Councillor Stewart presented a report of the Community Buildings
Committee in which the Committee respectfully submitted the

Present were: Councillors Stewart, Simmons and Davis; Members
B. Dewan, M. Dawson, and F. Caruso.
1. Letter 8-4 request of the Aurora Figure Skating Club for
extra ice time.
This matter is under consideration and a further report will
be made.
2. Letter 8-33 from McLean's Recreation Centre requesting an
increase in area for the skate sharpening concession. Mr. W.
Fry is to be invited.te.attend the next meeting to present
his proposal. ·
3. L.I.P. and McMahon Bark Buildings -Representatives of
Theatre Aurora, ·Tennis Club and Lawn Bowling Club are to be
invited to attend the next meeting to discuss their needs
and also a rate structure.
4. Community Centre Advertising -The Committee recommends that
Council reconsider the policy of advertising in the Community
Centre. We would suggest that tasteful advertising on the
walls inside the main building would be an asset and a useful
source of revenue.

Planning and Development Committee Report #31
Councillor Davis presented a report of the Planning and
Development Committee in which the Committee respectfully
submitted the following:
Councillor Stewart declared a possible conflict of interest
with Item #2 of report #31 and withdrew from the table on
discussion and voting on this item.
A meeting of the Planning and Development Committee was held
on Wednesday, May 1/74 at 7:00 P.M.
Present were: Councillor W. Davis, Councillor J. Williamson,
Planner J. Hill and Building Inspector, Roy
Harrington.
1. 8-7 Gateway Plaza-Wellington St. W. (4 Acres±)
Mr. W. Malaniuk of Captain Developments Limited, appeared
before the Committee with Architect, Mr. D. Boecker, to
discuss incorporating a Commercial and Residential
use; i.e. professional offices, Senior Citizens Building
and high-rise (Maximum 90') adult apartment building
and townhouse units.
The proposal would include 22 Townhouses, 77 Apartment
units and 70 Senior Citizen units. (1 and 2 bedroom units)
The Committee feels this ~~o~osal has merit, and would
recommend discussion of same by Council in Committee.
2. 6-87 St. Andrews College-wn Lot 84, Con. 1, (110 Acres±)
Appearing before the Committee were H. Petschar,
Planner; W. Sorokolit, Real Estate Broker; and R. Smela,
Sol5citor, and the following proposal was presented:
600+ units of Single Family detached dwellings and
Townhouse clusters

swimQing pool, tennis courts and a neighbourhood
commercial area.
The Committee, after discussion with the principles,
would recommend this proposal is premature at this
time and would further recommend the lands be designated
"Rural"on the Official Plan as a condition of Se~erance.
Mr. P. Vito -155 Wellington St. E. -Lot 15~. Plan 246
Mr. Vito appeared to discuss, with the Committee, the
p ossibility of a lateral extension of the existing
building, bearing in mind the required set-back is now
110' from· the centre line of the road allowance, and
this would require a jog in the proposed addition.
The Committee would recommend that, if this could be
considered a minor variance, the owner could be advised
to apply to the Committee of Adjustment.
7 Town Lots at End of Wenderly Drive
The Planning and Development Committee recommends this
land for 7 proposed residential lots be re-zoned to
"Residential• and an Official Plan change be implemented.
5. Binions Proposed Nursing Home-Part Lot 1, Plan 30-
Mill St. W. Side
After discussion with Mr. Jim Hill of Area Services,
the Planning and Development Committee recommends
9-45 acceptance of the Area Services Report i.e. that the
land be re-zoned after a Site Plan Agreement has been
entered into which is satisfactory to the Municipality.
6. 8-58 Herskovitz Proposed Condominium Apartment (Auroran
Holdings)
The Area Services report did not recommend the increase
in density, as requested by the owners.
After due consideration, the Committee concurs with the

representatives from the South Lake Simcoe Conservation Authority
attended and discussed in detail, a proposed flood control engin-
eering study, and would recommend that this work be approved
and undertaken for the year 1974.
It was further suggested that land fill and dump regulations be
examined in the undeveloped areas and the S.L.S.C.A. were to
suggest the areas proposed in draft form for Council's consideration~
Item #2. 1973 Audit Report:
The Town Auditor, Mr. Dean Dunlop and Town Treasurer, Mr. William
Johnson discussed the 1973 Audit Report.
It was indicated that the departments were underspent, due to the
uncertainty as to the amount of grants.
This would undoubtedly account for the variances between the
Auditor's actual and Treasurer's estimated figures. In addition,
it was pointed out this was a surplus of revenue, and not expense.
Item #3. Mr. J. Service, Elderberry Hills. Mustang Developments Ltd.

Mr. Jim Service and Messrs. Ian Smith and Jim Elder, discussed
Report #63 J~ea Services Technical Report. It was indicated by
Mr. Jim Service that the original development had been amended to
show thirty seven lots, some comprising one acre. Due to the
irregular terrain, the lots would reflect the topography of the
area. This would allow a pond to catch tl1e Spring ,;...m-off and
ensure minimum capacity for wells. As the revised plans differed
from those originally discussed in respect to minimum size lots,
it was felt Area Services comments should be made known to Council.
This revised draft based on the report, differs from the Interim
Estate Residential policy which calls for minimum two acre lots.
Item #4. Committee of Adjustment:
Members of the Committee of Adjustment, including Mr. Bill
Montg.,m!U:'Y, Messrs. Bennett and Reid and l"'ll's. Anne Gibberd and
Mrs. Jackie Sanderson, were present.
Council in Committee and the Committee of Adjustment discussed
various matters, including the scope of authority and interpretation
of The Planning Act.

Following the meeting of understanding, the Committee would
recommend that Council rescind the motion calling for Committee
of Adjustment resignations.
Item #5. Letter 8-31. York County Board of Education
Council in Committee discussed the proposed Administration Building
and noted the York County Board of Education decision to accept
the tender in the amount of $49,800.00 from Bennett-Pratt Ltd. as
General Contractors. This will cover the fee for the York County
Board Administrative Building.
The Towns' requirements for approximately 12,000 square feet, was
discussed end Council in Committee would recommend that a
resolution be prepared accepting the architect D. Ross King,
representing the Towns' interest in the building and Councilawait
additional plans, and would recommend that a resolution be
prepared approving of Bennet and Pratt for the Town's portion
of the building.
Item #6. Association of Municipalities of Ontario
Mr. K. B. Rodger advised Council in Committee of the A.M.O. Annual
Conference to be held in Toronto -August 4th to 7th, 1974.
It was indicated that due to the demand for accommodation, that
a pre-registration be completed and accommodation reserved for
the Town of Aurora.
Item #7. Letter 9-19. Mr. T. Anderson, Recreation Co-ordinator:
Council in Committee discussed the damage resulting to the
swimming pool and would recommend that the Town Engineer, Mr. J.
D. Reid prepare a report on this matter.
Item #8. York Sanitation reguest for increase in rates:
Council in Committee would recommend that the increase as
indicated and reference to indexing for future use be accepted
and that York Sanitation be so advised c~nd that the revised
agreement be prepared for Council's consideration.

Item #1. Off-Street Parking:
Council in Co~ittee met with representatives of the downtown
merchants regarding the proposed off-street parking area.
The Committee, and those present,cousidered the report prepared
by J. D. Reid and Associates, total estimated cost of $75,000.00
and on what basis the area merchants will be charged under the
section of off-street parking lot as provided for in the Municipal
Act.
Following much discussion it was the consensus that the merchants
should meet themselves, to discuss this matter further and to
bring some consensus of opinion from the merchants involved, back
to Council in Committee meeting being scheduled for Monday, May
13th. 1974-.
Item #2. Concrete Planter Boxes:
Council in Committee considered the proposed purchase of three
large concrete planter boxes and would recommend that immediate
approval be given to make such purchase as they were now
available.
Council in Comrrittee further recommended that ten planter boxes
of concrete construction and approximately 9 sq. ft. in size
be purchased for the street planters for this year.
Item #3. Youth in Action Grant: Letter 9-90
This matter was brought to Council in Committees' attention at
this meeting and were advised that it was the dead-line for
grant applications. Council in Committee, in discussing the
matter, would not recommend same, as the information was received
too late in time for a decision to be made that evening and
further felt that perhaps if more time and more information had
been known, that other groups and organizations would also have
liked the opportunity to have applied for such a grant.

immediate action be taken by the Town Engineer to have such
necessary repairs carried out as soon as possible in repairing
the concrete work necessary. The estimated cost of $2,500.00
was approved.

Favourable discussion took place about Community Centres Act
and what grants would be available to the Town of Aurora.
Grants are available on a wide range of sports facilities and
buildings of $10,000 or 25% of the cost of construction or
alteration.
Donations of money and labour from public or service clubs can
be included for grants.
The Committee would recommend sGnding a letter outlining ~rejects,
description and dates to Mr. Baker for approval in 74-75 grant
year.
