It is the decision of the Land Division Committee that Application
File No. A.75.9 be, and the same is hereby, approved, for the
following reasons:
1. The applicant's proposal conforms 1.-i th the provisions of the
Official Plan;
2. The applicant's proposal would comply with the provisions
of the Zoning By-law;
3. The part of the existing building that is to be leased,
is suitable for use as a groceteria;
4. The use of the part to be leased for groceteria purposes,
is compatible with the existing retail commercial uses
presently existing on the applicant's lands.
and upon fulfiLment of the following conditions:
1. Payment of all taxes, to date, to the Town of Aurora;
2. Submission to the Secretary-Treasurer, of a fully
executed document, in triplicate, in respect of the
proposed lease;
3. Submission to the Secretary-Treasurer, of three (3)
white prints of a registered Plan of Reference of the
applicant's entire lands, which conforms substantially
with the application, as submitted, and which describes the
part of the building to be leased;
4. Fulfilment of conditions 1,2 and 3 not later than AUGUST 3rd •

Recreation Committee Report #64
Councillor Miller presented a report of the Recreation Committee
in which the Committee respectfully submitted the following:
A meeting of the Aurora Recreation Committee was held in the Board
Room of the Community Centre on Tuesday, September 16, 1975 at
8:00 p.m.
Present were: Councillors Miller; Roth; Members A. Dean, B. Harman,
S. Faudemer, M. Heptinstall; F. Ferguson -Recreation
Co-Ordinator and E. Batson, Recreation Administrator.
1. Wintario Lottery -Councillor F. Miller reported on grants
available from the Wintario Lottery and that considerable sums of
money are available for different projects.
2. Youth Centre -Mrs. F. Ferguson gave a verbal report on the Yourh
Centre, stating that it is her opinion this program
should be discontinued. A large number of younger
children are attending and B£i teenagers.
Should this programme be discontiDued a savings of
approximately $700.00 in school rental would
result. Mrs. Ferguson suggests that a playground
be started next season at Dr.Williams rather than
the Youth Centre, but should the Youth Centre at
St. Joseph's School not resume in 1976 then
consideration should be given to carrying our
programme on.
The Committee recommends that Mrs. Ferguson's
suggestion be complied with.
3. Recreation Co-Ordinator - A By-law outlining the duties of the
Recreation· Co-Ordinator has yet to be
passed by Council. The Committee
recommends that this by-law be drawn
up as soon as possible, as Mrs. Ferguson
has now completed over one year in this
position.

Item #1: Procedurel By-law
Co~es ot the proposed re-drafted Procedural By-Law were cireula~ed
to Council in Committee, prior to discussion at the next to~al
meeting of Council, for consideration of 1at. 2nd end possible

Item #2. Five Year Capital Forecast Approval
Council in Committee were advised that the Five Yea~ Capital Forecast
for 1975, approved in the Spring by Aurora Council. subsequently
approved by the Regi~n of York. was approved by the Ontario Municipal
Board on October 3rd. 1975.
Item #3. Off-Street Parking
As one of the projects namely, off-street parking including the
walk-way and the acquisition of the house at the earner of Temperance
St. and Wellington Street West, was part of this total appl1eation,
it would now be appropriate to determine at a fUture public
meeting whether or not, and to what extent, improvements are
desirable to the lands on the west side of Yonge Street between
Wellington and Tyler Street as an area charge for parking improvements.
Item #4. Allocation of Capital Funds
With reference to the resolution of library funds at a previous meeting
of Council, Council in Committee would recommend that the Treasurer
make available to the Library Board, tbe sum of $8,000.00 and further
that ~ Yonge Street street lighting improvements in the amount of
$12,950.00 be allocated and taken from the Capital Levy Reserve Account.
Item #5. Kiosk -Photo-Mat -Aurora Shopping Centre
Council in Committee discussed this proposal and would advise Photo-Mat
and Hr. Herkur that they are net. in favour of this proposal.

Item #6. Springburn West -Cossar-Town house proposal:
Council in Committee discussed this matter and the staff meeting
held with representatives of Marshall, Macklin and Monoghan. It is
proposed that the processing, or further consideration of this plan
be done in two stages.
1. The setting-out of the basic requirements of development, site
plan, financail consideraticl;l, ser:Vioirlg and the holding of a public
meeting to consider this proposal, prior to the formal drafting of
a Zoning amendment.
2. If Zoning consideration is finalized and approved, the complete
site-plan agreement should include the structural drawings,
specifications of internal services, roadway, side-walks, lighting
and landscaping as well as esthetic control, prior to the issuance ~!
eny building permits.

Item #?. Orsi School Site:
Council in Committee were advised of the staff meeting held ~egarding
the Public School Site requested in the Orsi proposed subdivision
and following this discussion it was determined that Orsi's
consultants should check with the Separate School Board regarding
any requirements if, in their interest, they are attempting to
foresee possible problems in the design or lay-out of their road pattern
and residential properties.
