REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL CHAMBERS ON MONDAY APRIL 1st. 1974 AT 8:00 P.M. PRESENT WERE: Mayor E. Buck, Councillors Davis, Miller, Simmons, Stewart, Trent and Williamson Councillor Stewart and Councillor Williamson addressed Council and presented gifts brought back from Sweden for the Town. Also presented were two books for the Library and a record of the Leksand Fiddlers as well as a Dala Horse. Councillor Stewart also indicated that a letter from the Committee of ~sksand will probably be received within the next few weeks, looking forward to Mundialization with the Town of Aurora and it is their hope that in 1975 we would have an entourage of their fiddlers and dancers and Lions Club representatives visit the Town of Aurora as a frieudship exchange. Miller: CARRIED DELEGl1.TIONS A presentation by Cadillac Homes, represented by Don Flaxton who acted as spokesman and introduced Mr. Leon Kentridge, the Planner of the firm Marshall, Macklin and Monaghan and Steve Schaeffer the Assistant Vice President of Cadillac Homes and Gord Fancy, Land Development Engineer. Mr. Flaxton outlined their proposed plans for comments and realizes that immediate development and sewage capacity may not be available for some time, and hoped that the Town would make comments regarding the proposed type of development, basic road patterns etc., so that they could further their basic thinking as to the future development proposals. The proposal as presented includes 139 single family detached lots, 208 semi-detached units, 163 street townhouse units and 21 block townhouse units. Cadillac proposes a projected population of 1,859 persons from their proposed development. Sinnons presented a report of the Works Committee in which the Committee respectfully subnitted the following: A meeting of the Works Connittee was held on Tuesday, March 19th, 1974 at 1:00 p.m., in the Council Chambers. CARRIED Parks and Recreation Committee Report ~2'+ Councillor Miller presented a report of the Parks and Recreation Committee in which the Committee respectfully submitted the following: A meeting of the Aurora Parks and Recreation Cornnittee was held on Tuesday, March 26th. 197'+ at 8:00 P.M. in the Board Room of the Community Centre. Present were: Councillors Miller & Trent; Members: B. Sorley, P. Bailey, B. Blick, Wm. Crump, and E. Batson Recreation Administrator. 1. Soccer Fields -Shep¥drds Bush -Regarding the placing of soccer fields in the Sheppa s Bush area, the Aurora Parks and Recreation Committee understands that nothing could be done in this respect until Council determines if and where a road is to be built into Sheppards Bush. The Cornnittee therefore recommends to Council an early decision in this matter for the lllUtual benefit of all concerned. 2. Rayel Construction Mr. Howard Rafael attended to show the preliminary plans for the apartment proposal and for the multiple family dwellings proposed on their back area. It was suggested that Mr. Rafael confer with Mr. Brush re interpretation and if it is felt that same complied to the existing Zoning By-law, that a formal presentation be made to the Council on the new proposal. Item #2. Item #3. Bancora Property -Orchard Heights and Yonge Street Council in Committee reviewed, with Mr. Bookman Jnr., Mr. Sasso Mr. Binder and Mr. Fine, the proposed site-plan for commercial development in this area. Following discussion, it was suggested that a revised site-plan be drawn up for consideration of the Planning and Development Committee, including an improved access from Yonge Street, re-siting of the buildings on the property in accordance with the South Lake Simcoe Conservation Authority comments and the buffering treatment at the west of the property limits. It was also mentioned at this time that the oversizing and sharing of cost for servicing will have to be completed prior to any re-zoning. Item #4. Region Transit Service -Letter 7-22 Council in Committee considered this matter, which was recently rece;..ved, and the immediate reaction Council expressed was that a Region Transit Service should be a eeparate commission of the Regional Council, with elected persons comprising same and that an experienced transit manager should be in charge of the operation and responsible to the Commission. Item #5. Soil test-proposed Civic and Board Complex site: Council in Committee would recommend that the invoice in the amount of $1,564.89 for soil tests by William Trow and Associates Ltd. be authorized for payment. Item #6. Five Year Capital Forecast. Council in Committee would recommend the adoption of the proposed Five Year Capital Forecast attached hereto. !tem #7. Proposed Civic and Board Complex Site -Wellington St. W.
