Councillor Timpson presented a report of the Public Safety-Committee

1. Fire Chief Gord Burling's R~tirement:
Chief Gord Burling will retire from the office of Chief of the Aurora
Fire Department on April 30th. 1976. Mr. Stuart Wilson is recommend~
to take over the duties of Chief on May 1st. 1976. Effective April
1st. 1976, it is recommended that Mr. Wilson be appointed "Assistal)t.

It is recommended that Mr. Wilson's salary during this period
be 1/12th of the average of Mr. Wilson's present salary and the Fire
Chief's present salary.
The Committee wants to take this opportunity to commend Chief Gord
Burling for having carried out the duties of Fire Chief loyally,
effectively and in a manner, generally, of which all citizens of
the Town of Aurora can be proud. The Committee wishes Chief
Burling every happiness in his retirement years!

submitted it to the Treasurer's Office.
Exclusive of the additional expenditures deemed warranted, the
Committee achieved a 2.24% decrease in the proposed 1976 operational
budget over the 1975 operational budget.

A meeting o~ Council in Committee was held on Tuesday, February 2nd.
1976 at 7:30 p.m. in the Council Chambers.
Present were: Mayor E. Buck.
~ Councillors: Davis, Jackson, Miller, Simmons, Stewart,

Councillor Davis in the Chair.
The following matters were discussed:
1. Increase in Staf~:
Council in Committee considered the request ~or an increase in
permanent staf~ for the Community Centre and would approve in
principal that one ~ull time man be hired and his services be
shared as follows -from November 15th to May 15th to work in the
Community Cmtre and ~rom May 16th to November 14th to be employed
in the Parks Department.
Final decision on this matter to be given at 1976 Budget time.
2. Letter 4-1 Strathy, Archibal~, Seagram and Cole -Liabilit~ of
Town Appointees:
The Committee considered the letter ~rom R. Thomson, Solicitor,
regarding the personal liability of persons appointed by the
Council to ~ulfill various fUnctions required by statute.
Council in Committee would recommend that a copy of this letter be
~orwarded to all Committaes appointed by Council for their
information.
3. Federal Restraint Guidelines:
The Clerk-Administrator reported on the progress and interpretation
of the anti-inflation guidelines for the in~ormation of Council.
4. July 1st. Committee:
Council in Committee would recommend that Councillor N. Stewart be
appointed Chairman and Councillor G. Timpson, Vice-Chairman, o~ the
July 1st. Committee and permission was given to the Chairman to call
the ~irst meeting.

5. Capital Forecast:
Council in Committee recommends that the Five Year Capital Forecast
be presented to the Council in Committee meeting of February "16th. for
final perusal before being presented to Council for approval, so that
it can be forwarded to the Region by the due date, February 2oth.

6. Disposition of Municipal Building -2zyonge Street, South~
Council in Committee recommends that advertisements be placed in
the Toronto and area papers for the sale of this building. Closing
date for Tenders to be received would be March 29th."1976, with
possession approximately June "1st. "1976.
The Clerk-Administrator was directed to engage a Surveyor to have
the lands surveyed for the perusal of prospective purchasers.
The Clerk-Administrator and Solicitor are to prepare the necessary
papers.
7. Church Street School Building:
Council in Committee discussed the uses of the building when it is
~acated by the School Board. The Committee were advised that a number
of organizations were interested in space in the building.
Council in Committee recommends that a letter be sent to the School
Board inquiring as to the disposition of the Portables.
Council in Committee recommends that at least 40% of the use of the
building should be on a rental basis and that the Recreation Committee
make recommendation to Council for the usage of the balance of the
space.
8. Letter 3-88 Canadian National Railways -proposed crossing
Industrial Park Land:
After discussing this matter in length, Council in Committee recommends
that the crossover, as proposed by J. D. Reid and Associates, be
accepted.

Mayor Buck presented a report of Council in Committee in which the
Committee respectfully submitted the following:
A meeting of Council in Committee was held on Monday, February 9th.
1976 at 8:00 p.m. in the Council Chambers.
Present were: Mayor E. Buck.
Councillors: Davis; Jackson! Miller; Roth; Simmons;
Stewart; Timpson and Williamson.
Councillor H. Jackson in the Chair.
1. Mr. S. Fontinato appeared before the Council in Committee as a
Delegation representing Tridel Construction Ltd"
Mr. Fontinato presented to Council in Committee revised plans and
requested Council to consider their request to the changing of the
number of the swimming pools and the locations of same planned for
this Subdivision.
Tridel Construction would like to install only one larger pool and
have the location moved to the extreme south end of their property.
Mr. Fontinato advised Council that this pool would be 30 x 50 feet
in size and a cabana would be added.
After lengthy discussion, Council in Committee would recommend that this
matter be referred back to the Subdivider with the suggestion that
they look for an alternate site, preferably more central in their
development and that eonsideration be given to including a wading
pool and also that the size of the pool be enlarged.
Mr. Fontinato stated that he would be able to advise of Tridel's
decision in this matter by Friday, February 13th. 1976.
2. Mr. J. Knox, representing Westview Holdings Ltd. appeared before
Council in Committee.

and it will be further discussed by the Planning and Development
Committee.
Council in Committee would recommend that the name "Westview Drive"
be forwarded to the Region of York for their consideration and
further that an appraisal of the lots for parkland dedication
purposes be done as soon as possible.

Council in Committee would recommend that drapes for the Town portion
of the Administrative Centre, in the amount of $1,791.70 be
purchased from Thompson's Furniture Store in Aurora.

Council in Committee were advised that the plans were now ready
and would leave one copy at the Library for display and one copy
in the Council Chambers and would further recommend that a meeting
be arranged with the Town Engineer for discussion of same and a
public meeting will be held in this regard.
3. Letter 3-33 Ontario Housing Corporation
Council in Committee discussed the townhouse rental accommodations
being made available through the Accelerated Rental Housing Program
under Ontario Housing Corporation. After a lengthy discussion,
Council in Committee recommends that Ontario Housing Corporation be
informed that the Town of Aurora would decline further participation
in this program at the present time.
4. York (Planning Office) 1926 Budget.
Council in Committee recommends that the Regional Municipality of
York, Planning Department be advised that a Budget figure of $20,000.
is being allocated in the Town of Aurora 1976 Budget for the purchase
of Planning Services.
5. Letter 1-36 -Toronto Area Transit Operating Authority.
Council in Committee discussed the letter from the Authority and
their proposed plans for establishing GO Transit parking facilities
in the Town of Aurora.
Council in Committee would recommend that the Authority be advised
that additional information is needed on this proposed site-e.g.
if a turnaround is planned for the proposed location and further
that the Council does not look with favour on this site because of a
safety factor.
6. Housing Stuctz.
Council in Committee recommends that a Committee be set up to bring
in terms of reference for an overall housing study n·n Aurora, including
citizen participatlon.

7. Letter 4-32 -Aurora aydro Electric Commission -Water A~~unts
Council in Committee would recommend that water accounts in the
total amount of $169.17 be written off, as per the attached list.
8. Proposed Water and Sewage Rates -Region of York
Council in Committee would recommend that the Region of York be
advised that the Town of Aurora is not in agreement with this
proposal of uniform water and sewage rates, and not in favour of
the imposition of a Regional Capital Lot Levy.
9. Letter 3-24 -Region of York -Growth Options.
The Clerk-Administrator advised the Committee that this letter is
being held in limbo waiting further information from the Region of
York.
10. Water Rate Bx-law
Council in Committee discussed the formulation of a new ·;rater rate
By-law.
Council in Committee recommends that this final draft of the By-law
be presented to Council in Committee at the meeting of March 8th.
1976.
11. Letter 21-41 -Ontario Planning Act Review Committee
Council in Committee would request the Clerk-Administrator to prepare
a draft brief on this matter for Council's consideration.
12~ Special Heritage Committee.
Council in Committee would recommend that the necessary By-law
covering this Heritage Committee be prepared and presented to
Council for consideration, as required by the Act.
