MINUTES OF THE 9th. REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL
CHAMBERS ON TUESDAY MAY 20th. 19?5 AT 8:00 p.m.
PRESENT WERE: Mayor E. Buck, Councillors: Davis, Jackson, Miller, Roth,
Simmons, Stewart, Timpson and Williamson.
Ron Wallace introduced Mrs. Sheila Roberts, who will be replacing Bob
Cooke as the Banner's Reporter to Council.
Miller: "Resolved that we hear the Delegation of Mr. Hugh Allen
Roth: representing Tele-Care."
CARRIED
Mr. Hugh Allen appeared before Council, representing ~ele-Care
a 24 hour Crisis Centre. Mr. Allen is looking tor a ~oom in
Aurora for Tele-Care to operate from on a 24 hour basis, and
requested Council's consideration regarding this matter.

Parks Committee Report ~2

Councillor Williamson presented a report of the Parks Commitne in which
the Committee respectfully submitted the following:
A meeting of the Parks Committee was held on Monday, May '12th. '1975
at 2:'15 p.m.
Present were: Councillors J. Williamson and P. Miller, and N. Weller
Parks Foreman.
Also Present: Councillor B. Rothmd Mr. Don Glass of the Aurora Lions
Club.
Councillor Simmons was present for part of the meeting.
'1. The Committee recommended buying three small line marking machines
and let the Soccer people mark their own playing fields.
2. The Committee are looking into the possibility of putting in a couple
of tennis eourts at the Dr. G. w. Williams Secondary School.
3. The idea of creating one or two parks on the Jack Woods f~ was
discussed and it was decide<! that the Parks Committee and the Lions
Committee, of which Don Glass is Chairman, should visit the area and
choose a suitable site or sites.
4. Letter 8-'16 from the Library Board requesting that the Parks Committee
consider maintahing the grounds around the Library was discussed and
the Committee would recommend that the request be granted but the
Library Board would have to contribute the sum of $200.00 for this
service.
5. The bridge cros~ing the ravine between the playgrounds of the Regency
Public School and Separate School has been wrecked for the fourth time
and the Committee would recommend that a shorter bridge be installed
further north. The cos~ will be negligible as the Parks Foreman
will use the material from the present bridge to construct the new
one.
6. The lay-out of the parkette at Billings Well was discussed and this
work and material will be paid for out of the interest of the fund
Which was set-up some time ago. It is the intention of the Committee
to use only the interest to complete this project over the next couple
of years.

7 •. Referring to letter #8-51 from Mrs. Bell asking why the swings in the
park were put up so late in the Spring and removed so early in the
Fall. It is not practical to put these up until the ground is dry
and firm and they are always removed before Hallowelen to avoid
vandalism.
8. It is recommended that Councillor Williamson and the Parks Foreman,
N. Weller be authorized to attend the Parks Board Convention in
Peterborough in August and that the necessary expenses be allowed.

Decision on the application was reserved by the Land Division Committee
with further consideration being gi~en on April 10th. 1975.
It is the decision of the Land Division Committee that Application File
No. A.74.'13 be and the same is hereby approved for the following
resons:
1. Thb applicants' proposal conforms with the provisions of the Official
Plan;

2. The proposed parcel is to be conveyed to the property owner abutting
on fue south, to be taken into the same title, cnd no new lot will
be created;
3. The proposed conveyance is, in the opinion of the Committee,
necessary to correct an existing deficiency between ownership and
occupation of the proposed parcel, there being located thereon
an existing swimming pool owned by the property owner to the south;
4. The lot to the south, as enlarged, and the remaining lands of the
applicaot, would be compatible with the established pattern of
development in the area;
and upon fulfilment of the following conditions;
1. Payment of all taxes to date, to the Town of Aurora.
2. Submission to the Secretary-Treasurer, of written advice from the
Town of Aurora that the pool vrill comply with the provisions of the
zoning by-law, with respect to its Oistance ~rom the proposed line
of severance;
3. Submission to the Secretary-Treasurer, of a fully executed deed,
in triplicate, conveying the proposed parcel only to the owner
of the lands abutting on the south, being Lot 13, Registered Plan
107;
4. Submission to the Secretary-Treasurer, of three white prints
of a registered Plan of Reference of the applicants' entire lands,
which conforms substantially with the application, as submitted;
5. Fulfilment of conditions 1,2,3 and 4 not later than l"'ARCH 14, 1976.

Mayor Buck presented a report of Council in Committee in which the
Committee respectfully submitted the following:

", Item #1. Delegation -Minor Hock_§X
A delegation from the Aurora Minor Hockey Association, represented by
Mr. R. Harmon and K. McGhee appeared before Council in Committee.
The Aurora Minor Hockey Association has experienced financial difficulty
in their past years' operation and has requested additional time to
repay their incurred debts, possibly over a two year period.
Council in Committee "\'rould recommend this request be granted.
Item #2. Westview Subdivision -Letter 6-93 Road Construction
(a) Councj.l in Committee would recommend that this road be brought up
to the standards as set out in Letter 6-93, fro~ J. D. Reid, Town
Engineer. Mr. Reid to advise the exact dimensions of the road and
the cost to bring this road up to standard.
Council in Committee further recommends that the Subdivider be
requested to deposit monies with the Town of Aurora to cover the
cost of this road, and other related services consistent with
Town standards for Estate Lot Subdivisions.
(b) Drainage:
That the present drainage was functioning properly and that the
drainage Si'rales meet existing contours of the ground and the
necessary precautions be undertaken with each building to insure
the drainage is not disturbed or blocked. Also, the Building
Inspector should require a detailed site plan prior to issuing a
, permit for building on each lot.
(c) Access Culverts:
That the building site plan show culvert size and location upon
spplication for building permits. Also, a deposit should be held
by the Building Inspector, to insure proper installation of these
culverts.
(d) Utility Poles:
That the above-ground utilities, such as Hydro and Bell within the
road allowances, be installed underground.

(e) Drainage Easements: ,
In keeping with the natural contour o£ the ground i£ xt is not changed
in the drainage areas, easements, in our judgement are not required.
Block "A" should be deeded to the Town of Aurora. J. D. Reid, Town
Engineer" will supply a plan and advise.
(f) Street Lighting:
Present and future street lighting requirements were discussed and Council
in Committee would recommend that a total o£ five lighting fixtures
be installed. With ore fixture at each end of the road and three
additional evenly spaced.
(g) Park Dedication:
Council in Committee would recommend that cash in lieu of parkland in
keeping with the criteria as established in estate residential and as
indicated in the Hunter's Wood Subdivision be required.
Council in Committee recommend that the Subdivision Agreement be drawn
up to cover this Subdivision.
Item #3. Under round Utilit on St. reconstruction
J. D. Reid, own Engineer, as su mltted a repor re the underground ---
utility requirements for the Wellington Street reconstruction. Council
in Committee would concur with the Engineer's report and would recommend
that the Bell install the undergDUnd utilities as per the original
programme at their cost. Further,that J. D. Reid, Town Engineer, arrange
a meeting with senior Bell personnel as soon as possible.
Item #4. Region of York -Reconstruction of Wellington Street
Council in Committee were informed by J. TI. Reid of~he Region of York's

Council in Committee were advised of curbing which had been removed on
the new Edward Street extension and would recommend J. D. Reid, Town
Engineer, investigate and advise Council as soon as possible.
Item #6. Alcan Sewage Treatment:
Council has had discussions with J. D. Reid on the progress o£ the
Alcan Treatment Plant. Mr. Reid advised that this progress is lagging
and Council directed Mr. Reid to take whatever action is necessary to
require Alcan to perform.
Item #7. Gurnett Street tree removal:
Council in Committee wouid recommena the removal of two Maple trees
on Town property on Gurnett Street as the tree roots are interferring

in the Council Chambers.

Item #1. Water Line from Industry Street, East-Wellington St.
The Committee advised that this water line is old and repa~rs have been
made in the past four months fifteen to twenty times. More complaints
have been received and costs to the Town have been way out of proportion.
