Councillor Timpson presented a report of the Public Safety
Committee in Which the Committee respectfully submitted the
following:
A meeting of the Public Safety Committee was held on Monday,
March 8th. 1976 at 7:00 p.m. in the Upper Room.
Present were: . Councillors G. Timpson and P. Miller.
Fire Chief G. Burling, 1st. Captain S. Wilson, 1st.
Lieut. R. Tulloch and Fire Fighter F. Bolsby.
1. Proposal for a Group Insurance Plan:
On behalf of the Aurora Fire Brigade, the attached proposal for a
Group Insurance Plan to cover the volunteer members of the Brigade
in terms of Group Life Insurance, Deper.'J.ents' Group Life Insurance
and Ac~idental Death and Dismemberment Insurance, was presented
to the Committee by the Brigade's spokesman. The Brjgade considers
Plan I to be the most desirable.
The Committee recommends that this proposal be received and referred
to the Purchasing Officer to prepare a tender for quotations on ·
such coverage. This will enable the Committee to obtain quotations
for further study and possible action.
2. Letter 6-16 Monthly Fire Report for the Month of Febru~, 1976.

IN THE MATTER OF an application by Oak Ridges Excavating, for
consent to convey a parcel of land having a frontage of 475 feet
and an area of 4.4 acres as shown hatched on a sketch attached
as Appendix No. 4, for residential purposes.

Land Division Committee on Tuesday, January 6, 4976.
Mr. John Bentley, President of Oak Ridges Excavating, appeared
at the Hearing.
Decision on the application was reserved.
The application was subsequently ~mended to provide the proposed
parcel with a frontage of 495 feet and an area of two acres as
shown hatched on a sketch attached as Appendix No. 2. 'Urther
consideration was given by the Committee on February 5, "1976.
It is the decision of the Land Division Committee that Application
File No. A.75.12, as amended, be, and the same is, hereby,
refused, for the following reason:
4. Having given due consideration to all available information
relevant to this application, the Committee is of the opinion
that the applicant's proposal does not c_ 'l.form to the provisions
of the Official Plan which is presently in force; that in view
of the applicant's apparent intent to develop the balance of its
holdings as an Estate Residential Plan of Subdivision some tim~
in the future, of which the subject land forms an integral part
and further, in the absence of any reported approval of the
Plan by the Regional Municipality of York or the Minister of
Hcusing, the applicant's proposal is premature.

Councillor Timpson presented a report of the Public Safety
Committee in which the Committee respectfully submitted the
following:
A meeting of the Public Snfety Committee was held in the Council
Chambera at 9:00 P.M. on Tuesday, March 2nd. 1976
Present were: Councillors: Timpson and Miller.
Fire Chief G. Burling and 1st. Captain S. Wilson.
Letter 5-24 Ministry of the Solicitor General -Office of the
Fire Marshall.
A Regional Fire Training School for the Regional Municipality of
York is being held in Newmarket during the week of March 29th. 1976
to April 2nd. 1976, inclusive. Classes are to be conducted between
9:00 a.m. and 5:00 p.m. The course c~nsists of 40 hours of
instruction. The Committee recommends that 1st. Captain s. Wilson,
Fire Fighters Fred Bolsby and Chuck Cowie Jr., attend this course
and that any wages lost by these persons due to their non-
attendance at their regular employment be compensated by the Town of
Aurora at their normal weekly wage.

Mayor Buck presented a report of Council in Committee in which the
Committee respectfully submitted the following:
A meeting of Council in Committee was held in the Council Chambers
on Tuesday, March 9th. 1976.
Present: Mayor Buck, Councillors: Jackson, Roth, Simmons, Timpson
and Williamson.
Mayor Buck in the Chair.
1. 1976 Budget
Council in Committee had a preliminary discussion of the 1976.
Budget. The Committee would recommend that this Budget be
referred t, a meeting of the Clerk-Administrator, Treasurer
and all Department Heads to see if any reduction or recommenda-
tions would assist Council in determining the 1976 Budget.

The Committee recommends that advertisements be placed to employ

The following matters were discussed.
1. Appointment to Bo~ds
The Committee discussed the appointments to the Aurora Public
Library Board and the Hospital Board and would recommend that
Mr. T. Hockin, be appointed to the Aurora Library Board and
Mrs. Florence Murray be appointed to the Hospital Board as the
Town of Aurora's representative.
2. Membership Fee -Provincial A$sociation of Committee of
Adjustment
Mrs. A. Gibbard, Chairman, Aurora Committee of Adjustment has
requested permission to join the Provincial Association of
Committees of Adjustment. Council in Committee recommends that
Mrs. A. Gibbard be allowed membership in this Association and the
necessary fee of $25.00 be paid.
3. History-Aurora Municipal Building -John Mcintyre
Council in Committee discussed the History of the Aurora Municipal
Offices prepared by Mr. Mcintyre. The Committee would recommend
that prices for printing of this resume be obtained for printing

as a commemoretive program for the opening of the new
Administrative Centre.

Council in Committee recommended that this brief be held over
until the next meeting of Council in Committee so that Council
members could familarize themself with the contents of same.
5. Letter 5-40 Planning Act Review Committee

Council in Committee would recommend that Mr. R. J. Harrington
be authorized to attend the meetings being held in Toronto
on April 2nd. and 5th. 1976, with regard to Municipal Planning,
and the necessary expenses be allowed. And further that 2
members of the Planning Committee of Council be authorized to
attend the meeting scheduled on April 5th. 1976.
Town Superintendent -
Council in Committee discussed at length the proposed walkt-;ay
drawings submitted by Mr. Walker and would recommend that the
"step proposal" be proceeded with. The Committee recommends
that Mr. Walker, Mr. McPherson and the Clerk-Administrator
meet to discuss the proposed plan.
7. Delegation -Mr. Wallace -Daleside Builders Ltd.
Mr. \\fallace appeared before Council in Committee to ask for
Council's consideration in having his property designated in
Stage 2 of the Official Plan. After a lengthy discussion
Council in Committee would recommend that this request be denied
and the property remain as designated in the Official Plan.
8. Mr. H. Bor dorff -Reconstruction of Wellin on
Aurora
Mr. H. Borgdorff, from the Office of J. D. Reid & Assoc. appeared
before the Council in Committee and outlined the construction
plans for Wellington St. East. The Committee would recommend
that a public meeting be held on Wednesday, March 24-th. 1976 ~t
8:00 p.m. in the Community Centre to inform the public of the
reconstruction plans.
9. Letters 5-33 and 6 26 Student Involvement in Municipal
AdminiS'tration
Council in Committee discussed the matter of hiring students
in Municip<>l Administration Courses for summer employment under
a subsidy pxogram. The Committee would recommend that
application be made to the Ministry of Treasury, Economics and
Intergovernmental Affairs for participation in this program.

40. Letter 3-33 Ontario Housing Corporation
Council in Committee discussed the rent supplement program of
the 50 -3 bedroom townhouses. The Committee recommends
that this matter be referred to the next Council in Committee
meeting and that further information be obtained rsgarding
monthly rents.
14. Letter 6-23 Ontario Housing Corporation -Springburn
Council in Committee would recommend that the Clerk-Administrator
arrange a meeting with the Minister of Housing Officials to
discuss the Springburn Subdivision and staging of proposed
development.
42. Letter 6-9 w. Simpson -Centre Street
Council in Committee discussed the requf.'st of Mr. Simpson to .'
operate a dog kennel for breeding purposes at 184 Centre Street.
The Committee would recommend that this requost, not be
granted.
13. Draft Plan Site Agreement-Dr. Crowe's Property
Council in Committee recommends that this Draft Site Plan
Agreement be referred to Council in Committee meeting of

matter be obtained from J. D. Roid and Associates.
21. Henderson Report
Council in Committee recommends that this report be referred
to the next Council in Committee meeting for discussion at
that time.
22. Letter 3-57 Regional Municipality of York -Planning Department
' The Committee discussed the letter and request from the Region
regarding a survey of shopping centres and retail strips.
Council in Committee recommends that the Clerk Admjnjstrator
complete this form and forward same to the Region.
23. Regional Road Names Submissions
Council in Committee recommends that the Region of York be
advised that the name "Wellington Street" be recommended for
the Regional Road in the Town of Aurora and its entire length
within the Region
