Public Safety Committee Report #§1
Councillor Timpson presented a report of the Public Safety Committee
in which the Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held on Tuesday,
September 23rd. 1975 at 7:00 p.m. in the Council Chambers.
Present were: Councillors, Timpson and Jackson
Fire Chief Gord Burling attended at 7:00 p.m. and
Building Inspector Roy Harrington attended at e:OO p.m.
Item~. Letter 16-31 -1975 Fire Prevention Week (October 5th-11th)
The Fire Department will be having an Open House at the Fire Hall on
Saturday, October 11th, between 1:30 p.m.and 5:00p.m. Films will
be shown.at the Open House.
Also, pamphlets regarding fire safety will be distributed and some
home fire inspections will be carried out. Additional fire inspections
will be made during the week in industrial and commercial establiShments
homes, schools etc. Newspaper advertising will take place on
October 1st.
Item #2 Advanced St. John Ambulance First Aid Course.
The Brigade will be taking this course in January, February and March
1976.
Item #3. Letter 14-17 Irwin AvenuE)_
The Committee recommends that the east end of Irwin Avenue within
50 feet of Yonge Street be designated as a one-way street heading west
and that this proposal be forwarded to the Region of York, Engineering
Department, for comment.
Item #4. Temperance Street (South of Kennedy Street) and Ransom St.
The Committee recognizes that it made an error in its original
recommendation to Council. The Committee now recommends that Ransom
Street be designated as a one-way street heading west and that
Temperance Street, south of Kennedy Street, be designated as a one-way
street heading north.

Mayor Buck presented a report of Council in Committee in which the
Committee respectfUlly submitted the following:
A meeting of Council in Committee was held on Monday, September
22nd. '1977 at 8:00 p.m. in the Council Chambers.

Item #'1. Lease or Sale of Municipal Building, 27 Yonge St. s. Aurora
Council in Committee discussed this matter and in preparation of
vacating this building in the Spring of '1976, would recommend that
the Clerk Administrator obtain appraisals for Council in Committee's
further consideration on the alternatives to be considered in either
disposing of the property or leasing same for a fixed number o~ years.
Item #2. Fourplex proposal -N. We~
This matter was referred to Council in Committee by the Planning
and Development Committee report and the Council reviewed their
previous decision and the position regarding this proposal and also
the comments of the former Region of ~ork Area Services Branch and the
Town Solicitor and would recommend that the previous Council in Committee
report should stand, based on Planning and Legal advice, and that no
further consideration be given to granting approval of this proposal

Item #3. Office furnishings Civic Administration Building
Following further discussion of proposed built-in counters and
defined areas, a recommendation will come forward at a later
meeting for the consideration of Council in Committee regarding
this matter.
It is proposed that the first priority will be for our carpenter
to undertake the construction of a works storage shed in the works
yard, for the use of all departments and it is then considered
possible that there will be sufficient time for the carpenter to
prefabricate some of the built-in units which can be delivered to
th& Administration Building at a later date.
Item #4. Water-Rate By-law:
Council in Committee discussed this matter and the criteria of
various categories and the rate structures.
Council in Committee reviewed the existing By-law No. 1564, which
uoo possed on March 18th. 1963. ThFJ criteria and the proposed
and r&eommended formulae for charging are to be studied further and
brought fo~~ard as a draft -rate By-law early in October so that
Council may consider same and following adoption, hopefully, would
revise the rates to be effective from January, 1976.
Item #5. Region of York Planning Department -Choices for
Development Re~ort -Li~ts of Urban Growth Report
Mayor Buck mentioned that the Region is hoping to set-up a local
office for a short period of time to obtain local and public in-put
into these reports which will form part of the choices of
development for the new Region Official Plan. In this regard i~~
been suggested that Council might review with Region officials,
these matters - a suggested date of October 8th and if available~
a copy of the COLUC report should be obtained, or at least a
summary of same.
Item #6.
Council in Committee reviewed the list prepared by Mr. Weller of the
trees for removal on Tcywn property and would recommend ap~val of
same. With the exception of the tree at 8 Catherine Avenue, which
has been requested be removed by the owner. A further report is to
be submitted on this tree.

Item #7. Staff Vacancy -Deputy Clerk
Council in Committee discussed this matter and would request that
the position of Deputy Clerk be advertised.
Item #8. Ad Hoc Committee -re Sports Complex
The Clerk-Administrator reported that he had contacted Mr. Don Glass,
as requested by Council in Committee and that Mr. Glass had consented
to accept the appointment as Chairman of the Citizens Committee and
the Committee would recommend Mr. Glass be requested to call the
first meeting in conjunction with the Council representatives in
suggesting the manner of Citizen appointments and the further
guidelines as approved by a previous Council in Committee report.
Item #Sj. Block "M" Emergency access -through Machell Park:
Council in Committee were advised that Wimpey Homes and our Town
Engineer have had some contact through the Subdivision Section of the
Ministry of Housing that the development proposal of Link Villas by
Wimpey Homes have been requested to show or provide some type of
emergency access through Machell Park.-
Council in Committee would strongly suggest that this is not in order
and that under no circumstances would they consider providing for, or
approving, any type of formal emergency access through Machell Park
as an outlet for this cul-de-sac roadway. It is felt that should an
emergency arise on this short street, there would be no difficulty
whatever in gaining a vehicle or fire equipment access to or near the
end of the cul-de--sac, by means of the Park but only in an
emergency use.

Works Committee Report #63
Councillor Simmons presented a report of the Works Committee in
which the Committee respectfully submitted the following.
A meeting of the Works Committee was held on October 2nd.1975 in the
Council Chambers -present were:
Councillors: Simmons, Jackson and Davis.

Richmond Hill; ·
Mr. R. Gee, Region of York Engineering Department.
Mr.J. Reid, Town Engineer and Mr. K.B. Rodger,
Clerk-Administrator, Town of Aurora.
regarding the comments and action taken by the Region of York on
their reversion of the Bloomington Road.
The Committee and those present discussed the various points raised
by the Region and although there is some reluctance to accept the
old Bloomington Road as a local responsibility, and although from
a legal standpoint this presents certain problems to the Municipalities
of the Town of Aurora and Richmond Hill, it is realized that the
Town of Richmond Hill has, and will have, no benefit from the Bloomington
Road following reversion, as no frontage or assessment can ever be
benefitted from this roadway, it is the feeling and recommendation of
the Committee bhat the terms and conditions set out by the Region
of York Engineering Committee and approved by the Region of York
Council would be considered appropriate provided:
1. That at Aurora's cost two or three test holes be dug in the road
base to determine whether this roadway will require excessive
maintenance in future years or normal or minor maintenance.
2. That should the road be considerably sub-standard, that the Region
of York be requested to place more granular material on the roadway
to bring it to a standard which would require normal maintenance.
3. That should these matters be agreed upon, an agreement be made
between the Town of Aurora and the Town of Richmond Hill, which
would relieve the Town of Richmond Hill for legal liability on
the roadway and place the responsibility of the road for
maintenance on the Town of Aurora, at its cost. ,. ·.

4. Should the road not be up to normal gravel standards; or the
Region not agree to put sufficient gravel on the roadway to
bring the road surface to a normal standard, further discussions
should take place between the Region, the Town of Aurora and
the Town of Richmond Hill to resolve this matter.
All of the above criteria and conditions are setout, knowing that the
Region of York have and are presently taking steps to correct the
serious drainage problem in that area and which is to be solved as
part of any agreement and reversion for the Bloomington Road.
The representatives from the Town of Aurora and Richmond Hill would
agree with the recommendations of the Region that the s~~~d limit
on the reverted road should be reduced and they would request the
Region of York, immediately , to pass the change in the speed limit
by-law and to put up the required signs.
