Harrington, Principal Planner G. Brush and Planner M. Sherman. "1. Delegation-For Wimpey Homes Letter 22-72 (a) Mr. Joseph Giddens, Ar~hitect and Mr. Keith Hansem, Housing Manager, appeared before the Committee to explain the proposed link home development on Block M of Plan M-"13"10 (South Side of Orchard Heights Drive.) This proposal consists of 32 link villas, similar to those previously built on St. Andrews Court. The Committee recommends this proposal be approved, subject to re-zoning the property from "A" (Apartment) to "M" (Multiple), and forwarded to Area Services for comments. Mr. Giddens also presented, as an alternative, a proposal for a Lf storey 78 suite apartment building. (b) Mr. Giddens introduced a proposal for development of Finnbro property (Pt. Lot 83, Con. 'I formerly King Twp.). The Committee recommends the proposal be resubmitted with the ovmer bearing in mind the extension of Orchard Heights Drive to be continued in a reasonably straight line to the existing reservoir, and also that the road pattern be designed for future development to the north and south. 2. CARRIED Council in Committee Report #67 Councillor Stewart in the Chair Mayor Buck presented a report of Council in Committee in which the Committee respectfully submitted the following: A meeting of Council in Committee was held on Tuesday, November 12th. 1974 in the Council Chambers. Present were: Mayor E. Buck Councillors: Davis, Henderson, Miller, Timpson and Williamson. Item #'1. Lowering of watermain-Industry Street North~at Aurora Legion Building Council in Committee discussed this matter with the Engineer and the Engineer stated the reasons that the watermain had to be lowered was the building location proposed by the Legion, which was considerably la"er than had been originally envisaged and that it was felt that the cost of the watermain lowering should be borne by the Legion. REGULAR l"JEETING -~12 -NOVEMBER '18th. -1974 REPORTS OF COMMITTEES CONT'D It is our understanding that this matter has been satisfactorily resolved and that the contractor has been paid by the Legion, since the last report. Item #2 Drainage Problem -Mr. T. Ashton -Lot 'I Fairway Drive Council in Committee considered theEngineer's letter regarding this problem and would recommend that the Engineer prepare a drainage report showing how the property can be graded on Mr. Ashton's property as well as the lot to the east and that when such report is prepared, to discuss same with the two owners along with an estimated cost and to report this matter to Council along 1•lith the responsible parties agreement to have this work carried out. Item #3. Grading of Orsi property north of Mark Street, rear yards The Engineer was 'instructed by Council in Committee to take whatever action is legally possible to have this property regraded and tidied up. Item #4. Possible drainage problem -Gurnett -Yonge and Lambert property The Engineer reported to Council that following the construction and completion of the apartment building on Gurnett Street, considerable fill has been placed in the area of the open water course over which the Tovm has an easement. Council in Committee instructed the Engineer to have a ditch put along within that water course easement to prevent any blockage which cannot be handled on a hydraulic basis through the existing culvert so that no ponding of waterwill occur following the enlargement of the Gurnett Street storm sewers. Item #5 Council in Committee discussed letter 23-3-1 and would advise that no public financial statement has been published or printed since the audited statement, which has already been provided. ~he Committee would recommend that the letter be received and filed and would further advise that a copy of the -1974 budget, which was adopted by the Council in the Spring of 1974 is a public document and can be provided by the Treasurer.
