Present were: Mayor Evelyn :Suck, CouncilJ..ors Davis~ Henderson,
Miller~ Simmons, Stewart, Timpson and Trent.
Councillor navis rose oh a point of privile~e, and
felt that as an elected person of the Town of Aurora,
he had to make some comment at the derogatory remarks
made by a former Councillor Harris. That he was
entirely out of order and that Mayor Evelyn Buck
has been properly elected as Mayor of the Town of
Aurota, under the provisibns of the Municipal Act
and that "Mr. Harris represents no-one but himself."

October 9th. at 8:00 P.M. in the Community Centre Board Room.
PRESENT WERE: Councillors Miller and Timpson: Members Dawson, Sorley,
Caruso, Harmon, Blick, Bailey, McGowan, Heptinstall,
Crump and E. Batson Recreation Administrator.
'1. Pienic Tables -The Committee recommends to Council the purchase of
nine picnic tables at an approximate cost of $60.00
per table, one of which is to be charged to the
Aurora Rotary Club. The purpose of purchasing these
tables at this time is the amount of work necessary
such as preservation, extra supports, etc., which
can be done by the Parks Department during the
winter months.
2. Windows at Swimming Pool -The Committee recommends the installation
of metal screens on all windows at the
swimming pool ·-:t.ich would eliminate the
excessive breakage and illegal entrance
to the building. Approximate cost would
be $ 205.00, exclusive of labour. (Work
to be done by Jack Chapman of the Works
Department )

-A letter was received from the Aurora
Figure Skating Club complaining re the
increase in Community Centre Ice Rates.
The Committee recommends that no further
action be taken on this matter.
-A letter was received from Eric Hill, ·
Aurora Minor Ball, requesting that a
Committee member be on their executive.
The Committee turned this request down,
as its purpose is policy making only.
All recreation related organizations are
to be informed by letter that E. Batson
Recreation Administ~ator, is to be
notified of important meetings at which
either he or Tom Anderson, Recreation
Co-Ordinator, would attend. '
5. Blade for Parks Department The Committee recommends to Council the
purchase of a Ford (Model 785) 7 ft. blade,
mainly for winter use, at a cost of $280.00

Information only: E. Batson raised the question of outside maintenance
to the Aurora Co.mmuni ty Centre, reminding Council
that the building is now 7 years old. The entire
building should be painted within a year, only
necessitating one coat, whereas continued delay
could entail two coats. All flashing should be
scraped and painted in the spring of '74 as well as
refurbishing the wood under the eaves in front of the
auditorium.

Strong consideration should be given to the erection
of a storage addition to the south end of the building,
as present storage space is at a minimum. A plan will
be submitted for this proposed storage space.
The committee recommends to Council that a reserve
fund be set up by the Town for building maintenance
work in all town buildings.

the possible uses of this property. This area is designated
"Rural" under the Official Plan of Whitchurch and Zoned

Mr. Tom Won, Consulting Engineer, Mr. 1'1 Levy and Mr. E.
Sgrignuoli, principles for the new Company, appeared before
the Committee.
The Planning & Development Committee recommends that the new
colour scheme for brick, roof shingles, doors, etc, be
approved by Council, and the Site Plan Agreement be amended
accordingly.
3. Ontario Building Officials Association
The Committee recommends Roy Harrington, Building Inspector,
attend the O.B.O.A. seoinar October 23-26, 1973 inclusive
and customary expenses be allowed.

As recommended by our Solicitor, the Committee recommends
the Town of Aurora pass a By-law under Section 379 (1) 85
of the Municipal Act -
"For prohibiting the use, and for prohibiting the
owner or lesee of any trailer from permitting the
use, of any trailer for the living, sleeping or
eating accommodation of persons, within the
municipality." ',
5. Certification of Surveys

The Planning and Development Committee recommends the
necessary "Resolution" be passed, authorizing the Building
Department to charge Solicitors a $ 5.00 fee for certification
of surveys. (see letter to K. B. Rodger, dated Aug. 14/73)

Council in Committee Report # 83
Mayor Buck presented a report of Council in Committee in which
the Committee respectfully submitted the following:
A meeting of Council in Committee was held on Wednesday October 10th
1973 at 8:00 P.M. in the Council Chambers.
Present Were: Mayor E. Buck, Councillors W. Davis, P, Miller,
D. Roberts, R. Simmons, S. Stewart and G. Timpson.
1. Meeting with representatives of Rayel Construction
Representatives Mr. D. Seaward, Mr. Miller, Engineer and Mr.
Rafael, Architect, attended at Council in Committee with regard
to their proposed project on Wellington Street, W. in the Town
of Aurora. Following discussion of this matter, Council in
Committee agreed that all members of Council that were
available would take a tour to view various Delzotto projects
in the Toronto area, namely apartment proposals, (a) a
limited dividend project; (b) a

condominium apartment (c) a luxury apartment. Further wish to
view town houses as a rental project and as a condominium project
-they further expressed interest in viewing single family
development, based on the zero lot line concept. Arrangements
were to be completed between the Clerk Administrator and
representatives of Delzotto for Council to view these matters.
Drive.
Council in Committee received the Building Inspector's report and
following much discussion of same, would recommend that the Building
Inspector take whatever steps are necessary in enforcing stop-work
orders on any project in the Town of Aurora. The Council in
Committee further authorized the Building Inspector to take any
legal action that may be availablein this case, to have this matter
resolved by Builder co-operation or by mandatory action. Council
in Committee further noted that Mari Construction are presently
constructing six homes on Hawthorne Lane in a new Subdivision.
3. Intersection Lighting at Yonge Street, S. and Bloomington Sideroad
Council in Committee considered this matter and a resolution will
be brought forward to support this proposal by the Region of York.
4. Qpen HQuse -Aurora Fire Dept:
Council in Committee were made aware of Open Bouse to be held
on Saturday, October 13th. 1973.
5. Rural Estates Standards:
Council in Committee considered the report of J. D. Reid and would,
in addition to these matters, request the Engineer to consider the
inclusion of storm sewers in the shallow swales rather than open
ditches and a further report is requested in thmregard.
6. Council in Committee considered the matters raised at the Public
Hearing held on Official Plan Amendment No. 7, and following
consideration of this matter, and the letter presented by the con-
cerned citizens of Aurora, would recommend that the Clerk-Adminis-
trator forward to the Plans Administration Branch of the Department
of Intergovernmental Affairs, sufficient copies of Official Plan
No. 7 to proceed with their processing for approval.
