Mayor Buck presented a report of Council in Committee in 1ohich
the Committee respectfully submitted the following:
A meeting of Council in Committee was held on Monday, January
14th, 1974 in the Council Chambers at 8:00 P.M.
Present were: Mayor E. Buck
Councillors: l-1. Davis; E. Henderson; P. Miller;
R. Simmons; N. Ste~'lart; G. Timpson; W. Trent;
and J. l.Jilliamson
1. Ontario Hou_sing Corporation Officials -Mr. T. Surgeoner
and Mr. J. Classen
Council in Committee would advise that there is presently 18
on a waiting list .for accommodation in the Senior Citizens
apartments lV'i thin the Tot-m of Aurora and vrould recommend ·that
a resolution be presented at the next meeting requesting more
units. other discussion 1'las also covered regarding the
requirements, the method of allocating accommodation and the
basis on 'l'lhich the rents are cal¢ulated.

2. Public Safety Committee Report
This matter was held over and referred to the first budget
meeting.
3. SupPlementary aid to Senior Citizens
As a result of the Town of Aurora Act being repealed,
Council in Committee would recommend that a new By-law be
prepared based on the new Act, for consideration and approval
of Council. ·
4. Public Works Building
Progress on tender contract
Council in Committee would recommend that the Engineer deal
with this matter and resolve the structural and lay-out
drawings which are a requirement of entering into the contract
and prior to commencement of work and would request a further
report from the Engineer in this matter.
5. Committee Vacancies
Council in Committee considered the various vacancies and
reappointments which will be necessary on the 1974 Committees
and would recommend that further consideration be given to
this matter at the next Council in Committee meeting with the
exception of the following:
Letter of resignation from Mr • F. Wims of the Committee of
Adjustment.
Council in Committee would recommend that this resignation be
accepted, and a letter of sincere appreciation be sent to Mr.
Wims for his years of service with the Town.
The Committee would recommend that Mr. Dennis Reed be appointed
as a member of the Committee of Adjustment for a three year
term, commencing January, 1974. Such appointment to expire
on December 31st. 1976.
6. Heating proposal -South Community Bui~ding
Council in Committee considered this matter and would
authorize the immediate installation of a gas-fired boiler
and the installation of all necessary mechanical, plumbing

.fixtures in conjunction with North Y~,Pl~bing and Heating
and Harry Merriken in the total amount of $4,'144.8'1. Council
. further requested the Clerk-Administrator to take the necessary
steps to order tbis equipment immediately and authorized the
Mayor and Clerk to sign all necessary contracts in connection
with same.
7. Library Board -Capital payment -Architect
Council in Committee discussed the matter and the request of the
Library Board for a special advance of $5,000.00 to cover the
capital costs pertaining to the proposed building addition.
Council in Committee, in discussing this matter, noted that, as
yet, there has been no work schedules produced by the Architect
for a grant application.
Council in Committee would therefore recommend that the amount
of $4,500.00, which has already been obligated by the Aurora
Library Board be approved for payment and that the Library Board
be instructed that no further architectv~sl expenditure should be
undertaken until the grant application status is known.

Councillor Miller presented a report of the Parks and Recr~ation
Committee in v1hich the Committee respectfully submitted the
follo'i<'ling:
A meeting of the Parks & Recreation Committee was held on
Tuesday, January 8th, '1974 at 8:00 P.H. in the Board Room of the
Community Centre.
Present Were: Councillors Miller, Trent and Timpson; Members
Dawson, Sorley, Crump, Blick, McGowan, Caruso,
Heptinstall; E. Batson, Recreation Administrator

'1. Playground Equipment -Mr. N. Weller and Mr. M. Paivin
appeared as a delegation with a proposition regarding play-
~round equipment. Mr. Paivio attends Ryerson College
(Architectrual Science Course) and his class would like to
_present the Committee with drawings of creative playgl:'ound
equipment which his class would build.in a playground to be
nominated by the Town. The sum of approximately $'1500
to $2000 would be required for materials and a plan could be
submitted for Council's consideration approximately the end
of February. The Committee is in favour of this proposal.
2. Maintenance Staff -Community Centre -The sub-committee,
formed some time ago, discussed the possibility of increasing
maintenance staff to take in the full 7 days a week. Effor+cs
are being made to evolve a system to encompass the 7 days and
a meeting with E. Batson is to take place to discuss staff
requirements.
3. Board of Education - A letter regarding liability insurance
for groups using school facilities under the sponsorship of
the Aurora Pa~ks and Recreation was read and E. Batson is to
consult vri th Clerk--Administrator K. B. Rodger in this respect.
4. Victoria Hall -The condition of the floor in Victoria Hall
was agoil:. discussed and Chairman Miller stated that it would
be brought up at the next Council in Committee meeting. Mrs.
Sorley requested that her class be allowed to transfer to the
building in McMahon Park and this request is made to the
Aurora Town Council for their consideration.
5. Ice Time -Community Centre -The Committee feels that
regardless of ex~sting rates effort should be made to get
the schools interested in the use of off-hour ice time
(mornings in particular). This ice should be offered to the
SchOols at a rate of $'10.00 per hour.
