A Delegation of students from George Street Public School who were
taking part in a Community involvement for Education Week,
participated with the Council in their business session, and after
each student reported .on their work experience so far, the formal
session of Council was resumed.

Recreation Committee report #26
Councillor Miller presented a report of the Recreation Committee in
which the Committee respectfully submitted the following:
A meeting of the Aurora Recreation Committee was held on Tuesday,
April 8th to discuss the 1975 Budget, and said budget, with alterations
has been finalised •

The Committee considered Council's suggestion of altering the present
format of the "Recreation Appreciation Night" to include many more
groups and organizations in town, and to hold the event on the
Main Floor of the Community Centre on May 9th.
The Committee concur with this suggestion.
The Lottery Committee is to conduct a house to house survey of Aurora
to determine thepriorities in regards to possible future recreation
facilities. The results of this survey is to be presented to Council
for it's consideration.

Councillor Simmons presented a report of the Works Committee in
which the Committee respectfully submitted the following:
A meeting of the Works Committee was held on April 10th. 1975 at

Item #1. Bacon Basketware-re: Water Connection:
It is the recommendation of the Engineer and Committee that Bacon
Basketware should connect to the 12" main off Wellington Street.
There is a resolution on file that there is to be no more connections
on the trunk water-line on Temperance Street.

Item #2. Mr. J. D. Reid -Engineer:
It is recommended that all Engineer 1 s accounts be perused by the
Committee prior to accounts being presented to Council.
Item #3. Bloomington Road:
It is recommended that Mr. J. Reid and Mr. E. McGregor be instructed
to check the Bloomington Road as to what repairs and what problems
could arise from the proposed take-over of this road. It is not
an indication at this time that the Town is willing to take-over
this road, but we should know the problems that could be there.
Item #4. Repairs to Roads:
It is recommended that the Gas Co., Bell Telephone and all others
be notified that if repairs to any of our roads are not completed
to our standards, that our Town Superintendent and Engieer be
instructed to have the people repair the roads within 30 days or that
we repair the roads and bill these companies, or others, for these
repairs.

It is recommended that mown Employee Allan Giddings be reclassified
from Category #1 -$3.96 per hour to Category #1 -$4.01 per hour.

Mayor Buck presented a report of Council in Committee in which the
Committee respectfully submitted the following:
A meeting of Council in Committee was held on Monday, April 14th,
19?5, at 8:00 p.m. in the Council Chambers.
Present were: Councillor G. Timpson; W. Davis; N. Stewart, B. Roth,
R. Simmons; J. Williamson; P. Miller and H. Jackson.
Item #1. Committee of Adjustment:
Council in Committee received the applicants for Committee of
Adjustment vacancy and will present a resolution at the next meeting
of Council.
Item #2. Wellington Street Reconstru~tion:
Council in Committee received this matter and would stress the
importance of completing this work in 1975.
Item #3. Library Board -Report of Joint Committee:
The Council in Committee, after receiving this matter and discussing
same, would recommend the Clerk-Administrator and Solicitor advise
the Library Board of the legal liability and the responsibility as
a corporate board.

Item #4. The 1975 C.U.P.E. Contract:
The 1975 C.U.P.E. contract, Local 1359. Council in Committee were
advised of the recent cost of living increases and the union decision
r--to accept their adjustment and wages on the April announced Cost of
Li•ing which was one half of one percent lower than the March Cost
of Living.
Council in Committee, after discussion of same, would recommend the
adjustment be made on the 11.8% increase and in particular the wage
rates as attached.
Item #5. Waterman 11 -Mr. S, Wilson
Council in Committee discussed this matter and in recognition of the
performance and responsibility being carried out, would recommend tha'
Council authorize 17¢ per hour increase in wages over the agreement
rate of Waterman 11. -
Jtem #6. Association of Municipalities of Ontario -

Council in Committee discussed letter 3-9, a questionnaire on
elections from the Association of Municipalities of Ontario and
would advise the following:
Fart A, Question one -that no change be made in the present date
for municipal elections.
Question two -that Monday is not the most appropriate day
for a municipal election and would recommend
Saturday as more convenient day.
Question three-that the new Council should assume office on
1st. of the month following the election.
Question four-that the term of office for Municipal Couneil
remain as two years.
Part B, Question one-that no change be made in the fiscal year
end for municipalities unless a change is
made in the election date.

A special meeting of Council In Committee was called for Thursday
April 24th. at 8:00 p.m. to discuss the Procedural By-law.

Council in Committee discussed the proposed Recreation Appreciation
Night, the letter of li"vitation and proposed format and would
recommend the Recreation Committee carry out same.

Council in Committee would recommend that Councillor J. Williamson
and H. Jackson be appointed to this Committee.
Item #'10. Del Realty, designation of name for Apartment Building
Council in Committee, in further discussion, would recommend that
the proposed name of the apartment complex at Wellington Street
W. and McDonald Dr. be cal~ed Wellington Towers.

recommend Council's position is that the majority of council do not
feel that the remaining objectors have a valid objection to the
rezoning By-law 2036.
Item #'13. Mr. and Mrs. A. Black -Sharing of cost of Fence-Letter 1o-1o
Council in considering of the agreement to share in the cost of the
fence with Mr. and Mrs. Black next to the Victoria Street parking
lot, would recommend the sum of $346.73 be paid as the Town's share.

Councillor Timpson presented a report of the Public Safety Committee
in which the Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held in the Council
Chambers on Tuesday, April 15th. 1975 at 7:30p.m.
Present were: Councillors G. Timpson and H. Jackson.
A delegation of Don Patrick and Stuart Wilson of
Local 1359, C.U.P.E. joined the Committee at 8:30 p.m.
1. Letter 6-91 -re: Ontario Fire Chiefs' Seminar and Work Shop
The Committee recommends that Fire Chief Gord Burling be allowed to
attend this Conference in Niagara Falls, Ontario, from May 4th to May
7t~. 1975 and that the usual expenses be allowed.

3. Letter 6-71 Coroner's JREY Verdict:
The Committee supports the recommendations of the Coroner's Jury
and recommends that a copy of the recommendations from the Public
Safety meeting of Mar~ 13th. 1975, approved and amended by Council
on March 17th. 1975, forwarded to H. B. Cotnam, M.D., Chief Coroner
for Ontario, Ministry of the Solicitor General, 863 Bay Street,
Toronto, Ontario -M7A 1Y6.
4, Delegation from Local 135~ C.U.P.E.
The Committee recommends that a safety committee be established within
local 1359, C.U.P.E.
The duties of such committee would be to suggest and recommend, where
possible, improvements in the safe working conditions of all functions
involving Union personnel, to the responsible Department Head or his
immediate subordinate.
The Committee would be composed of two persons who are permanent
employees of the Town. The Public Safety Committee recommends that
the members of the Union Safety Committee be allowed to attend to
their duties as safety committee members with the same meaning of
intent as the Union Steward has, as outl~ned in Clauses 5.02 and
5.04 of the Agreement between the "Corporation" and the "Union"
of June 15, 1974.
5. Parking Restrictions:
(a) Mill Street:
The Committee recommends the erection of "No Parking Anytime" signs
between the south boundary of 44 Mill Street and the north boundary
of 28 Mill Street on both sides of the street.
(b) Reuben Street:
The Committee recommends the erection of "No Parking Anytime"signs
on thesouth side of this street from Yonge street West to the 2nd
telephone p<,le on the south tsice of the street.
(c) Gurnett Street:
The Committee recommends that the "No Parking Signs" which had been
removed during the reconstruction of Gurnett Street, be erected as
soon as possible.

(d) Berczy Street -Letter 25-15:
The Committee recommends the erection of "No Parking between 8:00 a.m.
and 4:00p.m." signs on the east side of Berczy Street, south of
Mosley Street.
(e) Victoria Street and Church Street intersection:
The Committee recommends the erection of "No Parking he~ to Corner"
signs at a distance of 30 ft. from the centre radius point of each
corner.
(f) Police Enforcement:
The Committee recommends that the York Regional Police Department be
informed of these restrictions and asked to enforce them.

RESOLUTIONS CONT'D
Accounts
AND WHEREAS the quantity of garbage produced and raw
materials wasted through the existance of non-reuseable
and non-refillable beverage cans and glass bottles is
quite considerable; to ~~t: in Toronto alone, Torontonians
throw out '100 tons of disposable drink containers every
day and the quantity is increasing;
THEREFORE, BE IT RESOLVED that the Government of Ontario
be requested to enact legislation which would impose a
ban on the sale and use of such non-reuseable,
non-refillable beverage cans and glass bottles within the
Province of Ontario,
AND FURTHER BE IT RESOLVED that a copy of this resolution
be sent to the Association of Municipalities of Ontario,
our member of the Provincial Legislature,and to all
municipalities within the Region of York, and to all other
municipalities with a population of greater than 50,000
for their endorsement."

AND WHEREAS objections have been received from
various residents, and the owner of another shopping
plaza who is not within 400 feet of the property
concerned,
AND WHEREAS following receipt of the objections, public
meetings have been held with the resident objectors'
to resolve and understand the points of objection,
AND WHEREAS, all the objectors with the following
exceptions

Rhea Morris 27 Laurentide Avenue, Aurora
0. D. Higgins 71 St. Andrew's Court, Aurora
Clarke G. Smith 50 St. Andrew's Court, Aunmra
A. Merkur and Sons Ltd. (Aurora Shopping Centre) 1801
Avenue Road, Toronto, have unconditionally withdrawn
their letters of objection, the Council of the Town
of Aurora would request the Clerk and Solicitor to
make immediate application to the OMB for approval of
By-law #2036-75 and to file all necessary documents
in relation to such application and the Council would
further take theposition that the remaining objections
are not valid to the approval of By-law #2036-75
OMB #2036-75
AND FURTHER BE IT RESOLVED, that the Council of the
Town of Aurora does hereby certify that By-law #2036-75
does conform to the future land use of the approved
Official Plan of the Town of Aurora."

hearing on the object±ns to By-law #2036-75 which have
not been withdrawn but which are felt by Council not to
be valid objections to the Zoning By-law and would

the remaining objections require a full public hearing
which will cause considerable delay for a hearing date, or
if in the opinion of the Board, the remaining objections
are felt to be not valid issues to be considered
objections to the Zoning By-law and a public hearing
dispensed with."
