The Committee further recommends that the By-law contain a 50% burnt building clause, and occupancy permit clause, abandoned building clause, among the various items to be included. The Fire Chief is to report back to the Public Safety Commi tt;ee when the draft of this by-··law has been prepared. 2. Letter 12--13 -Fire Report for Month of May, 1976 The Committee recommends that this report be accepted. 3. Letter 12-10 -C. E. Hickey and Sons Limited The Committee recommends that this letter be received under duress. 4. Bicycles Riden on Public Sidewalks The Committee recommends that By--law #1644-65 be amended so as to read: Definition -Vehicle -for the purpose of this by-law a vehicle shall include an automobile, motorcycle, motorbike, motor scooter, motorized snow vehicle and any vehicle propelled or driven by any kind of power including muscular power except a bicycle or a tricycle driven by muscular power vti th wheels smaller than 16" in diameter. CARRIED Council in Committee RepoFt_~ ~·" Councillor Timpson in the Chair Mayor.Buck presented a report of Council in Committee in which the Committee respectfully submitted the following: A meeting of Council in Committee was held in the Council Chambers on Wednesday June 16th. 1976 at 8:00 pm. Present: Mayor Buck, Councillors Davis, Jackson, Roth, Simmons, Timpson and Williamson. The following matters were discussed: 1. Mr. A. Hennyey and Mr. Giddens from Wimpey Homes Ltd., appeared before Council in Committee to discuss the following matters with regard to their Subdivision. Retaining Wall, Structure and Appearance Fencing -· Type and location Elevation and Grading Landscape Plan. After a lengthy discussion with Mr. Giddens and J. D. Reid, Town Engineer, Council in Committee recommnds that the Mayor and Clerk be authorized to sign the Site Plan Agreement, incorporating the following: (1) That the retaining wall be architecturally faced or built to the satisfaction of Council. (2) That the wall construction be reviewed at the south-1.rest park location with a view to regrading a portion of parkland to the satisfaction of the Town, instead of constructing all the wall. That (mtce. free) low shrub landscaping be added to the landscape plan for the approximate distance of 300' in particular wherever the fence and wall area are too narrow for maintenance, and wherever the wall height prevents the ground contour being a mower maintained slope. The Committee further recommends that the wall construction may be commenced pending the review at the south west end and the architectural treatment, being finalized. 2. 3. 4. Mr. J. D. Reid presented to Council in Committee a detailed plan for the servicing of the south west part of the 'To>m. Council in Committee recommends approval of the general concept of the plan and Mr. Reid is directed to prepare an estimate cost of the project. Council in Committee received a report from Mr. J. D. Reid, re the crosswalk at Wells and Wellington St. East. This cross1•alk is to remain in the location it is now, ·after the reconstruction of Wellington St. East. McDonald Drive ·-Specification and Plans Mr. J. D. Reid informed Council in Committee that the plans and specifications are now ready for the construction of McDonald Drive. Letters will be sent to property owners from the Solicitor regarding purchase and/or expropriation. 5. Letter 8-80 -· Alcan Wastes J. D. Reid is to present a further report on this situation. 6. Letter _12 .. :£.2 ·-Mrs. Mg]nt,;u.:e --Offer of Photograph Council in Committee recommends that we accept with thanks the offer of a photograph of Mr. Fetch, a former employee 7· of the Town of Aurora from 1880 to 1927, and to be displayed in the Administrative Centre. Parking Lot Itepairs -Community Centre Council in Committee recommends that a report from the Recreation Committee and Works Committee be requested regarding repairs to be made to the Parking Lot at the Community Centre. Purchase of Air Conditioner for Community Centre Council in Committee recommends that the Parks and Recreation Committee be requested to report on this matter. 10. Consumers Gas -Renewal of Franchise Council in Committee recommends that the franchise to Consumers Gas be renewed. 11. Letter 9--33 -Fence on Town Road Allowance Council in Committee recommends that the owner of this property be advised that this fence must be relocated back 12 feet to bd.s own property line. 12. Sale of furniture fro~ 22 ~onge St. South It is the recommendation of Council in Committee that an advertisement be placed in the Banner and the Era advertising this furniture for sale. 13. Council in Committee recommends that this report be received as information at this time and a meeting with the Treasurer in this regard be arranged. Rodger ·-Clerk-Administrator informed Council that Ontario Municipal Board approval had been received for 1976 Ca:pital. 16. Tuckwell, of Morris and MacKenzie Ltd., be appointed the Town of Aurora representative to handle the Town's Insurance, formerly handled through the Company of Reed, Shaw and Stenhouse. 18. NEW BUSINESS Councillor Simmons advised Council he has witnessed a number of dogs running at large and that Kennel Inn did not seem to be carrying out their contract. Mayor Buck requested any complaints received by Council, be passed on to the Clerk's Office for follow up. Roth: Davis: Timpson: Miller: CARRIED "WHEREAS it is desirable to ensure a free flow of information bet>veen citizens and their Government; BE IT RESOLVED, that the .Town of Aurora objects strenuously to the decision of the Regional Clerk's Office to charge people seeking copies of Regional Minutes, Technical Reports and other documents up to 75¢ per page for photocopies of said documents: AND BE IT FURTHER RESOLVED, that the Town of Aurora asks the Regional Council tocover the fee to a maximum of 25¢ per page." CARRIED "Resolved that during the months of July and August only one Council meeting be held per month, the meetings to be scheduled for the 3rd.
