Mr. Harry Edwards and Mr. John Emery of Captain Developments
appeared with an Architect from the Firm of Bregman and Hammon.
Their proposal was to cover 3.5 acres and they were to have
16,00 square feet of Commercial Floor Space, 29,000 square feet
of Office and Professional Space and 33,000 square feet of
Residential space comprising 32 units and 5,000 square feet of
circulation space and in total 159 car parking spaces.

Public Safety Committee Report ~
SEPTEMBER 20th. 1976
Councillor Timpson presented a report of the Bublic Safety Committee
in which the Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held on Tuesday,
September 14th. 1976 at 7:00 p.m. at the CNR Centre Street Crossing
and 8:00p.m. in Committee Room~.
Those in attendance were: Councillor Timpson, Councillor Jackson,
Councillor Miller, Mayor Buck, Norm Weller, Parks Superintendent,
:Wire Chief Stu Wilson, Deputy Chief Don Patrick and :Wi·:rre Prev;(l:lltion
Officer Fred Bolsby, Mrs. Wehrenberg and Mrs. Degen.
Councillor Miller departed at 7:45 p.m. for the Parks and Recreation
Meeting.
1(a) "School Crossing Signs" on Wcll:imgton Street East
The Committee recommends that the Region of York be asked
to install "school crossing signs" to give advance warning
of the crosswalk at Wells Street and Wellington Street East.
This crosswalk is used by children attending Wells Street
School. A crossing guard is also employed here. The Mayor
is asked to do whatever she can to have these signs installed
as soon as possible.
(b) "School Crossing Signs" on Centre Street
The CollllJittee recommends the installation of "school
crossing signs" opposite the north end of Wells Street on
Centre Street.
2. CNR -Centre Street Crossing
The Committee recommends
(a) that permanent crossing warning signals be installed as
soon as possible at this crossing and further that Mr.
Sinclair Stevens, M.P. be asked to help expedite this
request.
(b) that Parks Superintendent Norm Weller be authorized to
contact Mr. Doty to request the clean up of the Manitoba
Maple trees blocking the view to south for westbound
traffic.
(c) that Parks Superintendent Norm Weller be authorized to
assist Mr. and Mrs. George McFarland of Centre Stree·t; in
the removal of the cedar and pine trees at the rear of
their property to im~~ove the view to north for westbound
traffic. '

Fire Chiefs Management Course, November 1 -November 5, 1976
in Gravenhurst, Ontario -----
The Committee recommends that the Fire Chief be allowed and
encouraged to attend this course and that the usual expensep
be allowed.
Fire Service Agreements with the Town of King and the Town
of Whitchurch-Stouffville ------
The Committee recommends that these agreements be re--nego--
tiated immediately as they have not been changed since May
15, 1971, and that the two towns be notified accordingly.
The Fire Chief is to prepare a bacl:.:round paper outlining
the costs of fighting such fires.
10. Fire Department Camera
The Committee recommends that the Fire Chief be authorized
to purchase a 35 rom camera and flash for use in fire
inspection work at a cost not to exceed $300.00 and that
this cost be charged to Code 263 -Inspection.
11. Inhalator
The Committee recommends that the Fire Chief be authorized
to purchase a new Inhalator from Safety Supply Company at
a cost of $300.00 and that this cost be charged to Codes
241 --H;rdraulic Rescue Jack and Code 274 -Misc. Repairs.
12. Fire Pre~ention Week -October 3rd. to 9th. 1976
The Commit~ee advises that the Fire Department will be using
space at the Aurora Shopping Centre for display. There has
been advertising donated by Mabel Pearson. Fire Prevention
information will be available. Place mats will be distributed
to the restaurents. ·· '
13. Fire Inspection Report Sheets
The Fire Chief a~d Fire Prevention Officer are to be comme~ded
for their development of new fire inspection sheets. Thes@
are one of the products of the visitations to other fire
departments.

The following matters were discussed.
1. Report #56-Parks & Recreation Committee and Letter #j5-12~
Council in Committee discussed the rentals for all Town owned
buildings as outlined in the Parks & Recreation Committee Report
#56 and also the letter #15~121 from E. Batson, Recreation
Administrator, setting out suggested rates for the rental of the
various rooms in the Church Street Building.
Council in Committee recommends that the rentals as outlined
be accepted.
2. Repairs to Church Street Building
After a lengthy discussion regarding repairs needed to the Church
St. building, Council in Committee recommends that the Carpenter
be instructed to prepare a report on the cost of bracing the first
floor with support beams, so that the Senior Citieens may have ·
use of this floor.
3. Letters #)5-49 and #14-47
Council in Committee discussed the letter from Chief Crawford
regarding the resolution from the Town of Trenton, with regards to
increase in crime and vandalism and the apparent ineffectiveness
of the sentences being handed out by the Courts.
Council in Committee would recommend that we are not in support
of the resolution from the Town of Trenton.
4. Letter #15--78 South Lake Simcoe Conservation Authority
Council in Committee discussed projects to be carried out in
1977 by the South Lake Simcoe Conservation Authority, and would
recommend that the Authority be requested to include in their
1977 budget the following items:
1. Creek bank channelization from Yonge Street to Tyler Street
and from Wellington St. West to Aurora Heights Drive.
2. Property acquisition -Yonge St. North
Council in Committee also recommends that a letter be forwarded

to the Authority asking them to formally approach Council regarding

Council in Committee discussed the memo from Town Engineer J.
D. Reid regarding a sewer separation program for the south east
quodrn!tof the Town. The Committee recommends that J. D. Reid
draw up a basic plan for this area for discussion with the Works
Committee, and then for formal-presentation to Council.
6. Letter #}5-60 Alliance Building Corporation
After discussing this proposed subdivision, Council in Committee
recommends that Alliance Building Corporation be sold a strip
of Town owned property for a roadway to connect their proposed
Subdivision and the Town of Aurora Industrial Park. Alliance
Building Corporation to be responsible for the cost of the land
and the building of the road.
7. Letter &M4-77 -Reguest for le~pe of Town Property
J. D. Reid, Town Engineer to be requested to report as to whethe:r
a strip of land 20 ft. wide is necessary for the maintenance of
the easement before this matter is considered again by Council
in Committee.
8. Letter #05-77 -Memo J. D. Reid -Cossar Subdivision
Council in Committee discussed the memo from J. D. Reid
July 30th. 1976 re: the proposed Cossar Subdivision and
acceptance of the Draft Plan of Subdivision.

the washroom facilities at Fleury Park, in the estimated amount
of $25,000.00 be accepted in principle. The cost of these
additions are to be paid for by various service clubs and
Community Centre Acts Grants and Wintario Funds.

Parks & Recreation Committee Report #69
Councillor Miller presented a report of the Parks and Recreation
Committee in which the Committee respectfully submitted the
following:
A meeting of the Aurora Parks & Recreation Committee was held in the
Board Room of the Community Centre on Tuesday, September 14th. 1976
at 8:00 p.m.
Present were: Councillors: Miller, Roth and Stewart; Members M.
Dawson, F. OC'li'Uso, R. Harman, A. Dean, 0. Khamissa,
P. Bailey; Recreation Co-ordinator P. Ferguson; Parks
Foreman N. Weller and Recreation Administrator
E. Batson.
1. A delegation from the York Potter's Guild represented by Mrs. B.
Eland appeared before the Committee. Mrs. Eland presented a
financial statement up to the end of August 1976. However~ the
statement did not include rent due for the old Police building
from January to August of this year, presumably $800.00. th'lo.
Eland appealed to the Committee for a more lenient attitude in

regards to the rental charged at the old Police building. Mrs.
Eland stressed that a very small space in the building is being
used by the Guild and felt that some adjustment might be made.·.
2. Considerable discussion took place and pointed questions were
asked of Mrs. Eland in regards to the number of members residing
in Aurora; a ~uestion Mrs. Eland could not answer at the tiP1e.,
3. Councillor Roth suggested that further enQuiries be made as to the
cost to the Town in regards to heat, hydro, etc. of the building
and that some consideration be given to Mrs. Eland,subject to
figures received.
4. As the members of the Recreation Committee had no idea as to
what space was used by the Guild the members were asked to meet
at the building at 7:30 p.m. prior to the next Parks and
Recreation Committee meeting to be held at the Administrative
Building on Tuesday, October '12th. '1976.
5. The Committee recommends that Bob Harman, a member of the
Committee, be authorized to represent theTown, as directed,
in all Wintario Projects concerning the Town and that mileage
and lunch expenses be allowed when attending on behalf of the
Town.

"WHEREAG, the Council of the Town of Aurora is
concerned about unprotected level crossings,
AND WHEREAS, this is a widespread problem in many
municipalities throughout Ontario,
NCM THEREFORE BE IT RESOLVED THAT, the Ministry of
Transportation and Communications be urged to amend
legislation to:
1. Make it mandatory that all vehicles come to a full
stop before proceeding over railway crossings that
are not protected by mechanical devices,
2. That signs be designed and authorized to carry out
the effect making it mandatory for all vehicles
to come to a full stop,
AND FURTHER that this resolution be circulated to the
local Member of Parliament and to all municipalities
within York Region, the A.M.O. and request the
Provincial Municipal Liaison Committee to consider
same, as well as sending a resolution to the Ministry
of Transportation and Communications."
