The Planning and Develop.uent Oonoittee reconoends this request be denied, as the Official Plan and Zoning By-law designate the property Industrial and any a.uendnent would set a precedent for future rezoning applications. Burnett N.E. corner of Lot 21, Con. 2 Request for Residential zoning, This lot was subject of a Conoittee of Adjustoent application for severance -B2/?2. The Town of Aurora objected to this severance. However, it was granted. The Conoittee reconnends this request be denied as, in our opinion, the lot constitutes "poor planning", is undersized, and has insufficient frontage to be consistent with our rural policies in the Whitchurch area. Standards As per a query fron Mrs. Betty Brodeur, the Building Inspector advises that in the 1975 Ontario Building Code, there will be "Standards for the Handicapped". These requirenents will be enforced by the Town of Aurora. 5. CARRIED Council in Conoittee Report #16 Mayor Buck presented a report of Council in Conoittee in which the Conoittee respectfully subnitted the following: A neeting of Council in Coooittee was held on Monday, March ~rd. 1975 and Ma~ch 10th. 1975, in the Council Chanbers. Iten #1 Retirenent Interviews: The Clerk-Adoinistrator reported on the retirenent interviews carried out with the three persons who have reached retirenent age with the Town of Aurora. REGULAR MEETING -15 -MARCH 17th. 1975 REPORTS OF COMMITTEES CONT' D Mr. Bill Patrick: Mr. Bill Patrick has reached seventy years of age, March 1975, and will be officially retired at the end of March at the Conounity Centre. Mr. E. A. McGregor, Works Superintendent: Mr. McGregor, last fall, requested to work one further year and Council in Conoittee would agree to the extension of retireoent to the end of August, 1975, with retirenent coning on Septenber 1st. 1975 Mr. G. Burling -Fire Chief: Council in Co.ooittee would agree to a further one year extension of Mr. Burling who has reached sixty-five years of age. Iten #2. Wiopefhouse sizes-request of letter 25-18-and the tour of Mi ton Council in Conoittee considered this request and following discussion of the house sizes and the tour of Milton, would reconuend that the subdivision agreenent not be changed because in the short tine available to nake a decision on the snaller house sizes, Council is not satisfied with the exterior design blending in with the existing residential developnent. Although one or two of the house nodels appeared to be well designed in layout and would have been conpatible, the problens in changing the agreenents and the zoning to pernit the one hone which would not fit into the provisions of By-law 1863 as presently worded, could not be changed within the linited tine available. The Connittee would therefore reconnend that Council advise Wi.opy Hones Ltd. that they would look forward to the second stage developnent based on the previous nodels subnitted and the foroer designs. Iten #3. Wellington Street Construction Council in Connittee were advised of the recent proposal to re- construct, at a narrower width, that portion of Wellington Street between Victoria Street and the railway tracks, which was not previously considered for conplete re-construction. It had been anticipated that this portion would only be involved in under- ground utility works but because of the .oajor disruption of the road (=·, • •• <./ 0 REGULAR MEETING -'16 -MARCH 17th. 1975 REPORTS OF COMMITTEES CONT 'D bearing surface with the under-ground construction, it was decided that the best thing would be to re-construct this portion in an approxinate width of 36' to enable saving nost of the trees presently on Wellington Street, East. March 10th, 1975 Meeting: Iten #4. Bus Service Council in Connittee, following the Transportation Connittee discussion, indicated they are notsatisfied with the equipnent condition and a conplete lack of connunication fron the operator. Council in Connittee would reconnend that the Clerk-Adninistrator consult with the Town's Soli~tor, regarding this natter. Council in Connittee would further request the Clerk-Adninistrator detemine why the Postnen are not using the service and would further suggest that the proposed revised bus route be subnitted for further consideration. I ten #5. Mr. W. Mont~onecy Mr. Montgonery net win Council in Conni ~tee -regarding Connittee of Adjustnent appointnents which are up as of Decenber 31st. '1974 and indicating that he personally is not able to serve further, at this tine but would be willing to reconsider his participation in the Connittee at sone tine in the future. Followi~ discussion, it was decided that the nenbers will carry on in the neantine and would reconnend that the Clerk-Adninistrator advertise that two appointnents are vacant for the Connittee of Adjustnent, Town of Aurora, and Council in Connittee would consider persons interested at future neeting. Iten #6. Bloonington Road Reversion Council in Connittee received a verbal report of the neeting with York Region Engineering Conuittee and will await further in!omation regarding the proposed correction of drainage deficiencies and · other details pertaining to the reversion before naking any final coopent on this natter. I'ten #7. Treasurer's Report: Council in Connittee received the Treasurer's Report that the 1974 operations produced a break-even position. The Treasurer explained that he has received the Departnental Budgets now and are in steps of co.npilation of these but it is too early to estinate what the Town requirenents for '1975 would be, let alone the projections of what will be required to produce revenues for the Region of York and the York County Board of Education and York County ,r-~. ·--,, ___ . MARCH 17th. 1975 The Treasurer also reported on his feelings regarding the O.H.A.P. progran and the neeting which he attended at the Region of York. Iten #9. Wellington Street Re-construction: It is estinated that the total Town's share in the prelininary stages for the Wellington Street re-construction will be sonewhere in the vicinity of $300,000.00 to $350,000.00 in 1975, as a C8pital Expenditure. These itens are being checked out further as to detailed cost estinates and a further report will be subnitted to the Region of York and to the Town or Aurora for consideration. Tho Town had forecast, in 1975, a projected expenditure of storn sewer, sanitary sewer and road construction in the anount of $350,eoo.oo for the year, as part of its 1974 Five Year Capital Forecast. Council in Committee were made aware that a request for progress payments has been received by the Town in relation to the Aurora Public Library building and as Council in Co.mmittee were not in a position to approve payment, would recommend that the detailed invoicing of progress payments and Architects fees be presented to the next Council meeting for formal consideration under Resolutions. Item #11. Tree Prunin~: Council in Committee would recommend that the s~ of $2,000.00 be allocated in the 1975 Budget for tree pruning and that the Parks Foreman be so advised. Item #12. Council in Comm~ttee were advised that the rate increase adjustment which will be due to the C.U.P.E. Local 1359 will be made effective April 1st. 1975, based on the March 12th announced cost of living adjustments in accordance with the agreement between the Town and C.U.P.E. Item #13. J. D. Reid's Letter re -Ashton Dene Storm Sewers This letter was received by Council in Committee as information. Item #14. ProcessConsultants Letter re: Orsi Land explaining their version of the problems and the request to discuss their draft plan: Council in Committee received this correspondence and would suggest that a meeting be scheduled to discuss the draft plan. Item #15. Kennel Inn Agreement Council in Committee discussed the proposed draft of the Kennel Inn Agreement and the contents of a letter written following that drafting in which various other .matters of mutual interest were expressed. It, at one time, was proposed for use as a watering truck ror the street-planted trees, however the Parks Foreman feels that it is more practical to use a 200 gallon water +.ank mounted in a pick-up than to drive ~his vehicle, causing fnrther expense. Music show for Comm~t:y Centre The Colllllli.ttee, thi'o\igh Mr. Bt;son, is activdy engaged in seeking out a suitable top name musical group that could perform at the Community Centre during the latter partot' May or in September. The Committee is examining the possibility of having a combined co~ert and dance. The Committee would recommend this item be received as information. Item #4. McMahon Park BuildiEf: Mr. Norm Weller has suggeste~hat the exposed walls in the McMahon building be strapped and insulated. The Committee would recommend that this item be included in the 1975 budget. Item #5. Tennis Club The Tennis Club has agreed to provide the material if the Town will provide the labour to construct cupboards in the basement of the McMahon building. The Committee would recommend that this work be carried out. Item #6. Tennis Club The Tennis Club has expressed an interest in installing a pay telephone in the McMahon Building. The Committee would reco.mmend that the Tennis Club be authorized to install and maintain such a pay phone at their expense. Ite.m #7. Factory Theatre: The Clerk has suggested that due to the use of the Factory Theatre building by the general public it would be advisable to install a pay phone. The Committee would reco.mmend that this work be carried out. Item #8. Ice-Out Party The Committee decided to sponsor an :•rce-Out Party" at the .Arena on Sunday, March 30th. 1975. All residents of the community will be invited to attend the skating party at 25 cents a head. It was learned that the lens on the Town's porjector is not always adequate for showing films and very often Theatre Aurora has to use the projector from the Library. The Committee would recommend that the $25.00 rental fee now charged for each movie performance be deemed to include rental of the projector. (3) That "Dangerous Intersection Ahead" signs be erected on all four approaches to this intersection. Two of these signs would be erected by the Region and two by the Town.
