CARRIED Community Buildings Report #37 Councillor Stewart presented a report of the Community Buildings Committee in which the Committee respectfully submitted the following: A meeting of the Community Buildings Committee was held on Wednesday May 8th. and Thursday, May '16th. Present were: Councillors N. Stewart, W. Davis, R. Simmons; Members Mrs. B. Dewan, Mrs. M. Dawson and Mr. F. Caruso. Delegations: A delegation from the Aurora Lawn Bowling Club, Tennis Club and Theatre Aurora met with the Committee and received the Town's proposed rates and schedules for the respective buildings. These delegates are meeting with their own clubs and will again meet with the Committee the first week in June. (Information only) Delegation from H. A. McLean Recreation World. The Committee met with . Mr. Bill Fry and heard his request for larger premises to carry out skate sharpening concession. The Committee informed him that they would have to recommend to Council that this request be denied. It /~ REGULAR MEETING -11 -May 21st. 1974 REPORTS OF COMMITTEES CONT' D was further pointed out that McLeans could not automatically assuoe the concession again this year, as it would have to be put out to tender. Quotation from Chrystaplex Plastics Limited. In response to Council's request the Committee received a quotationftom Chrystaplex Plastics Limited for "Stay White" Arena Board and Kick-strip ••• quotation was $2,838.17. The Committee recommends that this quotation be accepted and the Purchasing Agent instructed to purchase same and the installation to be carried out by the Community Centre Staff. The Committee met with Mr. Earl Stewart and Mr. Don Glass of the Lions Club to discuss aspects of McMahon Building the Lawn Bowling Club. A report of this meeting will be given at the next Council in Committee. Stewart: Davis: "Resolved that Community Buildings Committee Report #37 dated May 16th. 1974 be discussed item by item and accepted and that the Seal of the Corporation be attached hereto." CARRIED Parks and Recreation Committee Report #35 Councillor Miller presented a report of the Parks and Recreation Committee in which the Committee respectfully submitted the following: ' A meeting of the Parks and Recreation Committee was held on Tuesday May 14th. 1974 at 8:00 P.M. in the Board Room of the Community Centre. Present were: Councillors Miller, Trent and Simmons; Members Bailey, Heptinstall and Harman. 1. Provincial Grants-The Committee would suggest to Council that the following items be activated this year. (a) Fleury Park Athletic Field -this would include lights, work on the diamonds, scoreboard, change rooms, etc. Total cost $18,000. C.ARRIED Council in Coomittee Report #36 Councillor Stewart in the Chair Councillor Stewart presented a report of the Council in Committee in which the CoDDittee respectfully submitted the following: A meeting of Council in CoDDittee was held on Monday, May 13th. 1974 at 8:00 p.m. in the Council Chambers. Present were: Mayor E. Buck Councillors: Davis, Miller, Simmons, Stewart, Timpson, Trent and Williamson. Item #1. Off-Street Parking Mr. T. McPherson (as secretary) represented the official position of the merchants on Yonge Street, between Yonge and Temperance Streets and advised the merchants were not in favour of the proposed off-street parking as .those present felt that no appreciable benefits would be derived. The merchants expressed the view that the Town of Aurora should bear the cost of acquisition and establishin~ of the lane-way in view of the fact that the Town of Aurora had received the proceeds from the sale of this property, when it was previously Town-owned property. The business merchants requested that Council purchase the vacant house situated at Temperance and Wellington Streets from their group. Council in Committee discussed the Community Parking Lot and noted that continual useage of same had occurred for approximately 25 years. REGULAR MEETING -13 -MAY 21st. 1974 REPORTS .QE. COI"'MITTEES CONTI D It is recommended that the Town prepare an offer to purchase the vacant house, situated at Temperance and Wellington Streets. Item #2. Elderberry Farms -Mustang Financial Corporation Mr. J. Service, Mr. Inn Smith and Mr. Angelotti appeared before Council in Committee requesting an amendment to the Official Plan. Following a detailed and lengthy explanation on the proposed number of lets and open space. Council in Committee would recommend when the O.P. amendment is prepared, that it Shall consist of a maximum of thirty-six lots, with a minimum lot size of 1.75 acres. Item #3. Aurora Business Men's Association-use of July 1st. Logo or Coat of Arms on discount coupons: Council in Committee reviewed the request to use the Town Emblem on discount coupons. It was felt that consideration not be given. and Closing of Municipal Office -8:30 to Council in Committee would recommend the above hours be instituted during the months of June, July, August and September. Item #5 O.H.A. Rules -Letter 1C-3 -The Regional Municipality of Peel; Council in Committee would recommend that no action be taken at the present time. Item #6 Mr. D. Merkur -Temporary Parking of Trailer -Agz;eement < As Council in Committee had been previously advised of this letter, this was treated as information only. The necessary $1,000.00 bond ""-has been posted by Mr. Merkur. Item #7. Number of Council Members and Council Remuneration Council in Committee discussed in detail the proposed council representation and salaries. It was felt the majority of members present were in favour of retaining the present eight councillors. Following further discussion, it was suggested that theincoming Council remuneration should be revised for the tern -commencing January 1st. 197':' -76. .,. .. , ... ~ REGULAR MEETING -14 -MAY 21st. 1974 REPORTS OF COMMITTEES CONT'D As the Council remuneration has not been revised since January 1st. 1971, the matter was discuceed with much discussion and it was the majority opinion that the Council remuneration should be increased from $3,600 per annum to $Li-, 500.00 per annum and the Mayor' s remuneration be increased a similar percentage. While the $900.00 increase appears to be a 25% increase it represents less than a 4% annual increase during the period of time which the remuneration would cover. The Committee recoDmends that the Remuneration By-law for the Mayor and Council be amended to provide that effective January 1st. 1975 the remuneration of a Councillor be $4,500 per annum and the Mayor's remuneration be $ . per annum. Item #8 Scheme -Notice of Council in Committee was advised of the above meeting and the Town of Aurora's position was discussed and approved for presentation in resp~ct to the proposed trunk sewer system. TOWN OF AURORA -PRESENTATION TO THE ENVIRONMENTAL HEARING BOARD -MARKIL'J1 COMMUNITY CENTRE MAY 15th. 1974 --9:30 A.M. POSITION TOWN OF AURORA We are not opposed to the Provincial proposal for Central York Trunk and Overall Scheme. COMMENTS -IN FACT -If this scheme or another suitable alter- nate is notaeveloped by 1980-1985, we may find our environment affected. COMMITTEES CONT' D CONCERNS -Town growth l'lfOUld stagnate beyond plant capacity (1985 approx.) or plant capacity could be exceeded by uncontro- lled growth with environmental damage. We realize that this hearing is to hear matters regarding the environment but we feel the following qualifications should be made -some of which relate to financial matters. 1. The proposed layout shows forcemain on Yonge Street. (New construction 1969-1970) we suggest local consultation on alternate routing through the Town of Aurora. 2. We would desire further financial ir-formation about the impact on the Town of Aurora proposed by the Provincial Scheme. 3. One of the proposed alternatives to provide continued growth shows trunk construction by 1980, another alternative is to temporarily connect to the metro system at Leslie St.; a further proposal suggests that the .staging of the sewer could be revised for construction between 1975 and 1980. · In any event the Town would require further information on when it is proposed that the present Town facilities could be financially absorbed as part of the total operations scheme. Item #9 Mrs. Annabell Black -fence on Victoria Street -Letter 10-10 The Town had been advised that damage from snow plowing had resulted to the fence. Council in Co~ittee gave consideration for sharing in the expense of 40 feet, subject to a firm estimate on the vertical board fence and that our Town workmen put the remainder of the fence in good repair. Item #10 Green Signal at Yonge and Council in Committee discussed the above letter and felt no action should be taken to implement the proposed advance green. '. REGULAR MEETING -'16 -MAY 2'1 st. B. Rodger, Clerk Administrator, in co-operation with Mr. R. Harrington, Building Inspector, examine this site, taking any necessary pictures and advising Council as soon as possible. Item #'12 Mr. K. Bennett -Senior Citizens rea4est forShuffleboard Courts at Victoria Hall -Letter 9- Mr. K. Bennett, Chairman of the New Horizons Committee has requested that a Shuffleboard be placed at the rear of Victoria Hall. Council in Committee has referred this matter to the Senior Citizens president and would request further infornation as the number of people who might use it, and questioning this particular choice of location and possible consideration for a shaded area. Item ~3 Mr. R. J. Harrington -Queries and Suggestions -Official Plan Council in Committee would recommend that a future meeting with Mr. G. Brush of Area Services and Council be held on Wednesday May 29th at 7:00 p.m. to discuss the Official Plan Item #'14 Alcan Products Ltd. -Mr. J. D. Reid, Engineer Letter 9-40 Council in Committee were advised of the report received by the Town Engineer, Mr. J. D. Reid, re the etching solution and action to be taken. Item ~5 Tender for Barn Removal Council in Committee received a report from the Clerk-Administrator, Mr. K. B.
