MINUTES OF THE 8th REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL
CHAMBERS ON TUESDXY APRIL 16th. 19?4 AT 8:00 P.M.
PRESENT WERE: Mayor Evelyn Buck, Councillors Davis, Miller, Simmons,
Stewart, Timpson, Trent and Williamson.
ACCOUNTS All Acco'Wl.ts were approved as printed and circulated.
Councillor Norm Stewart addressed Council and introduced two members
of the Leksand Hockey Club, Leif Boork and Kurt Lilja.
Mayor Buck welcomed the two individuals and introduced Council
to them, they were then presented with two tankards.
Mr. Boork extended greetings from Leksand and is pleased to be
visiting Aurora, he then presented pins to the Mayor and Members
of Council.

The Committee recommends thatthe parking problem experienced by
these citizens be brought to the attention of the York Regional
Police Department so that stricter enforcement of the parking
restriction re blocking of driveways may take place.

Council in Committee were Shown a letter dated March 21st. 1974
which was received by the Building Inspector on April 3rd stating
that the expected delivery of steel will be on or abc~~ April 15th
1974. The Committee, considering this, was pleased to see that a firm
date has finally been given for delivery of the steel and request that
the Building Inspector keep on this matter to see it completed.

Item #7. re: Rayel Construction
Mr. Howard Rafael and another architect from the firm of Raye1
Construction Ltd. attended at the Council in Committee meeting to
show plans of their revised proposal for the multiple-family acerage
south of the Apartment site and following explanation of the
drawings, the Council in Committee would recommend that they agree
to such proposal in principle, that the drawL~gs be referred to the
Area Services Branch for more detailed consideration in conjunction
with the Area Services report and Site Plan Agreement consideration
and that the opinion of the Solicitor as to conformity with the
By-Law be obtained.
Council in Committee discussed this matter and would recommend that
the Clerk-Administrator attend the hearing, that the Town's position
would not oppose the installation of this as a Provincial scheme, but
at this time would be desirous of obtaining further financial
information on the impact in this area and at which time, the present
Town's facilities would be financially absorbed as part of the total
operational scheme.

Road re Sbeppards Bush Property
Council in Committee discussed this matter and would' recommend that a
road pattern, from the existing Industry Street, S. curve in a proper
tangent to the West, close to the edge of the existing bush and proceed
... ./ Southerly more or less parallel with the railway tracks, with the
understanding that this location would approximately separate the
uses proposed for this area anywey, in that the parcel to Weet is to
be the active recreation area, while the parcel to the East is to be
the natural passive area of the Sheppard's Bush property. It is felt
that this proposal is not only practical in providing future road
service in this area but would be advantageous to the development of
the Sheppard's Bush property from a Conservation standpoint in that
road access must be made available if it is to be used to its fullest
advantage and that such servicing would not unduly interfere with the
proposed Bush principles and that very little interference with the

Council in Committee discussed this matter and received the copy of
the letter as information.
Item ~1. Industrial re-zoning.
,~Phis matter was referred to Council in Committee at the last Council
·Meeting. Council in Committee would consider that an amendment to
the existing Zoning By-Law for all Industrial Properties be
considered and prepared for consideration by Council at the earliest
opportunity.
Item ~2 Proposed extension of Wenderly Drive to permit proper Cul-
de-Sac and to change Official Plan designation and. zoning
f~om Industrial to Residential, of approximately two acres
of land in the best interest of future planning.
Council in Committee would recommend that on adoption of this report,
an Official Plan amendment be prepared in tbie area.
Item ~3. C.U.P.E. Negotiations.
Council'in Committee were advised that we are in receipt of a
Registered Notice that a Conciliation Officer has been applied for and
it is expected that we will be receiving, shortly, a Notice of a
Conciliation Officer appointment and proposed date of hearing.

Council in Committee would recommend that at the next meeting, the
Auditor be requested to attend and also the Treasurer, to review
the 1973 Audit Report.
Item #n7. Proposed Municipal School Board Complex.
Council in Committee discussed the matter of the appointment of
an Archltect, the design layouts and space requirements and the
proposed draft of an Agreement between the Board of Education and
the Town of Aurora regarding this site and will report further on
this matter at a later meeting.

Parks and Recreation Committee Report #28
Councillor Miller presented a report of the Parks and Recreation
Committee in which the Committee respectfully submitted the
following:
A meeting of the Aurora Parks and Recreation Committee was held on
Tuesday, April 9th. 1974 at 8:00 P.M. in the Board Room of the
Community Centre.
1. and Fleu Park-The Committee recommends to
ounc1 t a a charge of .00 per night be assessed for the use
of the Town Park and Fleury Park for lighting of baseball
diamonds.
2. Tennis Courts -Confederation Park -E. Batson has obtained
a pr1ce on 1ncreasing the present asphalt slab in Confederation
Park to the required size for use as a tennis court. The present
slab is approximately 70' x 70' and it would require an additional
area of 50' x 70', plus repairs to the present asphalt and the
installation of one set of tennis net posts and the painting of
lines. The price is $3,350. as quoted by Latan Paving Company.
The Committee recommends to Council that consideration be given
to the placing of tennis courts in Confederation Park and if
Council agrees, the work Should be put out to tender.
3. Town Map -The Committee recommends to Council that all parks
in Aurora should be designated as such on the next town map printed.
4. Water Fountain -Town Park -Due to the large number of ball teams
and spectators in the Town Park the Committee recommends to Council
that the water fountain in the park on the Metcalfe Street side be
reaetivated for summer use.
5. Grass Cutting-Confederation Park-A request was received from·
the York County Board of Education for the town to once again look
after the grass cutting in the school area in Confederation Park.

6. Tennis Courts (Information) -Parks Foreman N. Weller reported
on the poor condition of the light yules and switch boxes at the
tennis courts. He stated that he had been speaking to Mr. Copeland
of the Aurora Hydro who had assessed the charge of approximately
$600.00 for 4 poles, new service box, rearranged service, 3 relays
on pole, undergrc.und wire to building, 3 switches inside building.
If a time switch is added in, an additional charge of $25.00 is
to be made.

following recommendations:
1. The Committee would recommend that the L.I.P. Building be completed
as soon as possible and that a letter be sent to the Aurora Drama
Workshop, asking them their future requirements for the building.
2. The McMahon Park Building
The Committee would recommend that the Tennis and Lawn Bowling Clubs
be also asked to advise the Committee of their future requirements.
The Mayor adjourned the meeting at 10:07 p.m.
resumed again at 10:15 p.m.
3. Victoria Hall
The Committee would recommend that the floor be properly repaired by
the Contractor and that new front doors be installed. The Committee
would also recommend that the inside of the building be re-painted
and that attempts be made to improve the heating. It is suggested
that the necessity of a circulating fan be investigated, and these
items be considered for budget purposes.
4. Use of Community Centre
It is recommended, by the Committee, that all organizations Should pay
for the use of the Community Centre. The suggested rate for
recreation affiliated groups, for use of the Board Room, should be
$5.00.
5. Community Centre Revenue
The Recreation Administrator has been instructed to report to the
Committee of possible means of revenue that could be obtained during
the Summer months. i.e. The Committee has recommended to him that
he should investigate the feasibility of bringing in a Roller Derby
and re-evaluate the possibility of Wrestling.
