PRESENT WERE: Mayor E. Buck, Councillors Davis, Jackson, Miller,
Roth, Simmons, Stewart, Timpson and Williamson
Councillor Miller rose on a point of order re: the Juvenile
Equestrian Tournament in Mexico.
Miller: "Resolved that a letter of congratulations be sent from
Davis: the Town of Aurora in representing Canada so well."

REPORTS OF C01'1MITTEES
Recreation Committee Report #5
Councillor Miller presented a report of the Recreation Committee
in which the Committee respectfully submitted the following:
A meeting of the Recreation Committee was held in the Board Room
of the Community Centre on Tuesday, January 14th. 1975 at 8:00 P.M.
Present were: Councillors Miller and Roth; Member B. Sorley;
Recreation Co-Ordinator P. Ferguson and Recreation
Administrator E. Batson.
1. Letters were received from the Aurora Minor Soccer Association
and the Aurora Minor Ball Association asking for an increase
in their annual grant which is a~ present $250.00 each.
This has been referred to the Budget Committee for their
consideration.
2. The Committee recommends to Council that the Church Street School
Building be turned over to the Recreation Committee for
operation as a Recreation/Community Centre, when it is vacated
by the York County Board of Education.
3. Mrs. P. Ferguson, Recreation Co-Ordinator, attended a meeting
of Recreation personnel from the Region to discuss the
formation of an Area Municipal Recreation Association, which
would be of mutual benefit to all concerned,
This Association is now in the process of being set up.

Item #1 Animal Control -Town of Aurora
Council in Committee discussed the various Animal Control
presentations from J.A. Hackson, Newmarket; Animal Emergency
Services, Toronto and Kennel Inn, Willowdale.
Council in Committee would recommend the Kennel Inn proposed
operation, having a minimum of four vehicles and w~uld request
that they consider a quarantine isolation. ·
Council in Committee would recommend that the representative of
the Anjnal Control Committee meet with theother affected
municipalities in this regard.
Item #2 OntarioGood Roads Association -Seminar:
Council in Committee were advised of the seminar for Councillors
to be held on Monday, February 24th. 1975 at the Royal York Hotel
and would recommend that Mayor E. Buck and Councillors B. Roth;
W. Davis; J. Williamson; P. Miller and N. Stewart be authorized
to attend and the necessary expenses allowed.

Item #3 Retirement of Mr. N. Strachan, District Municipal Engineer
Mr. Neil Strachan, District Municipal Engineer for the Department
of Transportation and Communications, is retiring and a farewell
night is scheduled for Friday, February 28th. 1975.
Council in Committee would recommend that Clerk-Administrator K.
B. Rodger and Town Superintendent E. A. McGregor attend.
Item #4 Wimpey Homes-Tour of 1,000 sq. ft. homes
Council in Committee would recommend that the tour be on Saturday
February 8th. 1975 at 9:00 a.m. with all Council to attend if
possible.
Item #5 Ontario Heritage Foundation, Letter 1-55
Council in Committee would recommend that the Aurora Historical
Socj~ty be contacted, forwarding a copy of Bill 176, pointing out
clause 28 and furth~would the Society be willing to suggest three
members to serve on a Committee.
The Town of Aurora Council would appreciate their assistance in
this regard.
Item #6 Award of Honour
Council in Committee •rould request that Clerk-Administrator K. B.
Rodget' obtain a basic type·of scroll, and suitable medal for
Council's consideration. ·

Council in Committee were advised of the necessary work required
to complete this room andthat such completion not exceed $800.00

Item #9 Draft Procedural By-law
Council in Committee would recommend that a special meeting be
held to consider this By-law and a proposed basic draft. Also,
that clause 45 berelaxed and the chair deal with the business
activity with discretion.
Item #40 Street Light Improvement -Yonge Street
Council in Committee would recommend that the Sodium street light
replacement be continued to provide for 34 additional lights this
year, which would extend from Aurora Heights Drive to Dunning
Avenue.
The estimated cost to be $42,500.00
Item #11 Staff Retirements
Council in Committee would recommend that the Clerk-Administrator
be instructed to interview those employees who are ~t retirement
age and report back.

Works Committee Report #7
Councillor Simmons presented a report of the Works Committee in
which the Committee respectfully submitted the following:
A meeting of the Works Committee was held on Thursday, January
30th. 1975 at 7:00 p.m. in the Council Chambers.
Present were: Councillors Simmons, Chai=an; Vice-Chairman,
W. Davis, and Member H. Jackson. Also:. in _
attendance was E. A. McGregor, Town Superintendent
The following matters were discussed:
1. Purchase-Chlorine Test Kit-The Committee would recommend
the purchase of a chlorine test kit Lovibond, 1000, distributed
by British Drug Houses. Approximate cost $150.00.
2. Fire Hydrant Paint -The Committee would recommend that '60
gallons of Fire Hydrant paint be purchased. The paint to
be different colours for different size of mains. This
scheme would then inform Fire Department Volunteers immediately
of the size of the main.
3. Purchase of 3 Hydrants -The Committee recommends the purchase
of 3 hydrants to keep in stock. Approximate cost $450.00 each.
4. Purchase of 8 Water Valves -The Committee would recommend that
8 water valves to be purchased for stock, at a total approximate
cost of $1,200.00

5. Waterman 11 -The Committee would recommend that Council in
Committee discuss the position of Waterman 11 and any changes
in category, which may be applicable.
6. Hydro Wiring new Works Building -The Committee recommends
the extension of hydro wiring for the works building. And also
adequate wiring for the Parks Department.
Total cost not to exceed $372.50.
?. Bacon Basket Ware -Water line for sprinkler system. The
Committee recommends that if Mr. King wishes to connect to
Temperance St. line, that all costs beborne by his Company and
that the water line be drilled underneath the road to make thi~
connection.
8. Safe Driving Award Banquet -The Committee recommends that the
Safe Driver Award members from the Works Department be allowed
to attend this banquet. The cost of tickets and transportation
to be paid for by the Town.
9. 74 and 76 Te~erance Street -The Committee would recommend Mr:.
McGregor and • J. D. Reid be authorized to make plans to have
the inverted syphon problem solved this spring.
10. Letter 1-107 J. F. Allen-The Committee would advise that thi~
letter has been actioned.

Councillor Miller presented a report of the Recreation Committee

A meeting of the Aurora Recreation Committee was held in the Board
Room of the Aurora Community Centre on Tuesday, January 28, 1975
at 8:00 P.M.

an invoice fram the Aurora Minor Soccer Association for the

3. Slater's Pool-Mr. Slater has offered Slater's Pool to the
Aurora Recreation Committee for public swimming on Saturday
mornings commencing as soon as possible. The Committee
recommends that we accept this offer and Mrs. Ferguson is
handling arrangements for same.
4. McMahon Building -Moved by Jack Williamson and Seconded by
P. Bailey that the Recreation Committee recommend to Council
that jurisdiction of the McMahon Park Building come under
tne Recreation Committee.

"WHEREAS, Councillors and School &ard Trustees are presented with
a conflict of interest in setting their own salaries,
AND WHEREAS the electorate Should know prior to a Municipal
Election what the salaries of their elected officials are to be, sq
that salary~vel can be a consideration when examining candidates,
during the campaign.
THEREFORE BE JT RESOLVED, that the Town of Aurora ask the Province
of Ontario to amend present legislation and require that salaries
for Municipal Councillors and School Board Trustees be set by the
outgoing Council or Board of Trustees prior to the date of the
election.
AND BE IX mRTHER RESOLVED, that the Town of Aurora reco~ize the
shortcomings of a system whereby, councillors grant themselves
salary increases on an ad hoc basis without the aid of guidelines
or direction fromthe electorate and that Council consider the
formation of a citizens advisory group to examine cruncil salary
levels and suggest methods by which increases could be granted
using a given formula and that this item be referred to the next
meeting of Committee of the Whole."

WHEREAS, it is advisable for Councillors to attend conventions and
seminars from time to time to increase their knowledge of municipal
affairs,
AND WHEREAS, it is not possible, nor in many cases desirable, for
all Councillors to attend all such conventions and seminars,
THEREFORE BE IT RESOLVED, that Councillors attending conventions
and seminars file with the clark, upon their return, a written
report anthe benefits or lack thereof of attending such events,
in order that knowledge gained can be placed on record and
permanently retained for the information of other Councillors, the
Press and the public at large."
Councillor Timp8on gave notice of motion he would present a
resolution for a second representative at the Regional Level and
would make reference to the recent Municipality of Oxford where no
Municipality was represented with less than two members.
