Councillor Miller presented a report of Council in Committee in
which the Committee respectfully submitted the followingt
A meeting of Council in Committee was held on March 11th. 1974
at 8:00 P.M.
Present were: Mayor E. Buck
Councillors: Davis, Miller, Simmons, Stewart, Timpson,
Trent and Williamson
Item #1. Aurora Tennis Club
A delegation of the Aurora Tennis Club Mr. Sam Weller, Mrs. Pat
Spiers and Mrs. Olive McGuiness attended the meeting to discuss
the proposal of the Aurora Tennis Club.
Council in Committee reviewed the proposals made by the Aurora Tennis
Club and would agree with items 1;2;3;5;6; and 7 as set out below;
and it was discussed and recommended thatthe name of the operating
club be known as the Aurora Community Tennis Club.
1. TMt it be made strictly a Community Club with reaso~e.l;le
fees set to encourage membership.
2. That the fees be collected and controlled by the Club, subject
to an accounting of all transactions, with a statement to be
sent to the Town at the end of each season.
3. That the duly appointed executive of the club detercine
the necessary expenditures, such as improvements to the
lighting, back drops, new nets and take action to improve
conditions out of membership income.
5. !hat if, in the future, it is impossible out of current
income to handle a m~or expenditure such as a complete
re-surfacing, replacement of fencing or an entirely new and
up-to-date lighting system, the situation be presented to the
Town for decision and the necessary expenses to be the joint
responsibility of the Town and the Club.
6. If grants are available throught the Provincial or Federal
Governments, that the Town request such grants.

7. That the club be,given some definite directive as to the
facilities available to the club in the new community
building.
Item #2 Tax Registration PropertSron Ridge Road, W.
Council in Committee discussed t s matter and would recommend that
a By-Lnw be presented to the next Council Meeting, acquiring this for
Town use, as provided for in the municipal regulations.
Item #3 Reconstruction of Wellington Street -from Victoria St. to
McDonald Drive. ·
Mr. Jack Reid was in attendance and the matter of the reconstruction
of Wellington Street, from Victoria Street to McDonald Drive was
discussed and the Council in Committee would recommend that the Engineer
meet with the Region of York Engineering Department to encourage
their participation in a start of some of the construction work during
their 1974 construction program and to be completed by 1975.
Item #4 Sanitary Sewer Service on Centre Street, Ashton Dene Easement
Council in Committee discussed this matter and authorized the Engineer
to approach the respective owners of lands regarding furthering the
plans to provide sanitary sewer service to that section of Centre
Street which is not presently serviced by sanitary sewer. This
information to complete the paper work necessary for providing local
improvement facilities to service this area and a further report
will be brought to the Council's attention.
Item #5 Aurora Soccer Club
All members of Council present expressed interest, at least to some
degree, in participating with the Aurora Soccer Club Old-Timers
in an exhibition match to be held in the Community Centre on April
27th. 1974. Councillor Miller to follow this matter up further
with the Soccer Officials, to ascertain the strength of the
competitors. Council in Committee referred the balance of the letter
5-5 for a future discussion and the ascertaining of more information
as to the numbers who may be attending the visiting Aurora, Colorado
team during the Labour Day Tournament this year.
Item #6 Letter 5-62 Ontario Conference on local government
Council in Committee discussed this matter and would recommend that no
donation be made at this time.

Council in Committee discussed this proposal and the models displayed
and would recommend that when further information on the type of
equipment that could be provided is recieved, the Parks and Recreation
Committee consider same and the Committee wc~ld recommend that Mr.

Council in Committee considered this matter and in view of Council's

Council in Committee considered the report of the Deputy Clerk,
and the Committee, in discussing same would recommend that the

be placed for same.

Counci1 in Committee discussed this request and the procedures
necessary and would recommend that the Clerk Administrator answer
this correspondence as to the necessary requirements which would

Councillor Davis presented a report of the Planning and Development
Committee in which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on
Wednesday, ~arch 13, 1974 at 7:00 P.M.
Present were: Councillor W. Davis, Cour,cillor J. Williamson,
Planner J. Hill and Building Inspector Roy Harrington.
1. 4-71 Auroran Holdings Company-Herskovitz Development
Mr. A. Child, and Mr. A. Riva, Architect, appeared before
the Committee and presented the following proposal:
(a) -162 suite apartment building (condominium)
(b) -increase the present density of 30 suites per Acre
to 40 suites per Acre.
(c) -amend present Zoning By-law -Section VIII 4(a) as
follows

After t:li.scussion, the Co=ittee recommended this proposal be

Part Lot 84, Con. 1. Yonge St. N.
Under the Whitchurch Zoning By-law the property is zoned "R"
and designated "R" on the Official Plan of Whitchurch.
Said proposal consists of a shopping mall on 7 Acres facing
Yonge St. and a townhouse development on the rear 4 acres facing
Old Yonge St.
The Committee concurs with Area Services comnents that this
proposal not be approved, and recommends same to Council.

A meeting of the Aurora Parks and Recreation Committee was held on
Tuesday1 March 12, 1974 at 8:00 P.M. in the Board Room of the Community
Centre.
Present Were: Councillors Miller, Trent, Simmons; Members Sorley,
Blick, Heptinstall, McGowan; Recreation Administrator
E. Batson, Recreation Co-Ordinator T. Anderson
Councillor Timpson also attended this meeting.
1. South End Youth Group Mr. G. Sillico appeared as a delegate to ·
explain h1s summer programme. He stated that his budget had been
cut by some $700. to approximately $5,800. and that their programme
consisted of alltypes of crafts, camping, sports, etc. and he
hoped thatthe Aurora Parks and Recreation Committee would support
this worthwhile programme. Ah open house will be held in St.
Joseph's School during the first week of April and all members
