Mrs. Harbour requested Council consider a resolution to continue
the Public Day Care Facility and to negotiate a lease with the
Emmanuel United Church.

Councillor W. Davis chaired the meeting.
The Chairman stated that this meeting had been called to discuss,
with the Boards, the problem of school sites in the Orsi and
Wimpey Subdivisions.
After a lengthy discussion, it was the opinion of those present that
a future meeting should be held to discuss these problems further.

Mayor Buck presented a report of Council in Committee in which
the Committee respectfully submitted the following:
A meeting of the Council in Committee was held on Monday, January
12th. 1976 in the Council Chambers at 8:00 p.m.
Present: Mayor Buck, Councillors: Davis, Jackson, Miller, Simmons,
Stewart, Timpson and Williamson.
The following matters were discussed:
1. Administration Building -Sun Curtains
The Committee discussed this matter and a price estimate will be
obtained in conjunction with the York County Board of Education
to co-ordinate appearance.

The Clerk Administrator v1as requested to meet with Mr. T.
McPherson regarding the laneway and the various methods of
ramping same.
3. Letter 21-27 From W. Walker-Town Superintendent -Use of own
Automobile
Council in Committee discussed the report<Of Mr. Walker regarding
the use of his private automobile on Town business as opposed
to utilizing the Town ~ ton pick up and Council in Committee
would recommend that Mr. Walker be authorized to use his own
automobile on a mileage allowance.
4. Letter 2'1-3'1 Region of York -Municipal Planning Services
Council in Committee discussed this matter in length and would
recommend that the Region of York Planning Dept. be advised that
the Town of Aurora would require from the Region the following
services -Finalization of the Town of Aurora Official Plan,
Preparation of Zoning By--law, Reports on Subdivisions and Zoning
Amendments. The Council in Committee further recommended that a
Budget figure of $'18,000. be placed on these services. The
Committee further recommends that if the Commissioner of Planning
feels the money allocated is not sufficient to carry out the
above committments that the Town of Aurora Council be advised
prior to Budget discussions.
5. Letter 2'1-45 -Aurora Historical Society -Request for Grant
The Council in Committee recommends that this request be referred
to the Arts and Cultural Fund Committee.
6. Letter '1-31 -Resignation of L. Rosenberg -Hospital Board

Council in Committee accepted with regret the resignation of Mr.
Rosenberg and would instruct that a letter of appreciation be sent
to Mr. Rosenberg for his w~rk on the Hospital Board.
Letter 1-70 South Lake Simcoe Conservation Authority -Sheppar~
Bush Area
Council in Committee discussed this letter requesting removal of
a 1 foot reserve removed from this area. Council in Committee
recommend that the Executive of the South Lake Simcoe Conservation
Authority be invited to attend a meeting on January 22nd. '1976
in the Council Chambers to discuss the Sheppard's Bush property.

Reclassification of Emplqyee
Council in Committee discussed this matter and on the recommendation
of Wm. Walker, Town Superintendent recommends that Mr. J.
Kehoe be reclassified from Workman 1 to Workman 2.
9. Letter 1-95 -Ontario Good Roads Association -One Day Seminar
for Councillors
Council in Committee recommends that all members of Council be
authorized to attend this one day seminar.
10. Letter 1 19 -United Steelworkers of America -Outlawing use of

filed.
11. Committee Appointments
Councilin Committee recommends that the individuals serving on
the various Boards and Committees be contacted to see if they
are willing to serve another term.
12. Letter 2-44 -Region of York -1976 Five Year Capital Forecast
The Council in Committee discussed this matter and recommends
that the 1976 Five Year Capital Forecast be submitted to the
Region of York prior to the February 20th. 1976 deadline.

Councillor Miller presented a report of the Recreation Committee in
which the Committee respectfully submitted the following:
A meeting of the Aurora Recreation Committee was held in the Board
Room of the Community Centre on Tuesday, January 6th. 1976 at 8:00 p.~.
Present were: Councillor Miller; Members West, Dean, Jones, Harman
~nd Faudemer; Recreation Co-Ordinator P. Ferguson
and Recreation Administrator E. Batson.
1. Ontario RecreS;.tion Society_ - A letter from this organization w·as
read in which they announced their Annual Conference in Toronto
on January 28,29, 30 and 31st. Chairman P. Miller informed all
present that members of the Committee are eligible to attend this
Conference if they so desire.

3. Committees -Some discussion took place regarding the apparent
inact~vity of the present Recreation Committee due to the present
set up of the three separate Committees; namely, Recreation,
Parks and Buildings. Although meeting regularly oncearery
month, the members have found that little business is conducted
due to the above disposition of these Committees.
The Recreation Committee earnestly recommends that Council give
strong consideration to the amalgamation of the Recreation
Committee, Parks Committee and the Building Committee, at the
next Council in Committee meeting.

AND WHEREAS the Church Council of Emmanuel United Church
has indicated its willingness to effect certain repairs

the Church Council for the rurpose of a day care facility;
THEREFORE be it hereby resolved that the Council of the
Town of Aurora goes on record emphatically as favouring
the continuation of a regionally operated day care centre
in Emmanuel United Church and that the lease between the
Region df York and the Church Council of Emmanuel United
Church be renewed to effect such a continuation of day ·
care services within the Town of Aurora;
AND FURTHER be it resolved that the Clerk-Administrator
of the Town of Aurora relay the content of this
resolution to the Region Council of York as soon as
p_cssible before the next Regional Council Meeting."
