Bay
The Committee recommends that the police department be
requested to watch for and ticket vehicles parked on sidewalks.
6. Championship Rides on Fire Trucks
Because of both the great number of requests and insurance
regulations, the Committee recommends that fire truck triumph'
rides be given for either All-·Ontario or All Canada
Championships only.
