Councillor Davis presented a report of the Planning and Development
Committee in which the Committee respectfully submitted the

A meeting of the Planning and .Development Committee was held on
February 4, 1975 at 7:30p.m., with the following present:

allowed on property, as per Official Plan Amendment #7.
,. As the property, u.1'lder the new Official Plan will be
designated "C", it is deemed advisable now, to leave as is,
and at the time of development, this could be considered
intthe Site Plan Agreement accompanying a Re-zoning
application.

Owner wishes land to be designated either "Residential" or
"Commercial" (now "Rural" designation under Official Plan
and also under Whitchurch Zoning By-law). The Committee
was sympathetic to the request. Request to be forwarded
to the Area Services for comment.
Mr. J. Jongeneel -Part Lot 72, Con. '1 BayYiew Avenue
The lots were severed by the Committee of Adjustment applic~tion
B-46, B-47, December 28, 197'1, and re-zoned under By--la-vr ·
#'1953-72.
One condition was, that as the lots were originally facing
East and West onto Bayview, and when construction of adjace~t
Subdivision is commenced, the lots will be reversed -North
and South ·-and front onto the cul-de-sac (thus closing
the existing driveway onto Bayview Ave.)
Owner now ~•·ishes to sever and build on northerly lot and
exit,if possible onto Bayview Avenue.
Planning and Development Committee recommends CoU11cil
approach the Region of York to obtain an entrance for said
lot at the northerly edge of the property on Bayview Ave.
It is understood, all legal and financial obligations should
be fulfilled to the satisfaction of the Town of Aurora. ·

Mr. Rafael presented the revised proposal of 200 Multiple
Units.
The Committee was receptive to the proposal and when all
technicalities are ironed out, i.e. servicing, financial,
Site Plan Agreement, final drawings, etc., it is recommended
Council approve this project. -

Wimpey Construction proposed to erect 32 Link Villas on 3.101
A. parcel (see P. & D. report -Nov. 7/74) The design of Zbese
link villas to be similar to St. Andrew's Court.
The Committee recommends the report be accepted and the
re-zoning application and Site Plan Agreement be processed.
Mr. K. Hansen -Wimpey Homes Plan M-1310
A copy of the Draft Plan is to be attached to the Re-zoning
application. As the Draft Plan has been received, it can
be processed.
The Committee recommends infuture when a proposal is brought
in to Council, such as Multiple Family, that a model be
presented also.

Our planned population growth of 4-%, as per the new Official Plan
wo11ld not be affected by this development.
In 1973 only 75 units were constructed, and in 1974-only 10 units
were constructed. The total population growth of these two
years, therefore, would be roughly 300 people.
The Official Plan would permit 4-% x 13,500 (54-0people) plus
4-% x 14-,04-0 (562 people), being approximat.ely 1,100 people for
these two years. ·
As the date of completion will be approximately 60 weeks after
Town approval, the sewage capacity allotment and the population
growth should not have an adverse affect on the Town. Attached
are comments for the Land Division Comm. re Rayel's proposed
severance.

Councillor Timpson presented a report of the Public Safety Committee
in which the Committee respectfully submitted the followingr
A meeting of the Public Safety Committee was held in the "Upper
Chamber" on Thursday, Februa:ty 13th. 19?5 at 8:00 p.m.

Letter 1-51 indicates that the cost of installing such protection
will be $19,000.00. The Canadian Transport Commission will pay
80%, the C .N .R. ?W, leaving the Town of Aurora ' s share at 12)$6.
Pursuant to letter 3-5, the Committee recommends that the automatic
protection be installed and that the Town of Aurora pay 1~ of the
cost of such installation, along with 500~ of the annual maintenance,
for whieb no estimate has been received.
The Committee further recommends that the Clerk-Administrator send
a letter to the Canadian Transport Commission indicating the
decision of the Council on this matter.
Item #2. The following is for Council's information:
The Committee wishes to advise the Members of-Council that the Fire
Department Budget for 19?5 will contain a recommendation that two
fUll-time firemen be hired this year. As this item will be
discussed later during 19?5 Budget considerations, the Committee
recommends that all members ot Council give this matter serious
consideration during the interim.

The Committee advisen Council that further information !rom
neighbouring municipalities and various paint companies will be

Item #4. Radio Equipment:
The Committee recommends to Council that consideration be giWen
that money be allocated in the 1975 Budget !or new transistorized
radio equipment -particularly a new base unit and a new radio
to be purchased this year.
Item #5. Floor Plans, Storage Materials and Familiarization Tours of
all new Major Construction within the Town
The Committee recommends that the owner and/or tenant of all such new
major constructions (malls, Shopping plazas, factories, apartments
etc.) be required both to make copies of blue prints !or floor plans,
indicating among other things, storage areas, types of materials ·
stored therein, for permanent use by the fire department, and to
provide familiarization tours for all officers and fire fighters in
the local fire department.

Councillor Simmons presented a report of the Animal Control
Committee in which the Committee respectfully submitted the
following:
Minutes of a meeting held by the Animal Control Committee in the
Council Chambers of the Town of Aurora on Thursday February '13th.
'1975 at 8:00 P.M.
The following persons were present from the concerned Municipalities:
Town of Aurora: Councillor Ron Simmons
Town of Whitchurch--Stouffville: Councillor A. Starr
Township of East Gwillimbury: Councillor A. Pegg
Township of King: Councillor B. Forhan
Councillor Ron Simmons Chaired the meeting.
The representatives from the Township of King and Whitchurch-
Stouffville agreed vdth the Town of Aurora to present a resolution
to each of the three local Council's, to accept Kennel Inn's
proposal for canine control.
Councillor Simmons then discussed the Town of Aurora Dog By-law
#1923 and it's amended version #1990-73 with the other representatives.
Each were in agreement to follow a uniform By-law, which will be ·
drawn up and presented to Council.
