Council in Committee Report #74
Mayor Buck presented a report of Council in Committee in which the
Committee respectfUlly submitted the following:
A meeting of Council in Committee was held on Monday, November
24th. 19?5 at 8:00 p.m. in the Council Chambers.
Present were: Mayor Evelyn Buck.
Item #1.
Councillors: Davis, Jackson, Roth, Simmons, Stewart,
Timpson and Williamson.
Mrs. Betty Van Nostrand representing O.H.C. attended the Council
in C~mmittee meeting regarding the applications which have been
approved to date for the rent supplement housing in the Wellington
Towers and also to speak to Council regarding three non-resident
applications. Following discussion, it was recommended that fUrther
checking on Town residents be done and that Council consider this
matter fUrther in two weeks time.

Item #2. Re~uisition for jnterest -York County Board of Education

Council in Committee discussed this matter and would agree with the
Treasurer's report-would suggest that staff reply to this matter
and that if not satisfactory, a further resolution be considered by
the Council.
Item #3. By-law No. 2051 and objections received thereto:
Council in Committee discussed this matter and all of the objections
which have been raised by various residents regarding By-law No.
2051. Following consideration of same would recommend that Council
advise the Ontario Municipal Board that it supports By-law No. 2051
and request that a hearing be set-up to deal with this matter.
Item #4. Workmens ComPensation Board -Letter 16-75
Council in Committee discussed the coverage of the Volunteer Firemen
and would recommend that the ma~um insurance coverage which has
been increased from $10,000 to $15,000 be sought for each Volunteer
Fireman and that same be approved by Council.
Item #5. Parkland dedications for Land Division Committee AppHgat,;i.ons
Council in Committee discussed this matter and would recommend that
formulae be prepared for Council in Committee's further consideration
to determine an applicable formula which can be applied in these
cases.
Item #6.
Council in Committee discussed the above and with the circulation
of By-law 1303 will discuss this matter further at the next Council
in Committee meeting.
Item#?. Parking BY-law~n P~ivate Property and authority for tow-
away on TOWn PrJRPerfY:
Council in Committee reviewed By-law #1922-71 and the proVisions
of a proposed By-law which defines in more definitive terms, the
procedures and authority for towing away vehicles which are parked
on private property i.e. Shopping plazas etc., without the owner's
consent.
Council in Committee would recommend that this By-law be considered
by Council.

Item #8. Laneway to rear ;garking lot -west .. side. of Yop.ge Street'
Council in Committee diseussed this matter and a report of the
Works Superintendent -Letter 20-20 -and Council in Committee
would recommend that until the owners of the property abutting the
laneway are either satisfied by an Engineer that the l9ad bearing
of .the £ill to be placed will not cause any problem to the fo'Ulldai;ion
walls or that in any event the !].lown would require a release from. ·
the owners Which would absolve the Town of any responsibility
£allowing the placing of fill and compaetion, before fUrther work
can be done.
Item #9. Edward Street Parking By-law:
Council in Committee discussed this matter and a By-law will be
prepared for consideration at "!me next Council.Meeting.
Item #10. Tennis Court :Proposal:
Council in Committee discussed this matter and the Clerk-Administrator
advised that from other installations three double tennis courts
and lights would cost approximately $40,000.00 •. This matter to be
dis~~ssed fUrther at the next Council in Committee meeting.
Item #1'1. Sander Rental Report from Town Superintendent.
Council in Committee discussed this matter and would recommend.
that the Sander Quotation from F. Powell and Co. Ltd., at the
monthly rate of $800.00 be accepted. .·. ·
Item #12. Letter 20-2'1 -re: New Official Plan:
Council in Committee discussed this· matter and .the length of. time
which may be required in processing the new Official :Plan and
would recommend that as soon as the Official Plan has been
circulated and had its review by the various agencies, that Council
endorse the speeding-up of sections which are being held back pending
the total plan approvsl.
It being possible that certain portions of the plan, which are not
objected to, may be approved by the Minister if the overall plan
is held for any lengthy time.
Item #13. Church Street School
Statements were presented regarding the operational cost and the
expected future expense in the way of building maintenance for the
Church Street School and these matters ¥~11 be discussed fUrther at
a future meeting of Council in Committee.

Item #14.
Council in Committee were made aware that street lights have not
yet been installed for McDonald Drive, south of Wellington, and
Council in Committee would recommend that the Clerk-Administrator
discuss this matter with the developer and report back to Council.
Item #15. Deputy-Clerk. ~acancy
Council in Committee were advised that eleven applications had
been received for the position of Deputy Clerk following
advertisement in the local paper, Globe and Mail and the Toronto
Star.
Council in Committee, upon recommendation of the Clerk-Administrator
that the position be filled by Mrs. Colleen Gowan, concurred and
would recommend that a By-law to this effect be presented at the
next meeting of Council.
