Planning and Development Committee Report #45
Councillor Davis presented a report of the Planning and
Development Committee in which the Committee respectfully
submitted the following:
A meeting of the Planning and Development Committee was held
on June 19th. 1974 at 7:00 P.M. with the following present:
Councillor W. Davis, Councillor E. Henderson, Councillor J.
Williamson, Building Inspector R. Harringtonmd Planner J. Hill.

After discussing with J.Hill, the Technical Report, the
Committee recommends adoption of said report.
RECOMMENDATIONS:
1. The proposed road pattern should be rerutsigned to take into
account the comments from the Regional Engineering
Department. The major change recommended is access to
Yonge Street be by way of a roadway aligned with Orchard

Heights Boulevard and not by way of Old Yonge Street.
2. The recommendations of the South Lake Simcoe Conservation
Authority should be requirements for final approval of
the plan. The steep slope (3~~-33%) along the west side of
the proposal overlooking the floodplain lands should not
be altered in any way in terms of removal of tree cover or
addition of fill. A number of lots, approximately eleven,
abutting this slope should be altered or redesigned in
order to restrict development to the table lands back
from the top of the slope.
3. The proposed park area shall be rebcated to a .more
central location in the plan to better serve the function
of a neighbourhood park.
4. A landscaped earthern berm along the eastern boundary of the
plan should be required to minimize noise from the abutting
CNR line.
5. The southwestern corner of the plan is .more suitable for
residential rather than for commercial development. While
the density on the site has.not been finalized, medium density
development on the site would appear to be feasible.
Any commercial development in the plan should be of a
local commercial nature and should be centrally located
in the North-East Planning District.
6. Any existing or potential environmental problems in the
operation of the chicken processing plant that might have
an obnoxious effect such as odour on the subject site should
be rectified by the appropriate government authorities such
as the Air Management Branch of the Ministry of the
Environment, prior to development of the subject property.

The Committee recommends approval of a medium density
development, as recommended in the Area Services report,and
the site be subject to plans for channelization of the creek,
improvement to l"lill St. , and reconstruction of Tyler St. ,
bridge, as contained in Planning Committee recommendation of
February '1, '197'1.

The Committee recommends this suggestion be forwarded to the

Councillor Miller presented a report of the Parks and Recreation
Committee in which the Committee respectfully submitted the

A meeting of the Parks and Recreation Committee was held on
Tuesday, June 25. 1974 at 8:00 P.M. in the Board Room of the
Community Centre.
Present Were: Councillors Miller, Trent; Members Blick, Harman,

1. Ashton Dene Homeowners' Association-A letter was read from Mr.
Tony Sassur, President of the Ashton Dene Homeowners'
Association, asking if the land in the area of the tennis court

would be made into a park and if trees would be planted on
the streets in this subdivision. N. Weller, Parks Foreman,

Mr. Blick's resignation with much regret as Bob is one of
the most consciencious members of this Committee.

Council in Committee Report #47
Mayor Buck presented a report of Council in Committee in which
the Committee respectfully submitted the following:
A meeting of Council in Committee was held on Monday, June
24th. 1974 at 8:00 p.m. in the Council Chambers.
Present •were: Mayor Evelyn Buck.
Councillors: Davis, Simmons, Timpson, Henderson,
Trent and Williamson.
Item #1: York Coun~ Board of Education and Town of .Aurora
Municipal o.mplex.
Council in Committee appeared before the York County Board of
Education to review the revised architectural plans and expressed
mutual satisfaction and pleasure in providing a joint municipal
-educational complex.
Mr. D. Ross King, architect, will make a formal presentation on
July 2nd. 1974 to Council.
Item #2: Resignations from Water and Parks employees:
Council in Committee received, with regret, the resignations of
Mr. G. Longhurst and Mr. L. Foster of the Water Department and
Parks employee, Mr. J. Minielly.
Item #3. Sloping of drainpipe at 11 Highland Court
Mr. F. Stoecklin of 11 Highland Court has advised the Town that
he is concerned with the slope of the water drainpipe. Council
in Committee would recommend that the Town Engineer, J. D. Reid,
investigate and a report be nade,.
Item #4: Vacant House -Temperance and Wellington St. W. -interest
and calculation:
Council in Committee were advised of a revised interest rate on the
money deposited for the purchase of this property as amounting to
$4,000.00 over a two year period and would recommend that a
