Council in Committee, after discussion, concurs that this proposal is premature. 2-16 3. Felcher Proposal -Rezoning application re proposed Apartment Building Yonge St. N. -Zoned "A" Apartment, -Designated "R" Residential on Official Plan. After discussing the Area Services report, the Committee recommended the owner be contacted to appear before Council in Comnittee with a plan that has been redesigned to be more in conformity with the existing Town Zoning By-law. 1-75 4. CARRIED Council in Committee Report #15 Mayor Buck presented a report of Council in Committee in which the Committee respectfully submitted the following: A meeting of Council in Committee .was held in the Council Chambers on February 11th. 1974, at 8:00 p.m. Present were: Mayor E. B~ck Councillors: W. Davis, E. Henderson, P. Miller, G. Timpson and J. Williamson. Item #1. Letter 4-15 -Mr. Ken Foss: Mr. Ken Foss addressed Council regarding his proposal for a Community Radio Station and requested that if Council feels that a radio station should be provided to service this area as a Community Radio Station, that Council state this fact before the C.R.T.C. Item #2. Go Transit: Mr. Clark of Go Transit attended Council to discuss the possibHity of moving or re-locating any stops existing presently in the Town of Aurora and also to discuss the future possibility of the provision of commuter parking. REGULAR MEETING -14 -FEBRUARY 18th. 1974 REPORTS OF COI1l"JITTEES CONT 'D would recomoend that the Go stop, which is presently on Yonge Street at Aurora Heights Drive, be moved northerly to approximately 75 feet south of the Aurora Heights Drive intersection and further would authorize the Clerk and Mr. Clark to investigate the possiblity of re-locating the south-bound bus stop at Yonge and Wellington to a point more northerly to provide for a shelter and to improve the safety of a bus stopping at that location and then having to turn in traffic to go eastward. Mr. Clark was further requested to investigate the possiblity of locating a shelter on the west side of Yonge St., near Church Street, for south-bound passengers. Item #3. Taxi Fares -Letter 2-1 The Committee considered the meeting held with Mrs. Hebb and Mayor Buck and Councillor Timpson regarding their requested increase in taxi fares for the Town of Aurora. The Committee, in consideration of this matter, would recommend that the increases be brought forward in a By-Law for consideration of Council and would recommend same. Item #4. Letter 4 -C.U.P.E. Notice to Bargain This matter was discussed and the Committee would recomoend that the Clerk-Administrator head up the Town negotiations with Councillors to attend and further request the Clerk to set-up the first meeting for an evening as soon as convenient. Item #5. Matjon Subdivision Council in Comoittee discussed this matter and the progress made by the Planning and Development Committee in disoussing the detailed items of the Subdivision Agreement and would recommend that an appraisal be made,as to value for determining the cash -in-lieu of parkland and further that a planning fee of $35.00 per lot be included as a condition of this Subdivision Agreement. The Committee would fUrther recommend the driveways be asphalted ten to twelve feet back from the travelled roadway to prevent the loose or granular material running from private driveways into the drainage swales and asphalt road surface and that such condition will be looked at on the engineering drawings which are attached as a schedule to the subdivision agreement. Fleury Park Lighting -Letter 4-44 The Clerk was requested to contact the Ontario Government regarding a possible grant for Ball Diamond Lighting. CARRIED Parks & Recreation Committee Report #16 Councillor Miller presented a report of the Parks and Recreation Committee in which the Committee respectfully submitted the following: A meeting of the Aurora Parks and Recreation Committee was held on Tuesday, February 12, 1974 at 8:00 P.M. in the Board Room of the Community Centre. Present were: Councillor Miller; Members Bailey, Crump, Harmon,. McGowan, Heptinstall; E. Batson, Recreation Administrator; Recreation Co-Ordinator T. Anderson; Parks Foreman, N. Weller. Councillor Timpson also attended this meeting. 1. Delegate M. Paivio -Ryerson College -Mr. Paivio appeared before the Committee to discuss the many models and drawings on display. A Committee, comprising of: G. Timpson, T. Anderson and N. Weller was formed to meet with Mr. Paivio on Thursday, February 14th to decide what pieces of equipment would be used and to recommend to Council that said equipment be purchased. A letter of thanks is to be forwarded to the students of Ryerson College, who participated in this project. 2. 1974 Budget -Parks and Recreation -E. Batson is to make the necessary alterat~ons to th~s budget, which the Committee has approved in principle, and it is to be presented to the Budget Committee of Council. Tennis Club Delegation-Mr. S. Weller, Lees Owram, J. Layton and Mrs. A. McGuiness appeared as a delegation from the Aurora Tennis Club to read their brief, which had been presented to Council and in turn, was referred to the Parks and Recreation Committee. Annual rates are as follows: Family ' ' $25.00; Couple $23.00; Single $15.00; Students $10.00; Juniors 5.00. Mr. Weller mentioned that the Club would be more efficiently run if its own executive could operate it. Necessary alterations were made to the brief and it is to be presented to Council for its consideration. 4. 19A4 Parks Budget -This budget is to be presented to the Bu get Committee for its approval. 5. Tennis Courts -Parks Foreman N. Weller suggested the possibility of the school board joining the Parks and Recreation in this venture on a 50-50 basis. Estimated cost of three tennis courts to be placed at the rear of Dr. Williams High School would be in the neighbourhood of $20,000. Information Only. 6. Trees -In view of the erection of the new school board building on the works department site, the Committee recommends that N. Weller be permitted to remove from the nursery at this location, those trees which he considers to be of value to the Town, with disposal of all trees re Council's wishes. 7. Recreation Sign -The Newmarket Recreation Committee has informed E. Batson that the sign erected in the Newmarket Plaza cost $1,864.00, plus $500. installation charge and $1.50 per letter. The Committee suggests that in view of the formation of the new building committee that this information be given to this Committee for its consideration. 8. Ontario Arenas Association -The Committee recommends that $?5.00 be allocated forE. A. Batson to attend this programme to be held on Monday May 13 to 17th inclusive at the University of Guelph. 9. Recreation Appreciation Night - A Committee consisting of M. Heptinstall, B. Harman and E. Batson was formed.
