Davis, Councillor J. Williamson, Councillor Geo. Timpson, and Secretary to the Building Inspector D. Middleton. 1 • DELEGATIONS: A. Springburn West Limited -West of Aurora Shopping Ctr. & North of Murray Drive Mrs. Mary Rose, Planner for Marshall, Macklin and Monaghan Ltd. and Mr. A. Cossar Owner of the property appeared before the Committee. It was agreed that the present proposal as it stands will not be considered by the Committee. Letter 21-jJ~ycliffe Group Ltd. -Snow Plowing of Roads The Committee recommends that until the Town of Aurora takes over control of these roads we do not plow same. We would have no equipment in the area and the raised manhole covers on the roads make plowing dangerous. 3. Letter -21-22 -Memo from W. CARRIED REGULAR MEETING -'13 - REPORTS OF COMMITTEES CONT 1 D Council in Committee R§pots #72 Councillor Davis in the Chair DECEMBER 45th. 1975 Councillor Timpson presented a report of Council in Committee in which the Committee respectfully submitted the following: A meeting of Council in Committee was held on Monday, December '15th. '1975 at 8:00 p.m. in the Council Chambers. Present were: Mayor E. Buck. Councillors: Davis, Miller, Roth, Stewart, Timpson and Williamson. Item~-~H.C. Subsidized Housing. Mrs. Betty van Nostrand attended Council in Committee and discussed special cases which were subsequently approved by Council in Committee for residency in the Wellington Towers. Council in Committee would recommend that the subsidization of deficit be studied further at the next Council in Committee meeting. Item #2. ~aw &j303-52 -re Aurora Volunteer Fire Department Council in Committee discussed By-law ~303-57 and the proposed amend- ments by the Safety Committee and following the review and minor revision of same would recommend that a revised draft be presented to the Council for consideration. Item #3. Letter '19-40 Committee of Adjustment Vacancy Council in Committee discussed the letter '19-40 from Mrs. Sanderson suggesting that Council seek a replacement to her position for '1976 as she wishes to not let her name stand for re-appointment to the Committee. As Mrs. Sanderson was also Secretary to the Committee of Adjustment, Council in Committee will discuss the replacement of a Secretary at a future meeting. The Committee would recommend that an advertisement be placed in the local papers advising of the vacancy on the Committee of Adjustment, and that Mrs. Sanderson be contacted and requested to continue in her office until a replacement is found. Item #4. Letter from Ministr~ of Housing re: New Official Pla~ Letter 21-'15 regarding the Aurora Official Plan was circulated for the information of Council. Item #5. Memo from Wm. Johnson -Treasurer re: Water and Sewa~e Rates pronosed to be changed by the Region of York Council inCommittee discussed this matter and understood that it was to be considered by the Regional Council of York on December 'i'1th. 1975. ~·o .. T~nnis Court Proposal: DECEMilER 15th. 1977 Council in Committee discussed the proposal for additional courts further and would recommend that a drawing be prepared suitable for submission with grant application forms to study this matter further. Item #7. Building ~intenance Costs -· Church Street School: Council in Committee left this matter for further discussion at their next meeting. Item #8. Letter 21--2z.Mr. F. Bolsby advisi~fi of the time scFedules of the Old Timer Hockey Clubs from Mora, Pointe Claire and Leksand Council in Committee were made aware of the time schedules and the Mayor, Recreation Committee Chairman and Councillor Norm Stewart agreed that they would officiate at the puck-dropping ceremonies on both December 13th and January 3rd. Item #9. Letter from Mrs. Ferguson regarding overtime and ~,F..§._hours: Council in Committee •rould recommend that the Recreation Co-Ordinator arrange to have time off in co-operation i•li th scheduling of the Recreation Administrator. Item #10. Taxi Qperation. Council in Committee were made aware of the request of E and M Taxi end York Taxi to close operations on Christmas Day until 7:00 p.m. and to then commence and carry on their normal sohedule from that point. Council in Committee discussed this matter and would agree to the request provided both companies place advertisement in the local papers advising Aurora residents of the closing. Item #11. Ta~i Operators request for increase in Rates Council in Committee discussed this matter and would recommend more information be supplied by the Taxi operators to substantiate the requested rates. CARRIED York County Board of Education -Interest Davis: Roth: "WHEREAS the York County Board of Education have, by their letter dated November 12th. 1975, invoiced the To\~ of Aurora for interest in the amount of $2,815.09 representing interest claimed by them on a late payment of a portion of the second instalment of the 1975 tax levy in the amount of $120,282.00 from June 30th. 1975 to September 30th. 1975" AND WHEREAS under Section 31 of the Secondary Schools and Boards of Education Act require that the Divisional Board shall prepare and adopt estimates of all sums required for the year to the Council of each Municipality in the School Division on, or before, the 1st. day of March in each year, AND WHEREAS the late submission does not relieve the Area Municipality of its duty to levy prior to the inclusion of the Divisional Board requisition and rates that all of the cost of the collection can be charged back to the Divisional Board '"hich \.rould result in extra expense to the ratepayers of that Municipality, AND WHEREAS the Municipal Act allows an Area Municipality on a local level, to strike an interim tax levy to collect up to 50% of the previous years' levy, AND \iHEREAS in 1975 the York County Board of Education levy request was considerably increased to that of their 1974 levy, namely, the $120,282.00 which was not paid by June 30th by the Town of Aurora, AND WHEREAS the requisition from the York County Board of Education to the Town of Aurora was not submitted until June 10th. 1975 and following receipt of same, tax bills must not only be prepared but the total estimates and By-lm"s adopted and sufficient time for persons to make payment thereon, ·-..... ...~· ·~<>-•••. :·.;. ' ,.. ;.; __ ,. ,..~ ·-·::-· ~....._.,., -J'i .... ~-· REGULAR MEETING RESOLUTION~90~~ -17 -DECEMBER 15th. 1975 AND WHEREAS the Region of York has adopted a policy in the year 1975 because of the late levy that the first two quarterly instalments namely, March 31st. and June 30th be based on the estimates of the 1974 levy and the balance payable on the last two quarterly payments of the 1975 requisition namely, September 30th and December 15th. 1975, AND WHEREAS the Council of the Town of Aurora feels that this is a reasonable approach in that Local or Area Municipalities could not be in a position to collect tax revenues to make the payments requested until the third quarter of the calendar year, NOW THEREFORE BE IT RESOLVED 1. THAT the Town of Aurora appeal to the York County Board of Education to write-off the interest billed to the Town of Aurora and to treat all Area Municipalities in a fair manner. 2. THAT the York County Board of Eduation study their financial policy to reflect the fiscal and financial restraints which are placed on Local Municipalities in collecting tax revenues to pay the requisitions to School Boards, and further, that should the Boards of Education require their monies as stated in the Act in their quarterly instalments, that the requisition be submitted not later than the Act provides, namely, March 1st. of each year. 3. THAT this matter be dealt with expeditiously as the books should be cleared prior to the end. of the calendar year for both the Local Municipality and the Board of Education."
