REGULAR MEETING DEI.FGATIONS -'10 -APRIL 7th. '1975 Mr. H. Spragg.presented·the '1974 Library Board report and introduced the '1975 Library Budget which was outlined and explain~ by Mr. T. Dea, Finance Chairman of the Library Board. Miller: Williamson: "Resolved that the Aurora Public Library Board '1975 Budget be received and referred to the Budget meeting for consideration." CARRIED REPORTS OF COMMITTEES Parks Committee Report #2~ Couneillor Williamson presented a report of the Parks Committee in which the Committee respectfully submitted the following: The Parks Committee met at 2:00 P.M. Wednesday, March 5th. '1975 with the following present: Councillor J. Williamson, Chairman, Councillor P. Miller, Vice Chairman, Councillor Stewart, Member, Norm Weller, Parks Foreman and Mr.Don Glass, from the Aurora Lions Club. The following matters we~e discussed: '1. Mr. G~ass was asked what the Lions Club had in mind regarding assis~ance to the Town in promoting recreation. He stated that he .. :f.elt they would pay the cost of development of 5 acres to a ~ost of $100,000.00 spread over a period of '10 years. ~t was suggested that possibly a modern playground similar to the one at Ontario Place only on a smaller scale, would be a good project and he felt that the Lions Club might go for that. He would present this to the Club and advise us further. 2. The Parks Foreman, N. Weller reported that in order to complete the park at the Billings Well, we would require 2'1 Columnar Norway Maples, 2 Norway Maples and 1 Crimson King Maple tree. 3. It was decided that Terms of Reference for the Parks Foreman should be prepared for ~esentation to Council in Committee for approval. REGULAR MEETING -'1'1 ~ APRIL 7th. CARRIED COUNCIL IN COI1I1ITTEE REPORT #23 Councillor Timpson in the Chair Mayor E. Buck presented a reportof Council in Committee in which the Committee respectfully submitted the following: A meeting of Council in Committee was held on Tuesday, April '1st. '1975 in the Council Chambers at 8:00 p.m. Present were: Mayor Evelyn Buck, Councillors, Timpson, Stewart, Roth Williamson and Jackson. Item #'1. Conroy Dowson Planning Consultants-Future Land Use Conroy Dowson Planning Consultants has requested that the property shown as part of lot '16, Concession '1 (74-48) be considered for residential designation. Council in Committee would recommend that this property remain as rural at this time. Item #2. Municipal Liaison Committee -Allocation of Land Assembly Council in Committee were advised of the letter from the Municipal Liaison Committee regarding Provincial--Municipal allocation of land assembly and as the Town of Aurora is not currently involved at this time, would recommend this letter be received as information. H.. Item #3. Aurora and District Historical Society -Appointment of Members for Architectural Conservation The Aurora and District Historical Society has advised of the following three members who are interested in serving on the local Architectural Conservation Committee, Mrs. D. McClure, Mr. L. Oliver, Mr. D. Webster. Council in Committee would recommend acknowledgement and acceptance of these members. REGULAR MEETING -12 -APRIL 7th. Toronto Area Transit Operating Authority -Public Transit Services for newspaper advertisement: The Toronto Area Transit Operating Authority has advised of a further newspaper advertisement indicating GO Transit Services and has requested ~ermission to include Town of Aurora services. Council in Committee would concur with this advertisement. Item #5. Recreation Committee Report #8. --McMahon Park Building Council in Committee considered the request from the Recreation Committee that the jurisdiction of the McMahon Park Building come under the Recreation Committee. Council in Committee would recommend that this building remain under the current Community Buildings Committee. Item #6. Recreation . -Church Street School iuilOlng Council in Committee considered the req~est from the Rec~eation Committoe that the Church Street School building, upon vacancy by the York County Board of Education, that this building be turned over to the Recreation Committee. Council in Committee would recommend that this building come under the jurisdicti9n of the Community Buildings Committee. Item #7. The Re~ional Municipality of Yo,rk -Salaries of Councillors and Sc ool Board Trustees: The Regional Municipality of York-Clerk's Department-has acknowledged the resolution of March 4th from the Town of Aurora and has asked if the Council wants this resolution placed before the Regional Council in its present 1'TOrding. Council in Committee would recommend that it be placed before Regional Council as is. Council in Committee would also recommend that copies be sent to the A.M.O. and the Small Urban Municipalities of Ontario for endorsement. Item #8. J. D. Reid, Wellington Street -Project #449 J. D. Reid, Town Engineer, has advised re the s~walk construction at the Wellington Street project. Cabncil in Committee would concur with this report and advise J. D. Reid, South Yonge Street Subdivision Council in Committee were advised of the future services required in this development from J. D. Reid, Town Engineer, and would recommend that these matters be attended to. Item #10. J. D. Reid and Associates, Construction of McDonald Drive: Mr. H. Borgdorff, Engineer, has advised re the construction of MoDonald Drive from Sta. 7+00 to Sta. 14+00 and has advised that contract documents be prepared. Also, that the remainder of the right-of-way for the completion of McDonald Drive to Murray Drive be started in the near future. Council in Committee would recommend the Engineer proceed with the tender for the construction of McDonald Dr., Sta. 7+00 to Sta. 14+00 and the acquisition of the remainder of the right-of-way immediately. Item #11. ~· Reid and Associates, Tridel Construction Ltd. Project 0 - Mr. H. Borgdorff, Enginaer, Reid and Associates Ltd., has advised on the Tridel Construction, project #470, indicating the twelve inch diameter sanitary sewer on the north side of Wellington Street, W. the storm drainage outlet for the apartment complex and the sidewalk construction, Council in Committee were earlier advised of the site plan as previously received and would recommend this report be accepted. Item #12. J. D. Reid and Associates -Alterations to Traffic Control Signals Murray Drive and Yonge Street: This letter was received by Council in Committee as information. Item #13. Ministry of Transportation and Communications, Traffic Signal Signs, Murray Drive and Yonge Street This letter was received by Council in Committee as information. Item #14. Alcan Canada Products Ltd. ··· effluent treatment tests . Alcan Canada Products Ltd., have advised Council of the status of effluent treatment to date. Council in Committee would recommend that the Town Engineer, J. D. Reid advise as to the earliest feasible date this system could be fully operational. Item #17. Ontor Ltd. Emergency Lighting, Community Centre Council in Committee would recommend the purchase of five emergency lighting units in the amount of $1211.25, for the Community Centre. Council in Committee would recommend this apartment be named Academy Court. Item #19. C.U.P.E., Local 1329 C.U.P.E •• Local 1359, has requested that the 1975 Agreement change be based on the April 1st. 1975 Canadian Cost of Living Index. Council in Committee would recommend the April 1st, COLA be adopted. Item #20. WHEREAS the quantity of raw materials is finite, AND WHEREAS the conservation of such raw materials is to the benefit of mankin~ in the long term as a part of the overall wise usage and conservation of our natural resources, AND WHEREAS the quantity of garbage produced and raw materials wasted through the existance of non-reuseable and non-refillable beverage cans and glass bottles is quite considerable; to wit: in Toronto alone, Torontonians throw out 100 tons of disposable drink containers every day and the quantity is increasing; THEREFORE, BE IT RESOLVED that the Government of Ontario be requested to enact legislation which would impose a ban on the sale and use of such non-reuseable, non-refillable beverage cans and glass bottles within the Province of Ontario, AND FURTHER BE I~ RESOLVED that a copy of this resolution be sent to the Association of Municipalities of Ontario, our member of the Provincial Legislature, and to all municipalities within the Region of York, and to all other municipalities with a population of greater than 50,000 for their endorsement.
