'"""~-· -····, ' REGULAR MEETING --16 -JULY 19th. 1976 REPf·RTS OF COMl"'ITTEES CONT' D Tuesday, June 29th. in the Board Room of the Aurora Community Centre. Present were: Councillor Williamson; Members M. Dawson, F. Caruso, F. Jones, B. Harman, A. Dean; Recreation Co-· Ordinator P. Ferguson, Recreation Administrator E. Batson and Parks Foreman N. Weller. Mrs. P. Ferguson, Recreation Co--Ordinator, reported on the Recreation Appreciation Night held on June 18th. Approximately 170 people from all facets of Recreation in the Town were in attendance. A financial report was submitted to the Committee showing the total expenditures to be $578.04 which is approximately $3.40 per person. From telephone calls and letters received by Mrs. Ferguson during the next week she informed the Committee that the evening was very successful and felt that the same format should be followed for fUture Recreation Appreciation Nights. It was requested by Chairman P.Miller that E. Batson present to the Committee t1•o quotations for air conditioning of the Auditorium. Two quotations from T. H. Oliver Limited on two separate air conditioning installations were submitted; the first quotation of $5,800. involved the installation of six window air conditioning units of 23,000 B.T.U's each. The other quotation of $7,200. included the installation of hro floor seated units; one on either side of the folding doors both giving sufficient air conditioning for the Auditorium. The Committee is of the opinion that these two aspects of air conditioning would be too noisy, particularly for the traffic court, and E. Batson is to obtain further information regarding the installation of an air conditioning unit on the roof. At the same tim~, E. BatPon reported that T.H. Oliver Limited stated that this form of air conditioning would be most expensive and it would incur the installation of air ducts through the ceiling, thus spoiling the looks. Councillor Miller presented a report of the Parks and Recreation Committee in which the Committee respectfully submitted the following: !. meeting of the Parks and Recreation Committee was held on Tqesday, July 13th. 1976 at 8:00 P.M. in the Board Room of the Community Centre • Present were: Councillors Miller and Roth; Members M. Davmon, P. Bailey, F. Jones, A. Dean, 0. Khamissa; Recreation Administrator E. Batson, Recreation Co-Ordinator P. Ferguson and Parks Foreman N. Weller. Mr. B. Harman and Mr.F. Caruso forwarded their regrets at being unable to attend this particular meeting. 1. Chairman P. Miller informed the Committee that Council would like the Committee to come up with a report on all Recreation Buildings in Town. This report is to include disposition of _the buildings; suggested rental charges, etc. _Considerable _ .di.scussion took place on this issue and the Committee 1vere unanimous in stating that all Recreation Buildings should come under the ;l"Urisdiction of !;he Parks and Recreation Committee and its staff. f?.• •-· The. building ·in .McMi;\_ll;on P~k is now jointly shared by the Tennis Club and the Lawn Bowling Club. The present rental fee is $400.00 per season for the Tennis Club and' $200.00 per season for the Lawn Bowling Club. N. \..reller reported to the Committee that in his opinion it would be 1r1iser to close this building for the winter months as the cost of heating would be prohibitive. The· Committee agrees and recommends t4at this ilct1:on be taken. In arriving at this decision the Committee urges that a financial statement be obtained from the Tennis Club and i..D. this way both the Committee and Council will be fully co~<izant · of the financial operation of this Club. 3. Tbe old Water Works Building was then discussed· and the Committee were informed that· as yet no rent had·been collected from the York Potter's Guild. The Committee therefore recommends to Council that outstanding rentals should be collected and that a rental charge of $100.00 per month be assessed to Yorlt Potter's Guild. As representatives of the Historical Society are to ~ppear before Council in regards to possibly securing space elsewhere the Committee withholds comment bn same. Hmvever, ''-c•-' REGULAR MEETING --2'1 -· JULY '19th. '1976 REPORTS OF COMMITTEES CONT'D - in view of the cramped space available to the Museum the Committee recommends that the artifacts could possibly be located in Victoria Hall. A rental fee of $'125.00 per month could be assessed as it is the Committee's understanding that Provincial grants are available. Considerable discussion took place as to the Factory Theatre Building and surprise was evident when it was stated that groups using the b~ilding had only to obtain a key and no town staff supervision was in evidence. The Committee recommends to Council that the Folk Night Group be assessed a fee of ~;30. per night of use; an organization renting the building for a dance etc. would pay $75.00 rental fee; plus a flat rate of $25. corkage per night of rental. The T-heatre Aurora rental fee should be left to negotiation. At all functions the Committee recommends that a part-time membe~ of the Town Staff (such as the Community Centre) be hired to open and close the building and supervise. 4. Considerable discussion took place in regards to Church Street School Building and E. Batson suggested that both he and Mrs. Ferguson bring a report in as to their proposals in regards to the various room rentals. 5. Victoria Hall was discussed and referred to a later meeting until disposition of Church Street School is decided. 6. N. Weller reported that some repairs should be made to the Church Street building in the event it is to be occupied. 7. He suggested insulation on the roof and around the windo~m, as well as other repairs. The Committee recommends these repairs and would remind Council that grants are available for this work. Further to our meeting of June 29th. in regards to air condit- ioning in the Auditorium, another quotation was obtained for the installation of a '10 tan air conditioning tu1it on the roof of the Community Centre. This would eliminate units in the actual auditorium as well as duct work. The quotation received was for $7,95'1.00. Omar Khamissa stated that a member of the Optimist Club, Les Patterson, is in this business and he would contact him in regards to another quoto.tion before submission is made to Council. · 8. Chairman P. Miller informed the Committee that the golf· ·by--law was no\.: in its second reading. The Committee wholeheartedly supports Council in the imposition of this by-law, but expresses concern that no area is available for the hitting of golf balls. E. Batson stated that he had been in touch with the Heritage Foundation in Toronto in regards to securing the area along the railway tracks for the proposed installation REGULAR ~TING ·-22 --JULY '19th. 1976 REPORTS OJJ: COl"lMITT;g:ES CONJ' ' D of a golf driving range. He further stated that Mr. Lyon of the Heritage Foundation had replied favourably to·the idea and stated that plans for this project would have to be inspected by the Conservation Authority and then on to the Heritage Foundation for its final decision. 9. A letter of resignation from Mrs. S. Faudemer 111as read. l1rs. Faudemer stated that she is now the Recreation Co--Ordinator for the Therapeutic Pool at the York County Hospital and can not devote any time to the Recreation Committee. The Committee recommends to Council that no action be taken to replace Mrs. Faudemer as it is their opinion that the Committee is large enough in its present form, and that a letter of thanks be sent to Mrs. Faudemer. '10. The Committee expressed concern at the lack of attendance of Councillors at the meetings and would suggest that the presence of one Councillor at a meeting should constitute that meeting, thus substantiating the presence of the other members.
